【摘要】：小流域綜合治理,是治理水土流失,加強(qiáng)農(nóng)業(yè)基礎(chǔ)設(shè)施建設(shè),改善山丘區(qū)群眾生產(chǎn)生活條件,鞏固退耕還林成果的一項(xiàng)重要工程,是保障項(xiàng)目區(qū)群眾生活和國(guó)家糧食安全的重要組成部分,是改善民生、改善農(nóng)業(yè)基礎(chǔ)設(shè)施條件、促進(jìn)農(nóng)村經(jīng)濟(jì)又好又快發(fā)展的需要,對(duì)促進(jìn)區(qū)域經(jīng)濟(jì)可持續(xù)發(fā)展,推進(jìn)丘區(qū)新農(nóng)村建設(shè)和保障國(guó)家糧食安全、生態(tài)安全和防洪安全等都具有十分重要的意義。 本文闡述了論文研究背景,研究思路及方法。在對(duì)國(guó)內(nèi)外小流域綜合治理理論和實(shí)踐研究全面總結(jié)的基礎(chǔ)上,運(yùn)用經(jīng)濟(jì)學(xué),運(yùn)籌學(xué),水土保持學(xué)等多學(xué)科的理論和方法,對(duì)一實(shí)例小流域水土流失的治理進(jìn)行全面理論分析；并將理論與實(shí)踐相結(jié)合,以實(shí)例項(xiàng)目小流域?yàn)槔M(jìn)行案例分析,通過文獻(xiàn)資料法,實(shí)地調(diào)查法,實(shí)證分析法等,介紹了實(shí)例項(xiàng)目小流域內(nèi)自然概況,分析了實(shí)例項(xiàng)目小流域水土流失現(xiàn)在存在及存在的主要問題。依照相關(guān)編制依據(jù)進(jìn)行了綜合治理方案編制,對(duì)坡耕地治理應(yīng)采取的措施進(jìn)行了科學(xué)設(shè)計(jì),再對(duì)項(xiàng)目工程實(shí)施進(jìn)行了施工組織。完成工程后對(duì)小流域治理前后進(jìn)行全方位.對(duì)比,分析了小流域綜合治理的效益,提出小流域綜合治理的優(yōu)化模式。其成果對(duì)于指導(dǎo)小流域綜合治理具有重要的理論和實(shí)踐意義。
[Abstract]:Comprehensive control of small watersheds is an important project to control soil and water loss, strengthen the construction of agricultural infrastructure, improve the production and living conditions of the people in hilly areas, and consolidate the achievements of returning farmland to forests. It is an important part of ensuring the life of the masses and the national food security in the project area. It is the need to improve the people's livelihood, improve the condition of agricultural infrastructure, and promote the sound and rapid development of the rural economy. It is of great significance to promote the sustainable development of regional economy, promote the construction of new countryside in hilly area and ensure the national food security, ecological security and flood control security. This paper describes the research background, research ideas and methods. On the basis of a comprehensive summary of the theory and practice of small watershed management at home and abroad, the use of economics, operational research. Soil and water conservation and other multidisciplinary theories and methods, a case of small watershed soil and water loss management for a comprehensive theoretical analysis; With the combination of theory and practice, this paper takes the case study of the small watershed as an example, and introduces the natural situation of the small watershed through the methods of literature, field investigation, empirical analysis, etc. This paper analyzes the existing and existing main problems of soil and water loss in the small watershed of a practical project. According to the relevant compilation basis, the comprehensive control scheme is worked out, and the measures to be taken for the management of sloping farmland are designed scientifically. Then the construction organization of the project project is carried out. After the completion of the project, the benefits of comprehensive management of the small watershed are analyzed by comparing the benefits of comprehensive management of the small watershed before and after the completion of the project. The optimization model of integrated management of small watershed is put forward, and the results have important theoretical and practical significance for guiding the comprehensive management of small watershed.
