【摘要】：黨的十八大提出加快新型城鎮(zhèn)化建設(shè)，是進(jìn)一步統(tǒng)籌城鄉(xiāng)發(fā)展、實(shí)現(xiàn)共同富裕的重大戰(zhàn)略舉措。武清地處京津冀核心區(qū)域，區(qū)位交通優(yōu)勢(shì)明顯，始終堅(jiān)持以城鎮(zhèn)化為主導(dǎo)的率先發(fā)展戰(zhàn)略，不斷推進(jìn)城鎮(zhèn)化建設(shè)，探索積累了一些經(jīng)驗(yàn)，取得了明顯效果。本文意對(duì)照新型城鎮(zhèn)化要求，以國(guó)際、國(guó)內(nèi)城鎮(zhèn)化先進(jìn)理論為支撐，以區(qū)域經(jīng)濟(jì)一體化帶動(dòng)城鎮(zhèn)化發(fā)展典型案例為參考，總結(jié)武清城鎮(zhèn)化經(jīng)驗(yàn)成效，，深入查找存在問(wèn)題和差距不足，并兼顧戰(zhàn)略層面和實(shí)際操作層面，提出相關(guān)意見(jiàn)建議。 論文在對(duì)城鎮(zhèn)化相關(guān)學(xué)術(shù)理論進(jìn)行分析的基礎(chǔ)上，明確城鎮(zhèn)化的發(fā)展規(guī)律，為武清城鎮(zhèn)化的科學(xué)發(fā)展提供理論基礎(chǔ)。論文在京津冀區(qū)域一體化發(fā)展背景下，對(duì)武清區(qū)城鎮(zhèn)化發(fā)展現(xiàn)狀進(jìn)行分析，明確武清區(qū)城鎮(zhèn)化發(fā)展的優(yōu)勢(shì)、劣勢(shì)、機(jī)遇和挑戰(zhàn)。在此基礎(chǔ)上，論文進(jìn)行了武清新型城鎮(zhèn)化布局分析，構(gòu)建了夯實(shí)武清城鎮(zhèn)化發(fā)展的現(xiàn)代產(chǎn)業(yè)體系，提出了包括社會(huì)事業(yè)發(fā)展、提升城市文明程度、建立城鄉(xiāng)一體的公共服務(wù)體系、推進(jìn)生態(tài)環(huán)境建設(shè)、重點(diǎn)領(lǐng)域改革、新型城鎮(zhèn)化投入保障、京津冀區(qū)域合作等推動(dòng)武清新型城鎮(zhèn)化發(fā)展的政策和對(duì)策，探討了一條適合京津冀區(qū)域新型城鎮(zhèn)化發(fā)展的路徑。本論文對(duì)武清城鎮(zhèn)化發(fā)展具有一定參考價(jià)值，對(duì)其他地區(qū)城鎮(zhèn)發(fā)展具有參考借鑒。
[Abstract]:The Party's 18 National Congress proposed to speed up the construction of new urbanization, which is an important strategic measure to further coordinate urban and rural development and achieve common prosperity. Wuqing is located in the core region of Beijing, Tianjin and Hebei, and has obvious regional transportation advantages. Always adhere to urbanization as the leading development strategy, constantly promote the construction of urbanization, explore and accumulate some experience, achieved obvious results. Based on the advanced theory of urbanization in China and the typical cases of urbanization driven by regional economic integration, this paper summarizes the experience of urbanization in Wuqing and finds out the problems and gaps. And the strategic level and practical level, put forward the relevant suggestions. Based on the analysis of the relevant academic theories of urbanization, this paper clarifies the development law of urbanization, and provides a theoretical basis for the scientific development of urbanization in Wuqing. The paper is based on the development of regional integration of Beijing, Tianjin and Hebei. On the basis of the analysis of the present situation of the urbanization in Wuqing District, the paper makes clear the advantages, disadvantages, opportunities and challenges of the urbanization development in Wuqing District. On this basis, the paper analyzes the layout of the new urbanization in Wuqing. This paper constructs a modern industrial system of ramming up the development of urbanization in Wuqing, and puts forward some suggestions, including the development of social undertakings, the promotion of urban civilization, the establishment of a public service system integrating urban and rural areas, and the promotion of the construction of ecological environment. Key areas of reform, new urbanization investment security, Beijing-Tianjin-Hebei regional cooperation and other policies and countermeasures to promote the development of new urbanization in Wuqing. This paper discusses a new urbanization path suitable for Beijing, Tianjin and Hebei regions. This paper has some reference value for the development of urbanization in Wuqing, and it can be used for reference for the development of cities and towns in other regions.
