【摘要】：我國扶貧瞄準(zhǔn)機(jī)制調(diào)整、演進(jìn)的根本原因在于瞄準(zhǔn)收益和成本的不斷變化,二者的共同作用決定了扶貧瞄準(zhǔn)機(jī)制的演進(jìn)。當(dāng)瞄準(zhǔn)成本高于瞄準(zhǔn)收益時(shí),精確瞄準(zhǔn)就是不合算的,此時(shí),扶貧瞄準(zhǔn)存在漏出。扶貧瞄準(zhǔn)漏出使得應(yīng)是貧困人口的利益被置于公共領(lǐng)域,而公共領(lǐng)域面積隨邊際收益和邊際成本曲線的變動(dòng)而變動(dòng)。扶貧瞄準(zhǔn)機(jī)制的公共領(lǐng)域可以分為三種類型:技術(shù)層面的"公共領(lǐng)域I"、制度設(shè)計(jì)層面的"公共領(lǐng)域Ⅱ"和行政管理層面的"公共領(lǐng)域Ⅲ"。在不同瞄準(zhǔn)機(jī)制下,其公共領(lǐng)域是不一樣的。在由村到戶的瞄準(zhǔn)轉(zhuǎn)變過程中,為了減少公共領(lǐng)域,提高精準(zhǔn)扶貧的效率,建議:一是扶貧瞄準(zhǔn)定量化,二是瞄準(zhǔn)機(jī)制復(fù)合化,三是瞄準(zhǔn)機(jī)制扁平化。
[Abstract]:The fundamental reason for the adjustment of poverty alleviation aiming mechanism in China lies in the continuous change of targeting income and cost. The joint effect of the two determines the evolution of poverty alleviation aiming mechanism. When the cost of targeting is higher than the benefit of targeting, accurate targeting is not cost-effective, at this time, poverty alleviation and targeting leakage. Poverty alleviation is missed so that the interests of the poor are placed in the public domain, and the area of the public domain varies with the change of marginal income and marginal cost curve. The public domain of poverty alleviation targeting mechanism can be divided into three types: "public domain I" at the technical level, "public domain II" at the institutional design level and "public domain III" at the administrative level. Under different aiming mechanisms, its public domain is different. In the process of targeting from village to household, in order to reduce the public domain and improve the efficiency of accurate poverty alleviation, it is suggested that one is the quantification of poverty alleviation, the other is the combination of aiming mechanism, and the third is the flattening of aiming mechanism.
