【摘要】:隨著高等教育的不斷發(fā)展,在大力發(fā)展現(xiàn)代職業(yè)教育的政策引導(dǎo)下,高等職業(yè)教育呈現(xiàn)高速發(fā)展的良好勢(shì)頭,正朝著更新、更高的領(lǐng)域努力;高職院校除了正常的教學(xué)工作以外,科研工作水平也急需得到長(zhǎng)期穩(wěn)定的可持續(xù)發(fā)展,這與報(bào)告中要求職業(yè)院校要密切產(chǎn)學(xué)研合作,走內(nèi)涵發(fā)展道路并不矛盾。作為非營(yíng)利組織的高職院校,層次低,起步晚,科研成果質(zhì)量和轉(zhuǎn)化率太低,再加上高職院校獲取科研經(jīng)費(fèi)的渠道單一,科研經(jīng)費(fèi)投入產(chǎn)出不合理,其科研水平與本科院校相比還有很大差距。高職院校想要提升科研水平,獲得地方財(cái)政支持與社會(huì)團(tuán)體的認(rèn)可,培養(yǎng)優(yōu)秀的人才,更好的為區(qū)域經(jīng)濟(jì)的發(fā)展服務(wù),就必須合理規(guī)劃每一筆科研經(jīng)費(fèi),使之產(chǎn)生最大的效益。平衡計(jì)分卡作為營(yíng)利組織的績(jī)效評(píng)價(jià)工具,近年來(lái)不管是理論研究層面還是應(yīng)用實(shí)踐上都獲得了極大的關(guān)注。隨著國(guó)內(nèi)外研究者對(duì)其理論的深入,特別是針對(duì)不同行業(yè)內(nèi)的推廣,平衡計(jì)分卡的適用范圍得到了延伸,專(zhuān)家們認(rèn)為非營(yíng)利組織在運(yùn)用平衡計(jì)分卡進(jìn)行績(jī)效評(píng)價(jià)時(shí)相對(duì)于營(yíng)利組織而言更容易顯現(xiàn)管理效果。本文也認(rèn)同以上觀點(diǎn),因此筆者以平衡計(jì)分卡作為本文的績(jī)效評(píng)價(jià)工具,在深入分析CJ職業(yè)學(xué)院科研經(jīng)費(fèi)績(jī)效管理所面臨的現(xiàn)狀及問(wèn)題的基礎(chǔ)上,通過(guò)研究文獻(xiàn)和進(jìn)行專(zhuān)家咨詢(xún),從資金投入、組織過(guò)程、產(chǎn)出效益、學(xué)習(xí)與成長(zhǎng)四個(gè)維度構(gòu)建CJ職業(yè)學(xué)院科研經(jīng)費(fèi)績(jī)效評(píng)價(jià)體系;在指標(biāo)權(quán)重值的確立上采用層次分析法(Analytic Hierarchy Process,AHP),由專(zhuān)家問(wèn)卷調(diào)查的方式對(duì)指標(biāo)間的重要性進(jìn)行逐一評(píng)價(jià)并得出判斷矩陣,最后運(yùn)用YAAHP軟件確定各指標(biāo)的權(quán)重值,并通過(guò)一致性檢驗(yàn)。在此基礎(chǔ)上,筆者以CJ職業(yè)學(xué)院近五年的市部級(jí)課題、院級(jí)重點(diǎn)項(xiàng)目、院級(jí)一般項(xiàng)目作為總體樣本進(jìn)行抽樣分析,進(jìn)一步驗(yàn)證上述指標(biāo)體系的適用性,最后針對(duì)CJ職業(yè)學(xué)院科研經(jīng)費(fèi)績(jī)效評(píng)價(jià)的結(jié)果,為學(xué)院管理層提出一些建議措施,一是對(duì)科研經(jīng)費(fèi)績(jī)效評(píng)價(jià)予以量化考核,建立長(zhǎng)效監(jiān)督機(jī)制,二是重視資金執(zhí)行效率,實(shí)現(xiàn)科研經(jīng)費(fèi)的有效產(chǎn)出,三是提高科研成果質(zhì)量水平,注重人才的培養(yǎng)和對(duì)區(qū)域經(jīng)濟(jì)的服務(wù)性,四是改善師生結(jié)構(gòu)比,加大對(duì)青年教師的鼓勵(lì)與支持。研究結(jié)果證實(shí),本文針對(duì)CJ職業(yè)學(xué)院提出的科研經(jīng)費(fèi)績(jī)效評(píng)價(jià)體系,不但能及時(shí)反映學(xué)院科研經(jīng)費(fèi)的投入產(chǎn)出水平,也能幫助其分析經(jīng)費(fèi)管理中存在的問(wèn)題并提出解決建議,達(dá)到預(yù)期的研究目的。
[Abstract]:With the continuous development of higher education, under the guidance of the policy of vigorously developing modern vocational education, higher vocational education presents a good momentum of rapid development, and is moving towards newer and higher fields. In addition to the normal teaching work, the level of scientific research work is also in urgent need of long-term stable and sustainable development, which is in line with the report that vocational colleges should work closely in production, learning and research cooperation. As a non-profit organization, higher vocational colleges have a low level, late start, too low quality and conversion rate of scientific research results, plus a single channel for higher vocational colleges to obtain scientific research funds. The input and output of scientific research funds is unreasonable, and the level of scientific research is still far from that of undergraduate colleges. Higher vocational colleges want to improve their scientific research level, obtain local financial support and the recognition of social organizations, and train outstanding talents. Better serve for the development of regional economy, we must plan each scientific research funds reasonably, make it produce the greatest benefit. Balanced scorecard as a profit organization performance evaluation tool. In recent years, great attention has been paid to both theoretical research and practical application. With the deepening of domestic and foreign researchers' theory, especially for the promotion of different industries. The scope of application of balanced scorecard has been extended, experts believe that non-profit organizations in the use of balanced scorecard performance evaluation than profit organizations are easier to show management results. This paper also agrees with the above views. Therefore, the author takes the balanced Scorecard as the performance evaluation tool of this paper, on the basis of in-depth analysis of the current situation and problems faced by CJ Vocational College, through the study of literature and expert consultation. From the four dimensions of capital input, organization process, output benefit, learning and growth, the performance evaluation system of CJ vocational college scientific research funds is constructed. Analytic Hierarchy process (AHP) was used to determine the weight of the index. The importance of each index is evaluated one by one by the way of expert questionnaire, and the judgment matrix is obtained. Finally, the weight of each index is determined by using YAAHP software, and the consistency test is passed. On this basis. The author uses CJ vocational college in recent five years of the city ministry level project, the college level key project, the school level general project as the overall sample carries on the sampling analysis, further verifies the above index system applicability. Finally, according to the results of the performance evaluation of CJ vocational college research funds, some suggestions are put forward for the management of the college. First, the quantitative evaluation of research funds performance evaluation and the establishment of a long-term monitoring mechanism. The second is to pay attention to the efficiency of fund implementation to achieve the effective output of scientific research funds, the third is to improve the quality of scientific research results, pay attention to the cultivation of talents and the service to the regional economy, and the fourth is to improve the structure of teachers and students. Strengthen the encouragement and support to young teachers. The results of the study confirm that the performance evaluation system of scientific research funds proposed in this paper can not only reflect the input and output level of research funds in CJ vocational college in time. It can also help them to analyze the problems existing in the management of funds and put forward some suggestions to achieve the expected purpose of the research.
