【摘要】：近年來,中央不斷加快新農(nóng)村建設(shè)步伐,制定出臺(tái)了一系列有利于農(nóng)民發(fā)展和農(nóng)村建設(shè)的方針、政策。這些工作,提升了農(nóng)村地區(qū)生產(chǎn)生活水平,改善了農(nóng)村人居環(huán)境面貌,對(duì)加快農(nóng)業(yè)農(nóng)村現(xiàn)代化進(jìn)程發(fā)揮了重要作用。住房建設(shè)是農(nóng)民自主參與新農(nóng)村建設(shè)的主要行為內(nèi)容,直接關(guān)系農(nóng)民能否通過新農(nóng)村建設(shè)分享農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展成果。但是,農(nóng)村住房建設(shè)管理還存在很多突出問題,如違反規(guī)劃和亂占耕地、超標(biāo)準(zhǔn)建房和一戶多宅、建新不拆舊和村落空心化、破壞生態(tài)環(huán)境和房屋質(zhì)量缺陷等,多年來影響了新農(nóng)村建設(shè)及農(nóng)村人居環(huán)境改善的成效。本研究以江西省農(nóng)村住房建設(shè)管理情況為例,揭示農(nóng)村住房建設(shè)管理中存在的困難和問題,并提出有針對(duì)性的建議。本文主體共分為五個(gè)部分。第一部分是農(nóng)村住房建設(shè)管理制度的概述。該部分是農(nóng)村住房建設(shè)管理理論研究的開端,同時(shí)也是本文的基礎(chǔ)部分。介紹了近年來國家、江西省層面農(nóng)村住房建設(shè)管理的主要制度,根據(jù)現(xiàn)有資料對(duì)農(nóng)村住房建設(shè)管理的概念進(jìn)行界定,并與其它規(guī)劃建設(shè)管理制度進(jìn)行區(qū)分。第二部分是江西省農(nóng)村住房建設(shè)管理的現(xiàn)狀分析。主要介紹了江西省農(nóng)村住房建設(shè)管理近年來的一些重點(diǎn)工作,描述了相關(guān)政策實(shí)施情況、效果。農(nóng)村住房建設(shè)管理可以實(shí)現(xiàn)引導(dǎo)農(nóng)民科學(xué)合理美觀建房、塑造農(nóng)村優(yōu)美人居環(huán)境的效果,能夠有效提升農(nóng)民住房、農(nóng)村環(huán)境水平。第三部分主要是具體分析江西省農(nóng)村住房建設(shè)管理存在的問題,并通過有關(guān)案例、數(shù)據(jù)、材料做支撐,更具說服力。存在的問題如村鎮(zhèn)規(guī)劃編制水平不高、建房管理法規(guī)建設(shè)滯后、基層管理機(jī)構(gòu)不健全、建房審批管理落實(shí)不力、經(jīng)費(fèi)保障較為乏力、農(nóng)村建筑工匠管理缺失、空心村現(xiàn)象不同程度存在等,這些都會(huì)影響農(nóng)村住房建設(shè)管理績(jī)效。第四部分是尋求先進(jìn)地區(qū)規(guī)范農(nóng)村住房建設(shè)管理的好經(jīng)驗(yàn)、好做法,為江西省提供借鑒。主要是因地制宜、分類指導(dǎo)、堵疏結(jié)合的原則。第五部分是政策建議,針對(duì)前一部分存在的問題提出相應(yīng)的措施。完善農(nóng)村住房建設(shè)管理法規(guī)制度,做到有法可依、有法必依。提升村鎮(zhèn)規(guī)劃編制水平,確保農(nóng)民建房符合科學(xué)的規(guī)劃成果要求。健全管理體制機(jī)制,強(qiáng)化工作隊(duì)伍,提高工作效率。落實(shí)建房審批管理,通過依法發(fā)證倒逼服務(wù)深入。同時(shí)發(fā)揮各部門各制度的協(xié)同作用,共同促進(jìn)農(nóng)村住房建設(shè)管理體系的建立健全。
[Abstract]:In recent years, the central government has continuously accelerated the pace of new rural construction, formulated and issued a series of principles and policies conducive to the development of farmers and rural construction. These work has improved the standard of production and living in rural areas, improved the appearance of rural human settlements, and played an important role in speeding up the process of agricultural and rural modernization. Housing construction is the main behavior content of farmers' independent participation in the construction of new countryside, which is directly related to whether farmers can share the results of rural economic and social development through the construction of new countryside. However, there are still many outstanding problems in the management of rural housing construction, such as violating planning and occupying cultivated land, building super standard houses and multiple houses, building new and not demolishing old houses and empty villages, destroying ecological environment and housing quality defects, etc., which have affected the effectiveness of new rural construction and the improvement of rural human settlements environment over the years. Taking the rural housing construction management in Jiangxi Province as an example, this study reveals the difficulties and problems existing in the rural housing construction management, and puts forward some targeted suggestions. The main body of this paper is divided into five parts. The first part is an overview of the rural housing construction management system. This part is the beginning of the theoretical research of rural housing construction management, but also the basic part of this paper. This paper introduces the main systems of rural housing construction management at the national and Jiangxi levels in recent years, defines the concept of rural housing construction management according to the existing data, and distinguishes it from other planning and construction management systems. The second part is the analysis of the current situation of rural housing construction management in Jiangxi Province. This paper mainly introduces some key work of rural housing construction management in Jiangxi Province in recent years, and describes the implementation and effect of relevant policies. The management of rural housing construction can guide farmers to build houses scientifically, reasonably and beautifully, shape the beautiful living environment in rural areas, and effectively improve the level of farmers' housing and rural environment. The third part is mainly to analyze the problems existing in the management of rural housing construction in Jiangxi Province, and through the relevant cases, data, materials to support, more persuasive. The existing problems, such as the low level of village and town planning, the lag of construction management laws and regulations, the imperfect management organization at the grass-roots level, the weak implementation of housing examination and approval management, the lack of financial guarantee, the lack of rural construction craftsman management, the existence of hollow village phenomenon, and so on, will affect the performance of rural housing construction management. The fourth part is to seek the advanced area to standardize the rural housing construction management good experience, the good practice, provides the reference for Jiangxi Province. Mainly according to local conditions, classification guidance, blocking and sparse combination of principles. The fifth part is the policy recommendations, in view of the previous part of the existing problems put forward the corresponding measures. Improve the rural housing construction management laws and regulations system, so that there are laws to follow, there are laws to follow. Improve the level of village and town planning to ensure that farmers build houses in line with the requirements of scientific planning results. Improve the management system and mechanism, strengthen the work team, improve work efficiency. Implement the examination and approval management of housing construction, through the issuance of certificates in accordance with the law to force in-depth services. At the same time, give full play to the synergy of various departments and systems to jointly promote the establishment and improvement of rural housing construction management system.
