【摘要】:改革開放后,在建設(shè)社會主義市場經(jīng)濟(jì)體制探索中,我國經(jīng)濟(jì)以年均近10%的增長速度增長。但是在2008年全球金融危機(jī)之后,全球經(jīng)濟(jì)進(jìn)入低迷狀態(tài)。我國經(jīng)濟(jì)增長速度也大幅下降,進(jìn)入中低速增長階段,即“經(jīng)濟(jì)新常態(tài)”階段。2014年的增長速度為7.4%。但是,從微觀層面來看,珠江—西江流域四省經(jīng)濟(jì)增速依然強(qiáng)勁,2014年的增速分別為:廣東9.1%,廣西9%,云南9.3%,貴州15.5%。當(dāng)然,也不能忽略珠江—西江流域四省是一個(gè)跨發(fā)展階段區(qū)域,內(nèi)部經(jīng)濟(jì)發(fā)展失衡問題嚴(yán)重,具有典型“東富西貧”特征。2014年珠江—西江流域四省GDP分別為:廣東67792億元,廣西15673億元,云南12814億元,貴州9251億元;在引進(jìn)FDI方面,問題更為突出,截止2014年,廣東吸收FDI1651億元,廣西61億元,云南166億元,貴州127億元。比較之下,可見珠江—西江流域四省內(nèi)部經(jīng)濟(jì)失衡嚴(yán)重性。同時(shí)不難發(fā)現(xiàn)FDI吸收量與東道國經(jīng)濟(jì)增長的必然聯(lián)系。因此,本文將對FDI對珠江—西江流域四省經(jīng)濟(jì)增長的資本效應(yīng)與溢出效應(yīng)進(jìn)行探究,嘗試為珠江—西江流域四省在合理、高效利用FDI的基礎(chǔ)上實(shí)現(xiàn)內(nèi)部發(fā)達(dá)地區(qū)與欠發(fā)達(dá)地區(qū)聯(lián)動發(fā)展提出粗淺建議。在研讀中外文獻(xiàn)、書籍基礎(chǔ)上,本文借鑒張建剛、彭齊超、榮巖等學(xué)者研究FDI對經(jīng)濟(jì)增長的資本效應(yīng)與溢出效應(yīng)的建模方法,推導(dǎo)出適用于本文的固定效應(yīng)變系數(shù)面板模型。利用珠江—西江流域四省份1978年至2014年相關(guān)數(shù)據(jù)進(jìn)行面板數(shù)據(jù)回歸分析,發(fā)現(xiàn)FDI對廣東經(jīng)濟(jì)增長的資本效應(yīng)為吸引FDI量每增加1%,產(chǎn)出總量就會增加0.4916%,溢出效應(yīng)為FDI與國內(nèi)投資額的比例每提高1%,則廣東省的產(chǎn)出總量就會提高3.29%。廣西、貴州、云南FDI每增加1%,產(chǎn)出總量依次相應(yīng)提高0.3621%、0.3175%、0.3175%;而溢出效應(yīng)均不顯著。進(jìn)一步,本文參考傅元海教授分析影響FDI效應(yīng)發(fā)揮的影響因素,用東道國人才培養(yǎng)投入、FDI來源地、FDI利用方式、FDI產(chǎn)業(yè)行業(yè)分布等因素解釋廣東FDI資本效應(yīng)、溢出效應(yīng)優(yōu)于其他三個(gè)省份的原因,從而給本文回歸結(jié)果差異找到合理解釋。最后,從中央層面、珠江—西江流域?qū)用妗⒌胤秸畬用嫣岢鼋ㄗh:中央政府作為宏觀經(jīng)濟(jì)運(yùn)行方向的“掌舵人”,必須要發(fā)揮好“有為政府”作用,從國家層面出發(fā),為借助FDI實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)高效發(fā)展提供優(yōu)質(zhì)服務(wù)。一是將《外商投資產(chǎn)業(yè)指導(dǎo)目錄》調(diào)整常態(tài)化,保證高質(zhì)量FDI流入;二是堅(jiān)持經(jīng)濟(jì)政策頂層設(shè)計(jì)連貫性、一致性;三是成立專業(yè)的區(qū)域經(jīng)濟(jì)合作領(lǐng)導(dǎo)小組,為區(qū)域經(jīng)濟(jì)組織間展開合作“穿針引線”。珠江—西江流域四省建設(shè)是一項(xiàng)持續(xù)時(shí)間長、涉及范圍廣、牽動利益大、示范作用強(qiáng)的大工程,四省份長期、高效合作是其建設(shè)效果檢驗(yàn)與效應(yīng)發(fā)揮的根本保障,因此必須建立長期合作機(jī)制。一是成立權(quán)責(zé)分明的珠江—西江流域四省組織架構(gòu);二是珠江—西江流域四省內(nèi)部欠發(fā)達(dá)省份積極承接京津冀地區(qū)、長江三角洲地區(qū)轉(zhuǎn)出的FDI;三是疊加四省份優(yōu)勢、合理有序布局FDI;四是堅(jiān)定粵桂黔高鐵經(jīng)濟(jì)帶、粵桂合作特別試驗(yàn)區(qū)建設(shè)方針路線,總結(jié)經(jīng)驗(yàn),發(fā)揮輻射效應(yīng)。各省份作為珠江—西江流域各項(xiàng)計(jì)劃的實(shí)踐主體,為進(jìn)一步借助優(yōu)質(zhì)FDI促進(jìn)經(jīng)濟(jì)又好、又快發(fā)展,增強(qiáng)自身吸引力尤為重要。一是加強(qiáng)基礎(chǔ)設(shè)施建設(shè);二是加強(qiáng)人力資本投資;三是推進(jìn)市場一體化建設(shè),避免因市場分割造成經(jīng)濟(jì)運(yùn)行效率低下問題。
