【摘要】：金融生態(tài)環(huán)境包含一切與金融發(fā)展相關(guān)的經(jīng)濟(jì)因素、金融因素、社會(huì)基礎(chǔ)因素、政府因素等,是一個(gè)復(fù)雜的環(huán)境體系。一個(gè)有著良好金融生態(tài)環(huán)境的地區(qū),能夠進(jìn)行有效的資源配置,吸引更多的投資,提升經(jīng)濟(jì)發(fā)展水平。2014年國家提出將京津冀協(xié)同發(fā)展作為一項(xiàng)國家戰(zhàn)略來推進(jìn),2015年出臺(tái)《京津冀協(xié)同發(fā)展規(guī)劃綱要》,指出三地要共同努力推進(jìn)協(xié)同發(fā)展。但是,從社科院對(duì)全國各省份金融生態(tài)環(huán)境排名的研究結(jié)果來看,河北省金融生態(tài)環(huán)境的發(fā)展較為落后,與京津兩地存在一定差距。因此,對(duì)河北省金融生態(tài)環(huán)境進(jìn)行評(píng)價(jià),找出發(fā)展中存在的問題,提出優(yōu)化金融生態(tài)環(huán)境的對(duì)策建議,有利于早日實(shí)現(xiàn)京津冀協(xié)同發(fā)展的目標(biāo)。本文首先對(duì)金融生態(tài)環(huán)境概念進(jìn)行說明,闡明本文研究的主要內(nèi)容。其次,通過整理河北省經(jīng)濟(jì)環(huán)境、金融體系、社會(huì)基礎(chǔ)、政府行為四個(gè)方面的數(shù)據(jù)資料,對(duì)河北省金融生態(tài)環(huán)境發(fā)展現(xiàn)狀進(jìn)行分析。然后,應(yīng)用SPSS因子分析方法,從上述四個(gè)方面對(duì)河北省11個(gè)市2015年金融生態(tài)環(huán)境發(fā)展情況進(jìn)行橫向評(píng)價(jià),對(duì)河北省整體近10年發(fā)展情況進(jìn)行縱向評(píng)價(jià),得出河北省金融生態(tài)環(huán)境整體發(fā)展較為落后,各地級(jí)市之間發(fā)展不平衡。接下來,通過對(duì)現(xiàn)狀及實(shí)證結(jié)果綜合分析,找到河北省金融生態(tài)環(huán)境發(fā)展落后的原因主要為:經(jīng)濟(jì)發(fā)展不均衡;金融業(yè)發(fā)展相對(duì)落后;法制環(huán)境較差,社會(huì)信用基礎(chǔ)薄弱;政府對(duì)金融市場(chǎng)的干預(yù)較大,影響金融業(yè)的正常運(yùn)行。最后,對(duì)優(yōu)化河北省金融生態(tài)環(huán)境提出以下對(duì)策建議:加強(qiáng)各市合作,協(xié)調(diào)區(qū)域經(jīng)濟(jì);調(diào)整產(chǎn)業(yè)結(jié)構(gòu),優(yōu)化服務(wù)業(yè)發(fā)展;完善銀行體系發(fā)展,豐富其他金融主體;改善法制環(huán)境,加強(qiáng)執(zhí)法力度;重視信用環(huán)境建設(shè),加快信用中介發(fā)展;轉(zhuǎn)變政府職能,發(fā)揮政府作用。
[Abstract]:The financial ecological environment includes all the economic factors, financial factors, social basic factors, government factors and so on, which are related to the financial development. It is a complex environmental system and a region with a good financial ecological environment. In 2014, the government put forward the coordinated development of Beijing, Tianjin and Hebei as a national strategy. In 2015, the "Beijing, Tianjin and Hebei coordinated Development Program" was issued, pointing out that the three places should make joint efforts to promote coordinated development. However, from the results of the research on the ranking of the financial ecological environment of various provinces in the country by the Academy of Social Sciences. The development of financial ecological environment in Hebei Province is relatively backward, and there is a certain gap between Hebei Province and Beijing and Tianjin. Therefore, the financial ecological environment of Hebei Province is evaluated to find out the problems in the development. Put forward the countermeasures and suggestions to optimize the financial ecological environment, is conducive to the early realization of the goal of Beijing-Tianjin-Hebei coordinated development. Firstly, this paper explains the concept of financial ecological environment, clarifies the main content of this paper. Secondly. By sorting out the economic environment, financial system, social basis, government behavior in four aspects of the data, Hebei Province financial ecological environment development situation is analyzed. Using the method of SPSS factor analysis, this paper evaluates the development of financial ecological environment in 11 cities of Hebei Province in 2015 from the above four aspects. The overall development of Hebei Province in the past 10 years of longitudinal evaluation, the overall development of Hebei Province's financial ecological environment is relatively backward, the development between prefecture-level cities is not balanced. Next. Through the comprehensive analysis of the present situation and the empirical results, the author finds out the reasons for the backward development of the financial ecological environment in Hebei Province: the imbalance of economic development; The development of financial industry is relatively backward; The legal environment is poor, the social credit foundation is weak; The government's intervention in the financial market is great, which affects the normal operation of the financial industry. Finally, the following countermeasures and suggestions are put forward to optimize the financial ecological environment of Hebei Province: strengthening the cooperation of various cities and coordinating the regional economy; Adjust the industrial structure and optimize the development of service industry; Perfecting the development of banking system and enriching other financial subjects; Improving the legal environment and strengthening the law enforcement; Attach importance to the construction of credit environment and accelerate the development of credit intermediary; Change the function of the government, give play to the role of the government.
