【摘要】：金融中心作為開(kāi)展各種金融中介和交易活動(dòng)的資本集散地和金融交易的清算地,具有優(yōu)化金融資源配置、實(shí)現(xiàn)金融信息集散與價(jià)格發(fā)現(xiàn)和風(fēng)險(xiǎn)管理的作用。此外,金融中心是一國(guó)區(qū)域經(jīng)濟(jì)發(fā)展的中心,對(duì)金融深化與創(chuàng)新,提升一國(guó)金融經(jīng)濟(jì)實(shí)力、維持國(guó)家的經(jīng)濟(jì)安全、金融安全其重要的作用。目前全球金融中心的發(fā)展呈現(xiàn)出了百舸爭(zhēng)流的趨勢(shì),但是以歐美發(fā)達(dá)國(guó)家金融中心為主、離岸金融中心和新興市場(chǎng)國(guó)家金融中心為輔的基本格局沒(méi)有改變。由于金融中心的重要作用,中國(guó)也開(kāi)始重視發(fā)展自己的金融中心,中國(guó)各地掀起了建設(shè)金融中心的熱潮。 上海在中國(guó)國(guó)家建設(shè)中占有重要地位,它以其獨(dú)特的地理位置優(yōu)勢(shì),歷史文化積淀以及經(jīng)濟(jì)發(fā)展模式成為了中國(guó)建設(shè)國(guó)際金融中心的不二選擇。目前,上海已基本形成了多元化的市場(chǎng)體系和格局,也是國(guó)際上承認(rèn)的金融業(yè)發(fā)達(dá)城市之一。2012年,發(fā)改委在《“十二五”時(shí)期上海國(guó)際金融中心建設(shè)規(guī)劃》中明確提出,到2020年,將上海國(guó)際金融中心基本建成與我國(guó)經(jīng)濟(jì)實(shí)力以及人民幣國(guó)際地位相適應(yīng)的國(guó)際金融中心；基本形成國(guó)內(nèi)外投資者共同參與、國(guó)際化程度較高的格局等目標(biāo)并做出具體部署,自此,上海建設(shè)國(guó)際金融中心的進(jìn)程得到了強(qiáng)有力的支撐。 在此背景下,研究上海國(guó)際金融中心建設(shè),具有較強(qiáng)的現(xiàn)實(shí)意義。本文試圖在國(guó)際金融中心相關(guān)理論的基礎(chǔ)上,對(duì)國(guó)際上重要金融中心的現(xiàn)狀進(jìn)行了分析,并結(jié)合我們的分析對(duì)上海金融中心在中國(guó)、亞太地區(qū)及國(guó)際上的地位,國(guó)際上的競(jìng)爭(zhēng)力以及今后的發(fā)展進(jìn)行了闡釋。 本文認(rèn)為,隨著中國(guó)政府部門(mén)對(duì)中國(guó)金融發(fā)展的國(guó)際化的水平的提升、金融服務(wù)功能的拓展、金融生態(tài)建設(shè)的完善以及人才的培養(yǎng)和引進(jìn),上海可以作為國(guó)際金融中心為中國(guó)乃至世界的經(jīng)濟(jì)發(fā)展做出巨大的貢獻(xiàn)。
[Abstract]:As a capital distribution center and clearing place for financial transactions, financial center has the ability to optimize the allocation of financial resources. In addition, the financial center is the center of a country's regional economic development, to deepen and innovate the finance, to enhance the financial and economic strength of a country. Maintaining national economic security and financial security plays an important role. At present, the development of the global financial center has shown a trend of competition, but mainly in the developed countries in Europe and the United States. The basic pattern of offshore financial centres and emerging market national financial centres has not changed. Due to the important role of financial centres, China has also begun to attach importance to the development of its own financial center. There has been an upsurge in building financial centres across China. Shanghai occupies an important position in China's national construction. With its unique geographical position, historical and cultural accumulation and economic development model, Shanghai has become the only choice for China to build an international financial center. Shanghai has basically formed a diversified market system and pattern, and is one of the internationally recognized developed cities in the financial industry. 2012. The National Development and Reform Commission clearly put forward in the "12th Five-Year Plan" the Shanghai International Financial Center Construction Plan by 2020. To build Shanghai International Financial Center into an international financial center in line with China's economic strength and the international status of RMB; With the participation of investors both at home and abroad and the higher degree of internationalization, the process of building an international financial center in Shanghai has been strongly supported. Under this background, it is of great practical significance to study the construction of Shanghai International Financial Center. This paper attempts to analyze the current situation of the important international financial center on the basis of the relevant theories of the International Financial Center. Based on our analysis, the status of Shanghai Financial Center in China, the Asia-Pacific region and the world, the international competitiveness and the future development of Shanghai Financial Center are explained. This paper holds that with the improvement of the level of internationalization of Chinese financial development, the expansion of financial service function, the perfection of financial ecological construction, and the cultivation and introduction of talents, the government departments in China have made great efforts to promote the development of China's financial development. As an international financial center, Shanghai can make a great contribution to the economic development of China and the world.
