【摘要】：伴隨我國社會(huì)發(fā)展進(jìn)入彎道超車期,資源分配在城鎮(zhèn)化、現(xiàn)代化、產(chǎn)業(yè)化的今天顯得尤為重要,特別是寶貴的土地資源,它影響著經(jīng)濟(jì)、社會(huì)、自然、人地關(guān)系等各個(gè)領(lǐng)域,制定并實(shí)施好土地利用總體規(guī)劃從可持續(xù)發(fā)展角度來看有極其重要的作用。目前大部分土地利用總體規(guī)劃已實(shí)施完近期規(guī)劃部分,因此開展土地利用總體規(guī)劃的中期評(píng)價(jià),對(duì)上一階段規(guī)劃實(shí)施成果進(jìn)行檢驗(yàn),檢驗(yàn)需要構(gòu)建起一套完善的評(píng)價(jià)體系,通過系統(tǒng)的綜合評(píng)估,可以總結(jié)上階段土地利用總體規(guī)劃實(shí)施的經(jīng)驗(yàn),為下階段規(guī)劃的修改、編制和管理提供科學(xué)合理的參考。因此,研究土地利用總體規(guī)劃中期評(píng)價(jià)的方法意義重大。本文采用的“壓力-狀態(tài)-響應(yīng)”PSR框架模型,用于土地利用總體規(guī)劃實(shí)施評(píng)價(jià),以多項(xiàng)相關(guān)理論為指導(dǎo),從土地資源區(qū)位、人地協(xié)調(diào)關(guān)系、土地資源價(jià)值、可持續(xù)發(fā)展戰(zhàn)略等多角度分析了土地利用總體規(guī)劃以及其實(shí)施評(píng)價(jià)的具體結(jié)構(gòu)和內(nèi)容,建立定性和定量相結(jié)合的土地利用總體規(guī)劃實(shí)施的評(píng)價(jià)體系,采用Delphi法確定指標(biāo)權(quán)重,將評(píng)價(jià)指標(biāo)量化并從中分析出土地利用總體規(guī)劃實(shí)施的優(yōu)缺點(diǎn)。本文以江西省鷹潭市為實(shí)例,通過對(duì)經(jīng)濟(jì)發(fā)展、社會(huì)進(jìn)步、環(huán)境保護(hù)和土地使用數(shù)據(jù)的收集、處理,在土地利用總體規(guī)劃實(shí)施評(píng)價(jià)中,充分發(fā)揮PSR模型的量化優(yōu)勢(shì),實(shí)現(xiàn)對(duì)土地利用總體規(guī)劃中期評(píng)價(jià)的實(shí)證分析。通過實(shí)證研究的結(jié)果為:鷹潭市基于PSR的土地利用總體規(guī)劃實(shí)施評(píng)價(jià)總分為79.82,規(guī)劃實(shí)施情況處于中等水平,基于PSR模型的鷹潭市土地利用總體規(guī)劃實(shí)施中期評(píng)價(jià)結(jié)果接近實(shí)際情況,構(gòu)建的模型很好地反映了鷹潭市規(guī)劃實(shí)施過程中各方面土地利用的關(guān)系狀況。研究結(jié)果證明,要對(duì)土地利用總體規(guī)劃實(shí)現(xiàn)有效的中期評(píng)價(jià),就必須建立一個(gè)完善的指標(biāo)評(píng)價(jià)體系,PSR模型的客觀性、全面性、層次性是確保實(shí)施評(píng)價(jià)體系方法具有較強(qiáng)操作性、結(jié)果具有較強(qiáng)參考價(jià)值的重要因素,該方法能夠保證評(píng)價(jià)結(jié)果與實(shí)際情況高度符合,能夠?yàn)楹罄m(xù)的土地利用總體規(guī)劃修編調(diào)整和實(shí)施管理提供科學(xué)參考和決策依據(jù)。
[Abstract]:With the social development of our country entering the overtaking period of the bend, the distribution of resources is particularly important in the urbanization, modernization and industrialization today, especially the precious land resources, which affect the economic, social, natural, human-land relations, and so on, in various fields, such as economy, society, nature, human-land relations, and so on. It is very important to formulate and implement the overall land use plan from the perspective of sustainable development. At present, most of the overall land use planning has completed the short-term planning part, so the mid-term evaluation of the land use master plan is carried out, and the results of the previous stage planning are tested, which requires the establishment of a perfect evaluation system. Through the comprehensive evaluation of the system, we can sum up the experience of the implementation of the overall land use planning in the previous stage, and provide scientific and reasonable references for the revision, compilation and management of the next stage planning. Therefore, it is of great significance to study the method of mid-term evaluation of overall land use planning. In this paper, the "pressure-state-response" PSR framework model is used to evaluate the implementation of the overall land use planning. Under the guidance of a number of relevant theories, from the land resources location, human-land coordination relationship, land resources value, The sustainable development strategy has analyzed the overall planning of land use and the concrete structure and content of its implementation evaluation from many angles, established the evaluation system combining qualitative and quantitative analysis, and determined the index weight by the method of Delphi, and set up the evaluation system of the implementation of the overall plan of land use with qualitative and quantitative methods. The evaluation index is quantified and the advantages and disadvantages of the overall land use planning are analyzed. Taking Yingtan City in Jiangxi Province as an example, through the collection and treatment of economic development, social progress, environmental protection and land use data, this paper gives full play to the quantitative advantages of the PSR model in the evaluation of the implementation of the overall land use planning. To realize the empirical analysis of the mid-term evaluation of the overall land use planning. The results of the empirical study are as follows: the total score of the overall land use planning implementation evaluation based on PSR in Yingtan City is 79.82, and the implementation of the plan is at a medium level. The results of the mid-term evaluation of the overall land use planning of Yingtan City based on PSR model are close to the actual situation. The model well reflects the relationship of various aspects of land use in the process of planning and implementation of Yingtan City. The results show that in order to realize the effective mid-term evaluation of the overall land use planning, it is necessary to establish a perfect index evaluation system and the objectivity and comprehensiveness of the PSR model. Hierarchy is an important factor to ensure that the implementation of the evaluation system method has a strong operational, the results have a strong reference value, this method can ensure that the evaluation results are highly consistent with the actual situation. It can provide scientific reference and decision-making basis for the follow-up land use master plan revision and implementation management.
