【摘要】：在西安市傳統(tǒng)的農(nóng)產(chǎn)品流通模式中,農(nóng)產(chǎn)品市場(chǎng)價(jià)格在冗雜的中間環(huán)節(jié)中激增,農(nóng)戶在田間得不到應(yīng)有的收益,結(jié)果造成“兩頭小中間大”的扭曲利益格局。西安市為了打破這種局面,從2008年開始推行農(nóng)超對(duì)接模式,目前這種新型的農(nóng)產(chǎn)品流通模式已初步取了超市與農(nóng)戶雙贏的局面,但從整體運(yùn)行狀況上來(lái)看,其還處在發(fā)展的初級(jí)階段。那么如何推廣并發(fā)展最適合于西安市發(fā)展的“農(nóng)超對(duì)接模式、如何解決當(dāng)下農(nóng)超對(duì)接模式面臨的諸多問(wèn)題及如何提出優(yōu)化路徑是本文主要研究的重點(diǎn)。本文在國(guó)內(nèi)外文獻(xiàn)研究的基礎(chǔ)上,對(duì)農(nóng)超對(duì)接模式的基本概念和運(yùn)行機(jī)制進(jìn)行了闡釋。其次,以西安市現(xiàn)有的主要模式的現(xiàn)狀為出發(fā)點(diǎn),比較分析出最適應(yīng)西安市農(nóng)超對(duì)接模式發(fā)展的優(yōu)選模式----“超市+農(nóng)民合作社+農(nóng)戶”,并從農(nóng)戶、超市、農(nóng)民合作社及顧客四個(gè)角度建立了評(píng)價(jià)指標(biāo)體系。再次,以F-AHP法得出該模式的評(píng)價(jià)模型,且最終的評(píng)價(jià)結(jié)果為“一般”,并對(duì)結(jié)果進(jìn)一步分析,發(fā)現(xiàn)了該模式在西安市各區(qū)縣運(yùn)作過(guò)程中存在眾多弊端。具體表現(xiàn)為:合作社規(guī)模小;超市管理不規(guī)范;對(duì)接種類單一且數(shù)量較小;消費(fèi)者對(duì)該模式的認(rèn)識(shí)與理解不夠等四個(gè)方面。最后,根據(jù)模式實(shí)施運(yùn)行中所顯現(xiàn)出來(lái)的問(wèn)題,提出優(yōu)化發(fā)展該模式的長(zhǎng)期指導(dǎo)性建議。要想對(duì)西安市農(nóng)超對(duì)接模式進(jìn)行優(yōu)化,應(yīng)該以主體、環(huán)境、政策及制度等方面為出發(fā)點(diǎn)。第一,促進(jìn)合作社規(guī)模化發(fā)展,規(guī)范化管理;第二,提高超市的經(jīng)營(yíng)管理水平;第三,加強(qiáng)關(guān)于消費(fèi)者的農(nóng)產(chǎn)品消費(fèi)教育;第四,加大政府支持力度,優(yōu)化農(nóng)超對(duì)接模式效率。
[Abstract]:In the traditional circulation mode of agricultural products in Xi'an, the market price of agricultural products increases rapidly in the mixed intermediate links, and farmers do not get their due benefits in the fields. As a result, the distorted interest pattern of "two small middle and big" results in the market price of agricultural products in Xi'an city. In order to break this situation, Xi'an began to implement the agricultural super-docking mode in 2008. At present, this new circulation mode of agricultural products has initially taken the win-win situation between supermarket and peasant households, but from the point of view of the overall operation condition, It is still in the initial stage of development. So how to popularize and develop the "agricultural super docking mode" which is most suitable for Xi'an development, how to solve the problems faced by the current agricultural super docking mode and how to propose the optimization path is the main research focus of this paper. On the basis of domestic and foreign literature research, this paper explains the basic concept and operation mechanism of agricultural super docking mode. Secondly, starting from the status quo of the main existing modes in Xi'an, this paper compares and analyzes the optimal model for the development of the agricultural super-docking mode in Xi'an-"supermarket farmer cooperative farmer", and from farmers, supermarkets, Farmers' cooperatives and customers have established the evaluation index system from four angles. Thirdly, the F-AHP method is used to get the evaluation model of the model, and the final evaluation result is "general". Further analysis of the results shows that the model has many disadvantages in the operation process of Xi'an district and county. The concrete performance is as follows: the cooperative scale is small; the supermarket management is not standardized; the docking type is single and the quantity is small; the consumer's understanding and understanding of the model is not enough and so on. Finally, according to the problems appearing in the implementation of the model, a long-term guiding suggestion is put forward to optimize the development of the model. In order to optimize the agricultural super-docking mode in Xi'an, we should take the main body, environment, policy and system as the starting point. First, to promote the large-scale development of cooperatives, standardized management; second, to improve the management level of supermarkets; third, to strengthen consumer education on agricultural products consumption; fourth, to increase government support to optimize the efficiency of agricultural super-docking mode.
