【摘要】：海洋覆蓋著地球表面71%的面積，擁有廣闊的空間范圍和豐富多樣的資源。隨著經(jīng)濟(jì)社會(huì)的快速發(fā)展，人類面臨著嚴(yán)重的人口、資源、環(huán)境等問題，而解決這些問題的關(guān)鍵是如何配置海洋資源。21世紀(jì)是海洋世紀(jì)，世界各國紛紛把目光轉(zhuǎn)向海洋，海洋經(jīng)濟(jì)成為世界經(jīng)濟(jì)新的增長點(diǎn)。藍(lán)色經(jīng)濟(jì)作為海洋經(jīng)濟(jì)的主體，已經(jīng)逐漸成為世界各國實(shí)施可持續(xù)發(fā)展的主要領(lǐng)域。 我國作為一個(gè)瀕海大國，海洋經(jīng)濟(jì)發(fā)展取得了長足進(jìn)展，但是仍不能滿足國民經(jīng)濟(jì)的需要。國內(nèi)沿海各省市也紛紛把發(fā)展海洋經(jīng)濟(jì)作為經(jīng)濟(jì)轉(zhuǎn)變發(fā)展方式、調(diào)整產(chǎn)業(yè)結(jié)構(gòu)的側(cè)重點(diǎn)。山東省作為海洋大省，其區(qū)位、資源、科技優(yōu)勢(shì)突出，開展海洋經(jīng)濟(jì)的條件得天獨(dú)厚。一系列戰(zhàn)略決策的提出，都為山東海洋經(jīng)濟(jì)在新起點(diǎn)上實(shí)現(xiàn)新發(fā)展提供了良好的條件和難得的機(jī)遇。2009年,胡錦濤總書記視察山東時(shí)提出“打造山東半島藍(lán)色經(jīng)濟(jì)區(qū)”的戰(zhàn)略構(gòu)想。由此，山東半島藍(lán)色經(jīng)濟(jì)區(qū)建設(shè)備受關(guān)注。山東半島藍(lán)色經(jīng)濟(jì)區(qū)戰(zhàn)略的提出，更是將海洋經(jīng)濟(jì)發(fā)展提到了一個(gè)新的戰(zhàn)略高度，優(yōu)化海洋產(chǎn)業(yè)結(jié)構(gòu)、加快海洋產(chǎn)業(yè)快速發(fā)展，對(duì)山東經(jīng)濟(jì)的發(fā)展意義重大、影響深遠(yuǎn)。 論文詳細(xì)闡述了制定山東半島藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展戰(zhàn)略的國內(nèi)外背景，并對(duì)國內(nèi)外專家學(xué)者關(guān)于海洋經(jīng)濟(jì)、藍(lán)色經(jīng)濟(jì)、藍(lán)色經(jīng)濟(jì)區(qū)和山東半島藍(lán)色經(jīng)濟(jì)區(qū)研究成果進(jìn)行了梳理和匯總。對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展現(xiàn)狀及存在的問題進(jìn)行分析，通過學(xué)習(xí)借鑒浙江、福建、廣東等地區(qū)和美國、日本、葡萄牙等國在發(fā)展海洋經(jīng)濟(jì)方面的戰(zhàn)略決策和先進(jìn)經(jīng)驗(yàn)，從全面可持續(xù)發(fā)展的角度對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)發(fā)展戰(zhàn)略進(jìn)行了研究。 論文的重點(diǎn)是全面分析了山東半島藍(lán)色經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)發(fā)展戰(zhàn)略存在的優(yōu)勢(shì)、劣勢(shì)以及面臨的機(jī)會(huì)和威脅，，并在此基礎(chǔ)上進(jìn)行了SWOT分析，對(duì)SO、ST、WO、WT等四個(gè)組合戰(zhàn)略進(jìn)行了比較，從而提出了山東半島藍(lán)色經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)發(fā)展戰(zhàn)略應(yīng)該采用SO組合戰(zhàn)略，即充分發(fā)揮本身優(yōu)勢(shì)，把握住外部機(jī)會(huì)，提高發(fā)展速度，促進(jìn)優(yōu)勢(shì)向最大效益化轉(zhuǎn)變。通過對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)發(fā)展戰(zhàn)略定位的分析進(jìn)一步從財(cái)政、政策、法律、環(huán)保、文化、人才等角度提出對(duì)策建議。論文對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)發(fā)展戰(zhàn)略探索性地提出了一些觀點(diǎn)，也為該域的進(jìn)一步研究做了一些基礎(chǔ)性的工作。
[Abstract]:With the rapid development of economy and society, mankind is faced with serious problems such as population, resources, environment and so on. The key to solve these problems is how to allocate marine resources. The 21st century is the ocean century. As the main body of marine economy, blue economy has gradually become the main field of sustainable development in various countries of the world. China, as a coastal country, has made great progress in the development of marine economy, but still can not meet the needs of the national economy. The development of marine economy has been regarded as the mode of economic transformation in domestic coastal provinces and cities. Shandong Province as a major marine province, its location, resources, scientific and technological advantages are prominent, the conditions for the development of marine economy are unique. A series of strategic decisions proposed. For Shandong marine economy in a new starting point to achieve new development to provide good conditions and rare opportunities. 2009. General Secretary Hu Jintao proposed the strategic idea of "building the blue economic zone of Shandong Peninsula" during his visit to Shandong. As a result, the construction of the blue economic zone of Shandong Peninsula has attracted much attention, and the strategy of the blue economic zone of Shandong Peninsula has been put forward. Moreover, the development of marine economy has been raised to a new strategic height. Optimizing the structure of marine industry and speeding up the rapid development of marine industry is of great significance to the development of Shandong's economy and has a far-reaching impact on the development of Shandong's economy. The paper elaborates the domestic and foreign background of the development strategy of Shandong Peninsula Blue Economic Zone, and the experts and scholars at home and abroad on the marine economy, blue economy. The blue economic zone and Shandong Peninsula blue economic zone research results were combed and summarized. The status quo and existing problems of Shandong Peninsula blue economic zone were analyzed. Guangdong and other regions and the United States, Japan, Portugal and other countries in the development of marine economic strategic decisions and advanced experience. This paper studies the development strategy of marine economy in the blue economic zone of Shandong Peninsula from the angle of overall sustainable development. The paper focuses on the overall analysis of the strengths, weaknesses, opportunities and threats of the marine economic development strategy in the blue economic zone of Shandong Peninsula, and on the basis of the analysis of the SWOT, so. Compared with the four combination strategies, the paper puts forward that so combination strategy should be adopted in the development strategy of marine economy in the blue economic zone of Shandong Peninsula, that is, to give full play to its own advantages. Grasp the external opportunities, improve the speed of development, promote the transformation of advantages to maximum benefit. Through the analysis of the strategic positioning of marine economic development in the blue economic zone of Shandong Peninsula, from the financial, policy, law, environmental protection. The paper puts forward some views on the development strategy of marine economy in the blue economic zone of Shandong Peninsula, and does some basic work for the further study of this area.
