【摘要】：糧食是國(guó)民安身立命的根本,糧食安全始終是中國(guó)頭等大事。雖然我國(guó)糧食總產(chǎn)量實(shí)現(xiàn)了“十一連增”,但糧食自給率卻在不斷下降。在現(xiàn)有的環(huán)境約束和技術(shù)條件下,今后糧食產(chǎn)量繼續(xù)增加將越來(lái)越困難。在這種背景下,做好糧食生產(chǎn)功能區(qū)建設(shè)尤其顯得重要。糧食生產(chǎn)功能區(qū)建設(shè)是浙江為確保糧食安全而做出的一項(xiàng)重大決策,寧波的功能區(qū)建設(shè)雖然走在全省前列,但在建設(shè)過(guò)程中也暴露出了很多問(wèn)題。進(jìn)一步解決糧食生產(chǎn)功能區(qū)建設(shè)管理中的問(wèn)題和困難,有利于功能區(qū)畝產(chǎn)噸糧整體達(dá)標(biāo),有效提高糧食綜合生產(chǎn)能力;有利于提高糧食生產(chǎn)的機(jī)械化、規(guī)�；�,促進(jìn)糧食經(jīng)營(yíng)效益;有利于通過(guò)示范帶動(dòng),提高農(nóng)民種糧積極性。本文擬通過(guò)查找資料、實(shí)地調(diào)研、案例分析、綜合比較等方法,從導(dǎo)論、理論基礎(chǔ)、建設(shè)現(xiàn)狀、效益分析、存在問(wèn)題分析和對(duì)策措施六個(gè)方面,進(jìn)一步理清寧波糧食生產(chǎn)功能區(qū)的比較優(yōu)勢(shì),總結(jié)建設(shè)成果,查找存在的實(shí)際問(wèn)題,進(jìn)行效益預(yù)測(cè),分析取得的成效,從加強(qiáng)對(duì)功能區(qū)建設(shè)管理的領(lǐng)導(dǎo)、落實(shí)專項(xiàng)資金、強(qiáng)化項(xiàng)目規(guī)劃設(shè)計(jì)和建管、完善土地流轉(zhuǎn)服務(wù)、提高功能區(qū)糧食綜合生產(chǎn)能力等六方面提出了有針對(duì)性的意見(jiàn)建議,從而促進(jìn)糧食生產(chǎn)功能區(qū)發(fā)揮應(yīng)有的功能,有效保障糧食供給安全。
[Abstract]:Grain is the foundation of the people's stability, and food security has always been China's top priority. Although China's total grain output has achieved 11 consecutive increases, but the grain self-sufficiency rate is declining. Under the existing environmental constraints and technical conditions, it will be more and more difficult to increase grain production in the future. In this context, it is particularly important to do a good job in the construction of functional areas of grain production. The construction of functional areas of grain production is an important decision to ensure food security in Zhejiang Province. Although the construction of functional areas of Ningbo is at the forefront of the province, it has also exposed a lot of problems in the process of construction. Further solving the problems and difficulties in the construction and management of the functional areas of grain production will be conducive to the overall standard of grain yield per ton per mu of the functional areas and the effective improvement of the comprehensive grain production capacity; It is beneficial to improve the mechanization and scale level of grain production and promote the benefit of grain management, and to promote the enthusiasm of farmers to grow grain through demonstration. This article intends to look up the material, the field investigation, the case analysis, the synthesis comparison and so on method, from the introduction, the theory foundation, the construction present situation, the benefit analysis, the existence question analysis and the countermeasure measure six aspects, To further clarify the comparative advantages of the functional areas of grain production in Ningbo, summarize the construction achievements, find out the existing practical problems, forecast the benefits, analyze the results achieved, and implement the special funds from strengthening the leadership of the construction management of the functional areas. To strengthen project planning, design and management, improve land transfer services, and improve the comprehensive production capacity of grain in the functional areas, and put forward targeted suggestions and suggestions, so as to promote the functional areas of grain production to play their proper functions. We will effectively ensure the security of grain supply.
