UnderthecircumstanceunderwhichtheregionaldivisionoflaborisrelativelygravelyinhibitedinChina,whystillcankeepaneffectivebalancebetweenpromotingtheeconomicgrowthandnarrowingtheregionalgap?BytheuseofthepaneldataofChina’s16bigcitiesbetween2003and2011,wehavesurveyedtherelationshipbetweenthedivi?sionoflaborinthefunctionofthespaceoftheurbanagglomeration(SOTUA)andthegapbetweenregions,and,fur?ther,bytheuseoftheimpactofthegovernmentintervention(GI)ontheeffectoftheregionaldifferenceofthedivisionoflaborinthefunction,havetestedandverifiedit.Byourstudy,wehavediscoveredthat,intheaspectoftheurbangroup,thereexistsaninverted“U”typeofrelationshipofthebellcurvebetweentheSOTUAandtheregionalgaps,thatistosay,withthedeepeningofthedivisionoflaborinthespacefunction,theregionalgapwillwiden,andthat,however,withthedivisionoflaborinthespacefunctionexceedingtheturningpoint,theregionalgapwillbenarrowed.TheGImacebythegovernmenthasproduceddifferentimpactontheeffectoftheregionalgapofthedivisionoflaborinthespacefunction.Inthelowsdegreedstageofthespatialdivisionoffunction,theGIwillrestrainthenarroweffectofthespacefunctionindivisionoflaborontheregionalgap.Viewedfromtheaspectofthesampleofthispaper,themajorityofurbanagglomerationinChinahasstillbeeninthefirsthalfoftheinverted“U”curvebefore2011.There?fore,accordingtotheconclusionmadeinthisarticle,undertheconditionunderwhichthedivisionoflaborinthespacefunctionisconstrained,theGIwill,conversely,restraintheaggravationoftheregionalgap,andrealizethebal?ancebetweentheeconomicgrowthandtheregionalgap.However,intherelativelyshortperiodafter2011,about70%ofthesampleswillenterthesecondhalfoftheinverted“U”curve,whichmeansthattheinterventionmadebythelo?calgovernmentwilllimitthespontaneousrestrainingprocess,broughtaboutbytheevolutionofthedivisionoflaborinthespacefunction,oftheregionalgap.Therefore,weakeningtheinterventionmadebythelocalgovernment,enforcingregionalcooperationandlabordivision,andpromotingtheintegrationoftheregionaleconomy,havebecomethedirectpolicyimplicationsofthispaper.
