【摘要】：改革開放以來,作為國民經(jīng)濟最基本單元的縣域經(jīng)濟取得了巨大成就：居民收入不斷增加、生活水平不斷提高,企業(yè)規(guī)模不斷擴大,競爭力不斷加強�？h域經(jīng)濟己成為國民經(jīng)濟和區(qū)域經(jīng)濟的重要組成部分,是支撐各地經(jīng)濟持續(xù)發(fā)展的基礎,對我國經(jīng)濟整體實力的提升具有重大的促進作用�？h域經(jīng)濟在不同資源稟賦的基礎上形成了各具特色的運行機制、發(fā)展模式和產(chǎn)業(yè)結(jié)構(gòu)。我國“十二五”規(guī)劃和十八大提出“轉(zhuǎn)變經(jīng)濟發(fā)展方式”和“推進經(jīng)濟結(jié)構(gòu)戰(zhàn)略性調(diào)整”,為縣域經(jīng)濟的發(fā)展提供了政策導向。但是,在國家整體進入工業(yè)化中后期的背景下,縣域經(jīng)濟中農(nóng)業(yè)產(chǎn)業(yè)化程度低、工業(yè)層次低、第三產(chǎn)業(yè)發(fā)展落后等問題勢必影響著國民經(jīng)濟又好又快發(fā)展。要解決縣域經(jīng)濟的上述問題,就必須從產(chǎn)業(yè)結(jié)構(gòu)這一深層次角度入手。本文以工業(yè)化、城鎮(zhèn)化和“調(diào)結(jié)構(gòu)、促轉(zhuǎn)型”等中央政策為大背景,遵循“由一般到特殊”的研究方法,首先從中國百強縣產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化模式入手,探討縣域經(jīng)濟產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的特點、實質(zhì)和關鍵點,并提出促進縣域經(jīng)濟產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的政策建議。 文章以縣域產(chǎn)業(yè)為研究對象,通過定性與定量相結(jié)合的方法研究了縣域經(jīng)濟產(chǎn)業(yè)結(jié)構(gòu)演進機制,提出了產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化路徑。本文以安徽省來安縣作為典型縣域,對其縣域經(jīng)濟發(fā)展情況進行了實證研究。首先,從工業(yè)化階段和產(chǎn)業(yè)結(jié)構(gòu)特征兩方面入手,分析了來安縣的經(jīng)濟發(fā)展現(xiàn)狀,得出結(jié)論為來安縣的產(chǎn)業(yè)結(jié)構(gòu)處于較低水平,工業(yè)化剛剛進入中期階段；其次,從GDP總量變動、三次產(chǎn)業(yè)產(chǎn)值結(jié)構(gòu)變動、三次產(chǎn)業(yè)勞動力結(jié)構(gòu)變動三方面分析了來安縣產(chǎn)業(yè)結(jié)構(gòu)演進狀況；最后,重點分析了社會需求、國際貿(mào)易、經(jīng)濟政策和科技教育水平對產(chǎn)業(yè)結(jié)構(gòu)的影響,并采用灰色關聯(lián)度模型探討出來安縣產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的主導因素：地區(qū)國民生產(chǎn)總值、創(chuàng)新能力和教育水平。文章結(jié)合來安縣經(jīng)濟發(fā)展現(xiàn)狀,根據(jù)比較優(yōu)勢的原則,依據(jù)非均衡發(fā)展和產(chǎn)業(yè)集聚理論,提出了三次產(chǎn)業(yè)的優(yōu)化路徑。 文章在結(jié)構(gòu)上分為五個部分。第一部分為引言,主要介紹了縣域經(jīng)濟產(chǎn)業(yè)結(jié)構(gòu)演進的研究現(xiàn)狀及相關文獻綜述；第二部分從對縣域產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的實質(zhì)、內(nèi)容、關鍵點和突破口等方面對縣域經(jīng)濟產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化機制進行初探；第三部分為實證分析部分,分別對來安縣縣域經(jīng)濟現(xiàn)狀、產(chǎn)業(yè)結(jié)構(gòu)演進和產(chǎn)業(yè)結(jié)構(gòu)影響因素進行系統(tǒng)分析,然后運用灰色關聯(lián)度模型確定來安縣產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的主導因素；第四部分為來安縣產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化路徑,首先提出來安縣產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的若干原則,然后分別確定了三次產(chǎn)業(yè)應選擇的主導產(chǎn)業(yè)和三次產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化途徑,并提出了相關政策建議。第五部分是總結(jié)與展望,整體分析本文所做的研究工作,指出目前研究中所面臨的困難,而且產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化并不是靜態(tài)的,而是一個動態(tài)的問題,導致文章研究的內(nèi)容存在一定的局限性。
[Abstract]:Since the reform and opening up, the national economy as the basic unit of the county economy has made great achievements: increasing income, rising living standards, the expansion of enterprises, continue to strengthen the competitiveness. The county economy has become an important part of national and regional economy, is to support the foundation of sustainable development of local economy, has great promotion the role of the overall strength of China's economic upgrade. Operation mechanism of county economy characteristic is formed based on different resource endowments, development mode and industrial structure of our country. "12th Five-Year" Eighteen "planning and put forward the transformation of economic development mode and promoting the strategic adjustment of economic structure, provide policy guidance for the development of county economy. However, in the whole country into the middle and late industrialization under the background of low level of agricultural industrialization of county economy, industrial level Low, third industry development lag will inevitably affect the sound and rapid development of the national economy. In order to solve the problems of county economy, we must start from the deep level of industrial structure. In this paper, with industrialization, urbanization and structural adjustment, promote the transformation of "central policy as the background, according to the method by general to the special", starting from the China county industrial structure optimization model, to explore the characteristics of county economy industrial structure optimization, the essence and key points, and put forward to promote the optimization of county economy industrial structure policy recommendations.
This paper takes the county industry as the research object, through qualitative and quantitative methods to study the industrial structure evolution mechanism of county economy, put forward the optimization path of industrial structure. In this paper, Lai'an county as a typical county in Anhui Province, the county economic development an empirical study. First of all, from the two aspects of industrialization and the characteristics of industrial structure, analyzes the current situation of economic development of Laian, industrial structure and draw the conclusion to the county at a low level, has just entered the middle stage of industrialization; secondly, change from the total amount of GDP, the three production changes in industry output structure, three aspects of the status of county industrial structure evolution to three times of industrial labor force structure changes; finally, focus on the analysis of the social demand, international trade, economic policy and the influence of educational level of science and technology of the industrial structure, and by using the grey correlation model of an out The leading factors of county industrial structure optimization are gross national product (GDP), innovation ability and education level. Based on the current situation of Lai county's economic development, based on the principle of comparative advantage, based on the theory of unbalanced development and industrial agglomeration, three industrial optimization paths are put forward.
The article is divided into five parts. The first part is the introduction, mainly introduces the research status of the evolution of the industrial structure of the county economy and the related literature review; the second part from the essence of county industrial structure optimization, key point and breakthrough of county economy, facing the industrial structure optimization mechanism; the third part is empirical the analysis part, respectively to Laian county economic status quo, influencing factors of industrial structure industrial structure evolution and systematic analysis of dominant factors and then uses grey relational model to determine an optimization of the industrial structure; the fourth part is the optimal path to county industrial structure, first put forward several principles of County industrial structure optimization, then determine the the leading industry of the three industry should be selected and three industrial structure optimization, and puts forward relevant policy suggestions. The fifth part It is a summary and prospect. The overall analysis of the work done in this paper points out the difficulties faced in the current research, and the optimization of industrial structure is not static, but a dynamic problem, which leads to some limitations in the research content of the article.
