【摘要】：文章從經(jīng)濟(jì)效益、社會(huì)效益、生態(tài)效益3個(gè)方面構(gòu)建西部天保工程區(qū)集體公益林生態(tài)補(bǔ)償效益評(píng)價(jià)指標(biāo)體系,運(yùn)用層次分析法的基本原理,對(duì)綜合評(píng)價(jià)模型中的距離函數(shù)模型及指標(biāo)量化方法進(jìn)行分析。并結(jié)合西部天保工程區(qū)集體公益林生態(tài)補(bǔ)償效益評(píng)價(jià)特點(diǎn),構(gòu)建和確定各層次判斷矩陣及各指標(biāo)權(quán)重。同時(shí)依據(jù)綜合距離值的計(jì)算方法,說明判斷集體公益林生態(tài)補(bǔ)償效益高低的標(biāo)準(zhǔn)。以云南省玉龍縣、貴州省修文縣、陜西省靖邊縣為例,采用層次分析法對(duì)集體公益林生態(tài)補(bǔ)償效益進(jìn)行評(píng)價(jià)。評(píng)價(jià)結(jié)果顯示:玉龍縣、靖邊縣集體公益林生態(tài)補(bǔ)償效益處于較高水平,修文縣集體公益林生態(tài)補(bǔ)償效益處于一般水平。針對(duì)存在的問題,提出提高案例縣集體公益林生態(tài)補(bǔ)償效益的建議。
[Abstract]:This paper constructs the evaluation index system of ecological compensation benefit of collective public welfare forest in the western natural protection project area from three aspects: economic benefit, social benefit and ecological benefit, and applies the basic principle of analytic hierarchy process (AHP). The distance function model and index quantification method in the comprehensive evaluation model are analyzed. Combined with the evaluation characteristics of the ecological compensation benefit of the collective public welfare forest in the western natural protection project area, the judgment matrix of each level and the weight of each index were constructed and determined. At the same time, according to the calculation method of the comprehensive distance value, the standard of judging the ecological compensation benefit of collective public welfare forest is explained. Taking Yulong County of Yunnan Province, Xiuwen County of Guizhou Province and Jingbian County of Shaanxi Province as examples, the ecological compensation benefit of collective public welfare forest was evaluated by analytic hierarchy process (AHP). The evaluation results show that the ecological compensation benefit of collective public welfare forest in Yulong County and Jingbian County is at a higher level, while the ecological compensation benefit of collective public welfare forest in Xiuwen County is at a general level. In view of the existing problems, this paper puts forward some suggestions to improve the ecological compensation benefit of collective public welfare forest in case counties.
