【摘要】：本文通過對(duì)APEC與TPP的系統(tǒng)比較，認(rèn)為由美國(guó)主導(dǎo)的TPP作為21世紀(jì)“高標(biāo)準(zhǔn)”、“高質(zhì)量”的區(qū)域貿(mào)易協(xié)定，對(duì)于非約束性的APEC具有雙重的影響。它在促進(jìn)APEC貿(mào)易自由化發(fā)展、推動(dòng)區(qū)域經(jīng)濟(jì)一體化進(jìn)程的同時(shí)，，也對(duì)APEC的軟約束機(jī)制提出挑戰(zhàn)；更多的成員加入到TPP中引發(fā)了競(jìng)爭(zhēng)性自由化效應(yīng)，削弱了APEC的引領(lǐng)作用；而TPP致力于新貿(mào)易規(guī)則的制定，也將對(duì)多邊貿(mào)易體制構(gòu)成挑戰(zhàn)。美國(guó)將其區(qū)域政策從APEC轉(zhuǎn)向TPP，使中美兩國(guó)形成了鮮明的博弈格局。美國(guó)致力于把握亞太地區(qū)主導(dǎo)權(quán)，將使中國(guó)在經(jīng)濟(jì)與非經(jīng)濟(jì)領(lǐng)域遭受“排出效應(yīng)”，而考慮中國(guó)龐大的國(guó)內(nèi)市場(chǎng)和經(jīng)濟(jì)規(guī)模及其對(duì)美貿(mào)易的影響，本文認(rèn)為中國(guó)雖面對(duì)多方面挑戰(zhàn)，但將面臨加入TPP的機(jī)遇。雖然TPP談判勢(shì)頭強(qiáng)勁，但其高質(zhì)量協(xié)議和泛太平洋一體化的雙重目標(biāo)形成矛盾，將使談判面臨諸多困境。在此背景下，中國(guó)應(yīng)如何調(diào)整自身的區(qū)域經(jīng)濟(jì)合作戰(zhàn)略？本文認(rèn)為中國(guó)應(yīng)該在堅(jiān)持APEC運(yùn)行機(jī)制的前提下，積極尋求APEC與TPP的協(xié)調(diào)模式，同時(shí)積極參與東亞區(qū)域合作，密切關(guān)注TPP的談判進(jìn)展并為加入TPP做好準(zhǔn)備。
[Abstract]:Based on the systematic comparison between APEC and TPP, this paper holds that TPP, which is dominated by the United States, is regarded as the "high standard" and "high quality" regional trade agreement in 21th century. It has dual influence on non-binding APEC. It not only promotes the development of APEC trade liberalization and regional economic integration, but also challenges the soft binding mechanism of APEC. More members join the TPP, which leads to competitive liberalization and weakens the leading role of APEC. The TPP will also challenge the multilateral trading system by devoting itself to the formulation of new trade rules. The United States has shifted its regional policy from APEC to TPP. China and the United States have formed a distinct game pattern. The United States is committed to the Asia-Pacific region leadership, will make China in the economic and non-economic fields suffered "exclusion effect." Considering China's huge domestic market and economic scale and its impact on American trade, this paper argues that China will face many challenges, but it will face the opportunity to join the TPP, although the momentum of TPP negotiations is strong. However, the contradiction between the two goals of high quality agreement and trans-Pacific integration will make the negotiations face many difficulties. In this context, how should China adjust its strategy of regional economic cooperation? This paper holds that China should actively seek the coordination mode between APEC and TPP under the premise of adhering to the operating mechanism of APEC and take an active part in the regional cooperation in East Asia at the same time. Closely monitor the progress of TPP negotiations and prepare for joining TPP.
