【摘要】：精準(zhǔn)扶貧的"資源輸入"卻遭遇農(nóng)戶"爭當(dāng)貧困戶"的意外性后果,這是多重因素共同影響的:首先,在國家層面,精準(zhǔn)扶貧的新政策改變了農(nóng)戶的心態(tài);其次,從農(nóng)戶自身來看,既有生計脆弱缺乏保障的客觀原因,也有平均主義心態(tài)的主觀原因;最后,從制度本身來講,設(shè)計理念與實(shí)際偏離,評選機(jī)制又不夠科學(xué)和公正,是引發(fā)農(nóng)戶行為的主要原因。面對精準(zhǔn)扶貧實(shí)踐出現(xiàn)的"非均衡性",今后要真正實(shí)現(xiàn)政策的目標(biāo),應(yīng)根據(jù)實(shí)際情況來修正和確定貧困人口規(guī)模,完善現(xiàn)有的入戶調(diào)查機(jī)制,切實(shí)發(fā)揮群眾、黨員、村民代表在精準(zhǔn)識別中的作用,并加強(qiáng)督導(dǎo)和管理。
[Abstract]:However, the "resource input" of precision poverty alleviation has encountered the accidental consequences of farmers'"scrambling to become poor households", which is influenced by many factors: first, at the national level, the new policy of precision poverty alleviation has changed the mentality of farmers; secondly, from the perspective of farmers themselves, there are both objective reasons for the fragility of their livelihood and subjective reasons for equalitarianism. Finally, from the system itself, the design concept deviates from the reality, and the selection mechanism is not scientific and fair enough, which is the main reason for farmers' behavior. In the face of the "imbalance" in the practice of accurate poverty alleviation, in order to truly realize the goal of the policy in the future, we should revise and determine the scale of the poor population according to the actual situation, perfect the existing household investigation mechanism, give full play to the role of the masses, party members and villagers' representatives in the accurate identification, and strengthen supervision and management.
