【摘要】：隨著世界經(jīng)濟(jì)區(qū)域化、知識資本化的特征日益凸顯,依托區(qū)域創(chuàng)新系統(tǒng)開拓經(jīng)濟(jì)的新增長點(diǎn)已經(jīng)成為各國和各地區(qū)經(jīng)濟(jì)發(fā)展的主要模式。而區(qū)域創(chuàng)新系統(tǒng)作為一個復(fù)雜的開放性系統(tǒng),系統(tǒng)內(nèi)部發(fā)展協(xié)調(diào)與否關(guān)系著區(qū)域創(chuàng)新系統(tǒng)能否有效發(fā)揮整體功能。論文以系統(tǒng)協(xié)調(diào)發(fā)展作為切入點(diǎn),研究廣西創(chuàng)新系統(tǒng)近年來的發(fā)展?fàn)顩r及存在問題,對優(yōu)化創(chuàng)新資源配置,促進(jìn)創(chuàng)新系統(tǒng)有效運(yùn)行,增強(qiáng)區(qū)域創(chuàng)新功能,保證區(qū)域創(chuàng)新系統(tǒng)螺旋式持續(xù)發(fā)展,進(jìn)而提高區(qū)域經(jīng)濟(jì)的發(fā)展速度和增長質(zhì)量都具有重要參考價值。 論文整理和綜合評述了區(qū)域創(chuàng)新系統(tǒng)的相關(guān)研究成果,對一般系統(tǒng)論進(jìn)行了梳理,并在此基礎(chǔ)上從系統(tǒng)論的角度對區(qū)域創(chuàng)新系統(tǒng)進(jìn)行重新界定,探究該系統(tǒng)的運(yùn)行機(jī)理和協(xié)調(diào)運(yùn)行機(jī)制。論文把區(qū)域創(chuàng)新系統(tǒng)看成是由諸多創(chuàng)新要素構(gòu)成并形成一定結(jié)構(gòu)、與環(huán)境相互作用中發(fā)揮知識生產(chǎn)與創(chuàng)新功能的復(fù)雜系統(tǒng)。創(chuàng)新能力則是區(qū)域創(chuàng)新系統(tǒng)功能的外在表現(xiàn),是區(qū)域創(chuàng)新要素、結(jié)構(gòu)、環(huán)境共同作用的綜合結(jié)果。創(chuàng)新系統(tǒng)各部分之間相互關(guān)聯(lián),為實(shí)現(xiàn)系統(tǒng)整體功能最優(yōu),各部分必須協(xié)調(diào)、均衡發(fā)展。 其次,本文從創(chuàng)新要素投入-結(jié)構(gòu)-環(huán)境-功能角度衡量區(qū)域創(chuàng)新系統(tǒng)并建立相應(yīng)指標(biāo)體系,通過構(gòu)建測度區(qū)域創(chuàng)新系統(tǒng)協(xié)調(diào)發(fā)展的耦合協(xié)調(diào)度模型,對廣西創(chuàng)新系統(tǒng)的協(xié)調(diào)發(fā)展情況進(jìn)行分析研究,找出廣西創(chuàng)新系統(tǒng)協(xié)調(diào)發(fā)展存在的問題。 最后,本文針對廣西創(chuàng)新系統(tǒng)的協(xié)調(diào)發(fā)展?fàn)顩r,就加強(qiáng)廣西創(chuàng)新系統(tǒng)構(gòu)建,促進(jìn)系統(tǒng)協(xié)調(diào)發(fā)展提出應(yīng)該重點(diǎn)調(diào)節(jié)優(yōu)化創(chuàng)新結(jié)構(gòu),同時兼顧加強(qiáng)創(chuàng)新要素投入、完善制度環(huán)境和提升創(chuàng)新功能的政策建議。
[Abstract]:With the regionalization of the world economy, the characteristics of knowledge capitalization have become increasingly prominent. Relying on regional innovation system to develop new economic growth point has become the main mode of economic development in various countries and regions, and regional innovation system as a complex open system. Whether the internal development of the system is coordinated or not is related to whether the regional innovation system can effectively play its overall function. This paper takes the coordinated development of the system as a starting point to study the development situation and existing problems of Guangxi innovation system in recent years. To optimize the allocation of innovation resources, promote the effective operation of innovation system, enhance the regional innovation function, and ensure the sustainable development of regional innovation system. Then improve the development speed of regional economy and growth quality have important reference value. The paper summarizes and synthesizes the related research results of regional innovation system, combs the general system theory, and redefines the regional innovation system from the perspective of system theory. This paper discusses the mechanism of operation and coordination of the system. The paper regards the regional innovation system as composed of a lot of innovative elements and forms a certain structure. The complex system that exerts the function of knowledge production and innovation in the interaction with environment. Innovation ability is the external expression of the function of regional innovation system, and it is the element and structure of regional innovation. In order to achieve the optimal overall function of the system, all parts must be coordinated and developed in a balanced manner. Secondly, this paper measures the regional innovation system from the angle of input, structure, environment and function of innovation elements, and establishes the corresponding index system, and constructs the coupling coordination degree model to measure the coordinated development of regional innovation system. This paper analyzes and studies the coordinated development of Guangxi innovation system and finds out the problems existing in the coordinated development of Guangxi innovation system. Finally, aiming at the coordinated development of Guangxi innovation system, this paper puts forward that we should focus on adjusting and optimizing the innovation structure and strengthening the input of innovation elements in order to strengthen the construction of Guangxi innovation system and promote the coordinated development of Guangxi innovation system. Policy recommendations for improving the institutional environment and enhancing innovative functions.
