【摘要】：在國(guó)家實(shí)施西部大開發(fā)和中部崛起戰(zhàn)略進(jìn)程中,西部和中部各省紛紛圍繞各自省會(huì)城市積極建設(shè)城市群與經(jīng)濟(jì)圈,以期打造新的經(jīng)濟(jì)板塊和增長(zhǎng)引擎。在這種情況下,處于中西結(jié)合部的省際邊界區(qū)域反而逐漸被邊緣化,成為整個(gè)經(jīng)濟(jì)發(fā)展板塊的“塌陷區(qū)”。為了防止被邊緣化和努力補(bǔ)齊或者跳出塌陷,省際邊界區(qū)各地政府主動(dòng)加強(qiáng)聯(lián)系合作,以抱團(tuán)取暖的方式增進(jìn)發(fā)展的力量來謀求整體發(fā)展。晉陜?cè)S河金三角四市都屬于省際邊界區(qū)域,且該區(qū)域經(jīng)濟(jì)、文化、產(chǎn)業(yè)相關(guān)性強(qiáng),加上20多年區(qū)域協(xié)作的實(shí)踐探索基礎(chǔ)以及國(guó)家的相關(guān)政策支持,這些都為進(jìn)行區(qū)域協(xié)作發(fā)展提供了有利條件,成為該區(qū)域進(jìn)行經(jīng)濟(jì)合作的現(xiàn)實(shí)基礎(chǔ)。通過運(yùn)用AHP分析法對(duì)影響該區(qū)域發(fā)展的因素進(jìn)行測(cè)算之后,發(fā)現(xiàn)該區(qū)域中第一產(chǎn)業(yè)比重過大,第三產(chǎn)業(yè)對(duì)經(jīng)濟(jì)的影響力偏小,且萬(wàn)人接受高等教育的比例也對(duì)該區(qū)域的經(jīng)濟(jì)發(fā)展產(chǎn)生較大影響等等,通過得出相關(guān)結(jié)果之后,使分析目標(biāo)明朗化。 綜合運(yùn)用SWOT分析法對(duì)該區(qū)域發(fā)展的優(yōu)勢(shì)(交通、資源優(yōu)勢(shì),合作經(jīng)驗(yàn)豐富)、劣勢(shì)(產(chǎn)業(yè)結(jié)構(gòu)不合理、科研教育力量不足、投資環(huán)境不理想)、機(jī)會(huì)(承接產(chǎn)業(yè)轉(zhuǎn)移示范區(qū)的目標(biāo)定位、中原經(jīng)濟(jì)區(qū)、關(guān)中--天水經(jīng)濟(jì)區(qū)和山西省國(guó)家資源型經(jīng)濟(jì)轉(zhuǎn)型綜合配套改革試驗(yàn)區(qū)的建立)以及威脅(缺乏協(xié)調(diào)指導(dǎo)機(jī)制、體制障礙嚴(yán)重),使該區(qū)域明晰了自身定位,為區(qū)域發(fā)展戰(zhàn)略的選擇打下基礎(chǔ)。 將該區(qū)域的發(fā)展戰(zhàn)略目標(biāo),總結(jié)為“三個(gè)基地,一個(gè)中心”即能源原材料基地、先進(jìn)裝備制造業(yè)基地、特色農(nóng)蓄產(chǎn)品加工基地和區(qū)域物流中心,因此,需要在遵循“八同”、“六統(tǒng)一”的基礎(chǔ)上搞好頂層設(shè)計(jì),發(fā)揮政府與市場(chǎng)的作用,要在統(tǒng)籌經(jīng)濟(jì)社會(huì)發(fā)展規(guī)劃前提下,加強(qiáng)包括基礎(chǔ)設(shè)施建設(shè)、產(chǎn)業(yè)和教育布局與發(fā)展、旅游開發(fā)和社會(huì)治理等方面的協(xié)調(diào)配合,應(yīng)充分利用交通節(jié)點(diǎn)優(yōu)勢(shì)發(fā)展現(xiàn)代物流業(yè),積極推進(jìn)對(duì)外開放；教育科研方面應(yīng)加大教育投入,建立人才流動(dòng)機(jī)制；發(fā)展金融服務(wù),跳出固有的行政區(qū)劃圈子,積極推動(dòng)資金的跨地區(qū)流動(dòng)；對(duì)于旅游市場(chǎng)要堅(jiān)持整體開發(fā)的原則,統(tǒng)籌旅游規(guī)劃；加強(qiáng)基礎(chǔ)設(shè)施建設(shè),加強(qiáng)對(duì)環(huán)境的保護(hù),實(shí)現(xiàn)可持續(xù)發(fā)展。
[Abstract]:In the course of the national implementation of the strategy of western development and the rise of central China, the western and central provinces have actively built urban agglomerations and economic circles around their provincial capitals. In order to build a new economic plate and growth engine, in this case, the inter-provincial border area in the combination of China and the West is gradually marginalized. In order to prevent marginalization and efforts to make up for or jump out of the collapse, the provincial governments in the border areas have taken the initiative to strengthen contacts and cooperation. Shanxi Shaanxi Henan Yellow River Golden Triangle four cities belong to the inter-provincial border region and this region has strong economic cultural and industrial relevance. In addition, more than 20 years of practice and exploration foundation of regional collaboration, as well as relevant national policy support, all of these provide favorable conditions for the development of regional collaboration. Through the use of AHP analysis to determine the factors affecting the development of the region, it is found that the proportion of the primary industry in the region is too large. The influence of the tertiary industry on the economy is small, and the proportion of ten thousand people receiving higher education also has a great influence on the economic development of the region. Comprehensive use of SWOT analysis of the advantages of the region's development (transportation, resource advantages, rich experience in cooperation, disadvantages (unreasonable industrial structure, insufficient scientific research and education, investment environment is not ideal). Opportunities (to undertake the target positioning of the industrial transfer demonstration zone, Central Plains Economic Zone. The establishment of Guanzhong Tianshui Economic Zone and Shanxi Province National Resource-oriented Economic Transformation Comprehensive Reform pilot Zone) and threats (lack of coordination and guidance mechanism, serious institutional obstacles, make the region clear of its own positioning. Lay the foundation for the choice of regional development strategy. The development strategy goal of this region is summarized as "three bases, one center", that is, energy raw material base, advanced equipment manufacturing base, characteristic agricultural storage product processing base and regional logistics center. It is necessary to do a good job in top-level design on the basis of following the principles of "eight Harmony" and "six Unification," give play to the role of the government and the market, and strengthen the construction of infrastructure, including infrastructure, on the premise of overall planning for economic and social development. The coordination of industrial and educational layout and development, tourism development and social governance should make full use of the advantages of transportation nodes to develop modern logistics industry and actively promote opening to the outside world; In the aspect of education and scientific research, we should increase the investment in education and establish a mechanism for the flow of talents. Develop financial services, jump out of the inherent circle of administrative divisions, actively promote the cross-regional flow of funds; For the tourism market, we should adhere to the principle of overall development, overall planning of tourism; Strengthen the construction of infrastructure, strengthen the protection of the environment, and achieve sustainable development.
