【摘要】：脫貧攻堅(jiān)是全面建成小康社會(huì)最艱巨的任務(wù),必須牢固樹立并切實(shí)貫徹五大發(fā)展理念。"兩條底線"要求:畢節(jié)試驗(yàn)區(qū)在片區(qū)區(qū)域發(fā)展與精準(zhǔn)扶貧中,區(qū)域經(jīng)濟(jì)子系統(tǒng)不能突破區(qū)域生態(tài)系統(tǒng)的約束;區(qū)域經(jīng)濟(jì)子系統(tǒng)也不能侵占其他區(qū)域的生態(tài)系統(tǒng)。通過精準(zhǔn)扶貧到村到戶等益貧機(jī)制,將貧困人群納入增長(zhǎng)框架,逐步推進(jìn)綠色發(fā)展與扶貧的融合,探索、走出一條綠色減貧的新路子。
[Abstract]:Getting rid of poverty is the most arduous task of building a well-off society in an all-round way. We must firmly establish and implement the five major development concepts. "two bottom lines" requirements: Bijie experimental area in the region development and precision poverty alleviation. Regional economic subsystem can not break through the constraints of regional ecosystem; Regional economic subsystem can not encroach on the ecosystem of other regions. Through the mechanism of poverty alleviation to village-to-household, the poor will be brought into the growth framework, gradually promote the integration of green development and poverty alleviation, and explore. Take a new path of green poverty reduction.
