【摘要】：無論從穩(wěn)定生豬生產(chǎn)和農(nóng)民增收,還是從保障居民的豬肉消費(fèi),生豬市場的重要性都是不言而喻的。2007年以來,我國政府逐步形成了一整套依據(jù)"豬糧比價(jià)"高低進(jìn)行價(jià)格干預(yù)的制度安排。然而,學(xué)術(shù)界卻并沒有深究"豬糧比價(jià)"這一指標(biāo)背后的經(jīng)濟(jì)邏輯。文章嘗試推導(dǎo)出了"豬糧比價(jià)"的理論公式,發(fā)現(xiàn)"豬糧比價(jià)"等于生豬養(yǎng)殖中技術(shù)口徑的投入產(chǎn)出效率與經(jīng)濟(jì)口徑的投入產(chǎn)出效率之比值。與此同時,還發(fā)現(xiàn)在會計(jì)核算和經(jīng)濟(jì)核算兩種口徑下有著不一樣的計(jì)算結(jié)果。通過簡要回顧我國政府根據(jù)"豬糧比價(jià)"對生豬市場進(jìn)行價(jià)格調(diào)控的歷程,發(fā)現(xiàn)價(jià)格干預(yù)的效果并不盡如人意。對比理論公式和價(jià)格干預(yù)實(shí)踐,文章找到了導(dǎo)致以上結(jié)果的原因。事實(shí)上,美國農(nóng)業(yè)部雖然也公布"豬糧比價(jià)",但卻并沒有將之用于指導(dǎo)豬肉市場的價(jià)格調(diào)控。
[Abstract]:Whether from stabilizing pig production and increasing farmers' income, or from ensuring residents' pork consumption, the importance of the pig market is self-evident. Since 2007, Our government has gradually formed a set of institutional arrangements for price intervention according to the price ratio of pig grain. However, the academic community has not studied the economic logic behind the index of pig food price comparison. In this paper, the theoretical formula of "pig grain specific price" is deduced, and it is found that "pig grain specific price" is equal to the ratio of technical caliber input-output efficiency to economic input-output efficiency in live pig breeding. At the same time, it is also found that there are different calculation results under the two caliber of accounting and economic accounting. By briefly reviewing the course of Chinese government's price regulation and control on pig market according to "pig grain price ratio", it is found that the effect of price intervention is not satisfactory. By comparing the theoretical formula with the practice of price intervention, this paper finds out the reasons for the above results. In fact, although the USDA also announced the "pig food price comparison," but did not use it to guide the pork market price control.
