【摘要】：自由貿(mào)易區(qū)是隨著國際貿(mào)易發(fā)展而產(chǎn)生的,在打破貿(mào)易壁壘、促進資本和技術(shù)的國際問流動等方面有著重要作用,成為了區(qū)域經(jīng)濟集群化和經(jīng)濟全球化的重要推動力。建立廣西北部灣自由貿(mào)易區(qū),對于發(fā)揮廣西北部灣經(jīng)濟區(qū)中國——東盟自由貿(mào)易區(qū)中的橋頭堡位置,西南、中南地區(qū)開放發(fā)展新的戰(zhàn)略支點的作用,以及國家的改革開放戰(zhàn)略布局,都具有重要的意義。 本文使用理論和實證相結(jié)合、對比分析的方法,梳理了世界上部分自由貿(mào)易區(qū)的發(fā)展狀況和發(fā)展趨勢,總結(jié)了要在堅持貿(mào)易便利化、促進自由貿(mào)易的原則下,構(gòu)建完備的法律保障體系,結(jié)合區(qū)位優(yōu)勢來建設(shè)有特色的自由貿(mào)易區(qū)。接著從廣西自身發(fā)展和國家戰(zhàn)略布局方面分析了廣西建立北部灣自由貿(mào)易區(qū)的必要性,并進一步結(jié)合北部灣地區(qū)的區(qū)位、交通、經(jīng)濟、資源和政策等方面分析了發(fā)展廣西北部灣自由貿(mào)易區(qū)的有利條件,以及存在的一些制約因素。通過分析提出了廣西北部灣自由貿(mào)易區(qū)開放門戶和樞紐的目標定位,綜合服務(wù)型自由貿(mào)易區(qū)的發(fā)展模式、分兩步走的建設(shè)步驟,并結(jié)合北部灣地區(qū)的優(yōu)勢、制約因素和功能定位,相應(yīng)的提出了建設(shè)廣西北部灣自由貿(mào)易區(qū)時,在管理機構(gòu)、監(jiān)管方式、金融服務(wù)業(yè)、物流服務(wù)業(yè)以及自由貿(mào)易區(qū)產(chǎn)業(yè)發(fā)展方面的相應(yīng)建議措施。
[Abstract]:Free trade zone is produced with the development of international trade, which plays an important role in breaking down trade barriers and promoting the international flow of capital and technology. The establishment of Guangxi Beibu Gulf Free Trade area will bring into play the bridgehead position in the China-ASEAN Free Trade area of Guangxi Beibu Gulf Economic Zone. The function of the new strategic fulcrum of opening and development in the central and southern regions and the strategic layout of the country's reform and opening up are of great significance. In this paper, the author combines the theory with the empirical analysis, compares and analyzes the development situation and trend of some free trade zones in the world, and summarizes the principle of insisting on trade facilitation and promoting free trade. Build a complete legal protection system, combined with regional advantages to build a characteristic free trade zone. Then from the Guangxi own development and national strategic layout of the necessity of Guangxi to establish the Beibu Gulf Free Trade area. Furthermore, combining the location, transportation, economy, resources and policies of Beibu Gulf region, this paper analyzes the favorable conditions for the development of Guangxi Beibu Gulf Free Trade area. Through the analysis of Guangxi Beibu Gulf Free Trade area open portal and hub of the target positioning, comprehensive service free trade zone development model, divided into two steps of construction steps. And combined with the advantages of the Beibu Gulf region, constraints and functional positioning, the corresponding put forward the construction of Guangxi Beibu Gulf Free Trade area, in the management agencies, regulatory methods, financial services. Logistics service industry and free trade zone industry development of the corresponding measures.
