【摘要】：改革開(kāi)放以來(lái),特別是鄧小平同志南巡講話以后,各類(lèi)型的經(jīng)濟(jì)開(kāi)發(fā)區(qū)和工業(yè)園區(qū)(以下部分表述為“園區(qū)”)成為引領(lǐng)我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展、推動(dòng)企業(yè)升級(jí)和經(jīng)濟(jì)轉(zhuǎn)型的重要力量,經(jīng)過(guò)二十多年的發(fā)展,大部分經(jīng)濟(jì)開(kāi)放區(qū)和工業(yè)園區(qū)從發(fā)展規(guī)劃理念、運(yùn)行管理機(jī)制、內(nèi)生發(fā)展動(dòng)力和與國(guó)際接軌等方面日益成熟和提升。經(jīng)濟(jì)開(kāi)發(fā)區(qū)和工業(yè)園區(qū)的快速發(fā)展,一方面改變了傳統(tǒng)檔案管理的理念、體制機(jī)制和模式,一方面對(duì)檔案管理的理論研究、政策制定、制度體系和業(yè)務(wù)規(guī)范體系等提出了新的要求。檔案的科學(xué)管理水平是衡量一個(gè)經(jīng)濟(jì)開(kāi)發(fā)區(qū)和工業(yè)園區(qū)管理水平和建設(shè)水平的重要內(nèi)容。而檔案特有的屬性又決定了檔案工作對(duì)經(jīng)濟(jì)社會(huì)各項(xiàng)事業(yè)發(fā)展的重要推動(dòng)作用。云南經(jīng)濟(jì)開(kāi)發(fā)區(qū)、工業(yè)園區(qū)作為云南省經(jīng)濟(jì)社會(huì)發(fā)展的重要支撐和組成部分,在提高區(qū)域經(jīng)濟(jì)發(fā)展水平、促進(jìn)中小城市發(fā)展方面起著不可替代的作用。不斷深化對(duì)云南經(jīng)濟(jì)開(kāi)發(fā)區(qū)、工業(yè)園區(qū)檔案工作的研究,借鑒發(fā)達(dá)地區(qū)有效經(jīng)驗(yàn)和成熟的檔案管理機(jī)制和方法,有針對(duì)性的提出參考意見(jiàn)建議,全面提高云南經(jīng)濟(jì)開(kāi)發(fā)區(qū)、工業(yè)園區(qū)的檔案管理水平,是檔案理論研究的當(dāng)務(wù)之急。云南經(jīng)濟(jì)開(kāi)發(fā)區(qū)和工業(yè)園區(qū)起步早,但發(fā)展慢,整體經(jīng)濟(jì)效益和發(fā)展水平低,不同地區(qū)園區(qū)的發(fā)展參差不齊,與發(fā)達(dá)省區(qū)市相比,云南各園區(qū)在規(guī)劃布局、基礎(chǔ)實(shí)施建設(shè)、入園企業(yè)引進(jìn)方面,存在一定差距,在園區(qū)科技創(chuàng)新能力、科技研發(fā)及新經(jīng)濟(jì)領(lǐng)域建設(shè)推進(jìn)方面的差距逐步拉大。在檔案管理工作中存在著理論研究水平、政策措施和業(yè)務(wù)規(guī)范制定、檔案管理和服務(wù)水平與實(shí)際工作需要不相適應(yīng)等問(wèn)題；存在著檔案信息資源匱乏,檔案的形成、控制、積累和歸檔的有效機(jī)制不完善等問(wèn)題；存在著檔案信息資源應(yīng)有作用不能有效發(fā)揮等問(wèn)題。這些問(wèn)題的存在,一定程度上制約和阻礙了云南經(jīng)濟(jì)開(kāi)發(fā)區(qū)、工業(yè)園區(qū)的健康、持續(xù)發(fā)展。本文研究的主要目的：以國(guó)家有關(guān)檔案管理法律法規(guī)、業(yè)務(wù)標(biāo)準(zhǔn)規(guī)范為指導(dǎo),以我國(guó)經(jīng)濟(jì)領(lǐng)域檔案管理理論為基礎(chǔ),以云南經(jīng)濟(jì)開(kāi)發(fā)區(qū)、工業(yè)園區(qū)為研究對(duì)象,以調(diào)查分析、梳理歸納為基本方法,在已有研究成果的基礎(chǔ)上,進(jìn)一步厘清云南經(jīng)濟(jì)開(kāi)發(fā)區(qū)和工業(yè)園區(qū)檔案管理中存在的問(wèn)題,分析存在的問(wèn)題的原因,提出科學(xué)的意見(jiàn)和建議,為云南經(jīng)濟(jì)開(kāi)發(fā)區(qū)、工業(yè)開(kāi)發(fā)區(qū)檔案管理水平的提升添油加能。
[Abstract]:Since the reform and opening up, especially after Comrade Deng Xiaoping's southern tour speech, various types of economic development zones and industrial parks (hereinafter expressed as part of the "Park") become the leading China's economic and social development, an important force to promote economic transformation and upgrading of enterprises, after more than 20 years of development, most open economic zones and industrial parks from development planning the idea, operation and management mechanism, endogenous development momentum and international aspects of the maturity and improvement. The rapid development of economic development zones and industrial parks, on the one hand, has changed the traditional archives management concept, mechanism and mode, on the one hand, theoretical research, archives management policy, put forward new requirements system and service standard system. The scientific management level of archives is an important part of a measure of economic development zones and industrial parks management level and the level of construction and archives. The unique attributes and determines the important archival work of the development of economy and society. Yunnan Economic Development Zone Industrial Park, economic and social development in Yunnan Province as an important component of support and in improving the level of regional economic development, plays an irreplaceable role in the promotion of small and medium-sized city development. The deepening of Yunnan Economic Development Zone Industrial Park, the research of archival work, learn from the experience of developed areas and mature archives management mechanism and methods, and proposes the reference opinions and suggestions, and comprehensively improve the Yunnan Economic Development Zone Industrial Park, the level of archives management, archives is a pressing matter of the moment theory. Yunnan Economic Development Zone and industrial park started early, but the slow development, the overall economic benefits and the low level of development, the development of different areas of the park uneven, compared with the developed provinces, each park in Yunnan Planning, implementation of construction enterprises in the park, the introduction, there is a certain gap in the park, technological innovation, technology development and the new economic areas to promote the construction of the gap is widening gradually. In the archives management work exists in the level of theoretical research, policy measures and standards of business, management and service level of archives and the actual need of work do not adapt to the problem; there are archives information resources, archives formation, control, effective accumulation mechanism and filing is not perfect; there are archives information resources should not effectively play. The existence of these problems, to some extent hindered the Yunnan Economic Development Zone, industrial park the healthy and sustainable development. The main purpose of this study: to the relevant national archives management laws and regulations, business standards as a guide to the economic field of our country archives tube The theory is based on the Yunnan Economic Development Zone, industrial park as the research object, by investigation and analysis, summed up the basic method, on the basis of existing research results, further clarify the existence of Yunnan economic development zone and Industrial Park in the archives management problems, causes of problems existing in the analysis, put forward the scientific views and suggestions for Yunnan Economic Development Zone, the management level of Industrial Development Zone to enhance the added fuel to the archives.
