浙江省海洋科技進(jìn)步水平評價(jià)研究

【摘要】:隨著陸地資源的日益萎縮,海洋產(chǎn)業(yè)近年來逐漸成為全球經(jīng)濟(jì)的一個(gè)新的增長點(diǎn),,以高新技術(shù)為基礎(chǔ)的海洋新興產(chǎn)業(yè)將會(huì)成為全球經(jīng)濟(jì)復(fù)蘇和社會(huì)發(fā)展的新的重點(diǎn)。浙江省是海洋大省,科技興海不僅事關(guān)區(qū)域經(jīng)濟(jì)社會(huì)的發(fā)展,也關(guān)系到國家海洋發(fā)展戰(zhàn)略。因此,深入研究海洋科技的發(fā)展現(xiàn)狀,對浙江省海洋科技進(jìn)步水平進(jìn)行一個(gè)全面的評價(jià),并作出定量分析,具有重要理論及現(xiàn)實(shí)意義。 本文首先綜述了國內(nèi)外對于科技進(jìn)步的研究現(xiàn)狀,對于科技進(jìn)步評價(jià)的理論基礎(chǔ)進(jìn)行了一個(gè)全面的了解。其次本文通過分析現(xiàn)存的科技進(jìn)步評價(jià)模型,仔細(xì)對比了主流評價(jià)模型的優(yōu)缺點(diǎn),明確了模型、參數(shù);再次通過對比現(xiàn)存的科技進(jìn)步指標(biāo)評價(jià)體系,結(jié)合海洋科技的特點(diǎn)提出了海洋科技進(jìn)步評價(jià)水平評價(jià)指標(biāo)體系。然后,在通過收集指標(biāo)評價(jià)體系所需的數(shù)據(jù),應(yīng)用定量模型測算出浙江省海洋科技進(jìn)步水平發(fā)展到2010年相對于2006年有了較大發(fā)展,其中評價(jià)值增長了167%。并且得出了海洋科技進(jìn)步水平的增長的眾多因素中,研發(fā)投入和產(chǎn)出的影響最大,特別是財(cái)政投入方面。最后在評價(jià)結(jié)果的基礎(chǔ)上,文章從加大海洋科技的投入、加強(qiáng)科技成果轉(zhuǎn)化、加快科技成果傳播與推廣幾個(gè)方面提出了提升浙江省海洋科技進(jìn)步水平的具體對策與建議。
[Abstract]:With the shrinking of land resources, marine industry has gradually become a new growth point of the global economy in recent years. The new marine industry based on high and new technology will become a new focus of global economic recovery and social development. Zhejiang Province is a big marine province, and the development of science and technology is not only related to the development of regional economy and society. Also related to the national marine development strategy. Therefore, in-depth study of marine science and technology development status, Zhejiang Province marine science and technology progress level of a comprehensive evaluation and quantitative analysis. It has important theoretical and practical significance. This paper firstly summarizes the current research situation of scientific and technological progress at home and abroad, and makes a comprehensive understanding of the theoretical basis of scientific and technological progress evaluation. Secondly, this paper analyzes the existing evaluation model of scientific and technological progress. The advantages and disadvantages of the mainstream evaluation model are compared carefully, and the model and parameters are defined. Thirdly, by comparing the existing evaluation system of scientific and technological progress index, combined with the characteristics of marine science and technology, this paper puts forward the evaluation index system of marine science and technology progress evaluation level. Then, through collecting the data needed by the index evaluation system. The development of marine science and technology progress in Zhejiang Province by using the quantitative model has been greatly developed in 2010 compared with 2006. Among them, the value of evaluation increased by 167. and the increase of marine science and technology level of a number of factors, R & D input and output of the greatest impact. Finally, on the basis of the evaluation results, the article increases the input of marine science and technology, and strengthens the transformation of scientific and technological achievements. This paper puts forward some concrete countermeasures and suggestions on how to speed up the dissemination and popularization of scientific and technological achievements in Zhejiang Province.
