【摘要】：遵循區(qū)域高等教育與區(qū)域經(jīng)濟(jì)社會(huì)協(xié)調(diào)發(fā)展規(guī)律,構(gòu)建政府主導(dǎo)、科技支撐、多元驅(qū)動(dòng)的高等教育區(qū)域合作發(fā)展模式,建設(shè)西部高等教育區(qū),打造西部高等教育增長極,為"一帶一路"戰(zhàn)略的深入實(shí)施提供強(qiáng)有力的科教支撐,是西部大開發(fā)戰(zhàn)略實(shí)施的強(qiáng)力抓手,是順應(yīng)國家主體功能區(qū)戰(zhàn)略實(shí)施的現(xiàn)實(shí)需要,也是"一帶一路"建設(shè)的國家戰(zhàn)略抉擇。政府主導(dǎo),即發(fā)揮中央政府頂層設(shè)計(jì)、西部區(qū)域地方政府"中層擔(dān)綱"作用。科教支撐,即構(gòu)建西部區(qū)域科技創(chuàng)新體系,以科技創(chuàng)新驅(qū)動(dòng)區(qū)域經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展。多元驅(qū)動(dòng),即靈活采用政府主導(dǎo),科教、文化、經(jīng)濟(jì)、生態(tài)四輪驅(qū)動(dòng)模式,推進(jìn)西部高等教育區(qū)域合作發(fā)展。
[Abstract]:Follow the law of regional higher education and regional economic and social coordinated development, build a government-led, scientific and technological support, multi-driven regional cooperation development model of higher education, the construction of higher education in the western region. To build a growth pole of higher education in the west provides a strong scientific and educational support for the further implementation of the "Belt and Road" strategy, and is a powerful grasp of the implementation of the strategy for the development of the western region. Is conforms to the national main body function area strategy implementation realistic need, also is "Belt and Road" construction national strategic choice. The government leads, namely exerts the central government top level design. The role of the local government in the western region is "middle level responsibility". The support of science and education is the construction of the western region science and technology innovation system, which can drive the sustainable development of regional economy and society with science and technology innovation. In other words, the government-led, scientific, educational, cultural, economic and ecological four-wheel driving mode is adopted to promote the development of regional cooperation in western higher education.
