【摘要】：土地資源是最基礎(chǔ)的資源,是人類生存和發(fā)展的物質(zhì)基礎(chǔ),也是經(jīng)濟(jì)社會(huì)最基本的保障。蘭州新區(qū)是一座建立在秦王川傳統(tǒng)農(nóng)業(yè)區(qū)的新型城市,在面對(duì)自然環(huán)境惡劣、生態(tài)破壞嚴(yán)重等客觀問題時(shí),如何協(xié)調(diào)城市發(fā)展與人口、生態(tài)、經(jīng)濟(jì)、資源之間的關(guān)系是迫切需要解決的問題,而土地綜合承載力的高低在蘭州新區(qū)的發(fā)展的規(guī)模中有很重要的地位。本文以蘭州新區(qū)的土地綜合承載力為研究目標(biāo),從社會(huì)、生態(tài)環(huán)境、經(jīng)濟(jì)等方面展開對(duì)蘭州新區(qū)土地綜合承載力的評(píng)價(jià)。本文通過對(duì)承載力相關(guān)理論的學(xué)習(xí),結(jié)合當(dāng)?shù)氐膶?shí)際情況,咨詢相關(guān)專家,運(yùn)用理論研究與實(shí)證分析相結(jié)合,以及對(duì)評(píng)價(jià)指標(biāo)進(jìn)行定量分析等方法,以評(píng)價(jià)蘭州新區(qū)土地綜合承載力為目標(biāo),構(gòu)建出蘭州新區(qū)土地綜合承載力評(píng)價(jià)的指標(biāo)體系。該體系包括目標(biāo)層、準(zhǔn)則層、指標(biāo)層三個(gè)層次,在準(zhǔn)則層層面上包括社會(huì)子系統(tǒng)、生態(tài)環(huán)保子系統(tǒng)、經(jīng)濟(jì)子系統(tǒng)三個(gè)子系統(tǒng),每個(gè)子系統(tǒng)又包括經(jīng)反復(fù)篩選對(duì)比后的4-5個(gè)有代表性的指標(biāo),總共選出具有代表性的13個(gè)指標(biāo)。以此為基礎(chǔ)對(duì)蘭州新區(qū)在建設(shè)之前、建設(shè)初期、建設(shè)中長期等各發(fā)展階段的土地綜合承載力展開了研究評(píng)價(jià),并進(jìn)行分析。研究結(jié)果表明,蘭州新區(qū)在建設(shè)之前,2012年土地綜合承載力0.2968；建設(shè)初期,2013年土地綜合承載力為0.2981；經(jīng)過兩年的建設(shè),2014年土地綜合承載力得到很大的提高,達(dá)到0.5081的中等水平；建設(shè)中期,在2020年,土地綜合承載力值為0.5495,屬于中等水平；在后期,2030年,土地綜合承載力達(dá)到0.6913的較高承載力水平,實(shí)現(xiàn)了土地綜合承載力由低水平向較高水平的提升。然后通過障礙因素分析得出在城市建設(shè)初期,制約城市發(fā)展的主要因素是經(jīng)濟(jì)因素,在中后期則是生態(tài)環(huán)保因素。最后在對(duì)蘭州新區(qū)土地綜合承載力做出評(píng)價(jià)的基礎(chǔ)上,找出制約城市發(fā)展的因素,并提出提高土地綜合承載力的建議和對(duì)策。及大力推進(jìn)城市生態(tài)環(huán)境建設(shè),控制人口數(shù)量和提高人口素質(zhì),切實(shí)保護(hù)耕地和帶動(dòng)周圍農(nóng)村的發(fā)展,為新區(qū)發(fā)展建立一個(gè)備用糧倉,建立節(jié)水型城市等建議。對(duì)蘭州新區(qū)未來的發(fā)展具有一定的指導(dǎo)作用。
[Abstract]:Land resource is the most basic resource, the material basis of human existence and development, and also the most basic guarantee of economy and society. Lanzhou New area is a new type of city established in the traditional agricultural area of Qinwangchuan. In the face of objective problems such as bad natural environment and serious ecological damage, how to coordinate urban development with population, ecology, economy, etc. The relationship between resources is an urgent problem to be solved, and the comprehensive carrying capacity of land plays an important role in the scale of the development of Lanzhou New area. Taking the comprehensive carrying capacity of land in Lanzhou New area as the research objective, this paper evaluates the comprehensive carrying capacity of land in Lanzhou New area from the aspects of society, ecological environment, economy and so on. By studying the theory of bearing capacity, consulting relevant experts, combining theoretical research with empirical analysis, and quantitative analysis of evaluation index, etc., this paper studies the theory of bearing capacity, combines the actual situation of the region, consults relevant experts, and so on. In order to evaluate the comprehensive carrying capacity of land in Lanzhou New area, the evaluation index system of comprehensive carrying capacity of land in Lanzhou New area is constructed. The system consists of three levels: target layer, criterion layer and index layer. At the level of criterion level, it includes three subsystems: social subsystem, eco-environmental protection subsystem and economic sub-system. Each subsystem also includes 5 representative indexes after repeated screening and comparison, and a total of 13 representative indicators are selected. On the basis of this, the comprehensive carrying capacity of land in Lanzhou New area before construction, initial stage and medium-and long-term development stage was studied and evaluated, and the analysis was carried out. The results show that before the construction of Lanzhou New area, the comprehensive carrying capacity of land was 0.2968 in 2012 and 0.2981 in 2013, and in the initial stage of construction, the total carrying capacity of land was 0.2981 in 2013. After two years of construction, the comprehensive carrying capacity of land has been greatly improved in 2014, reaching to the medium level of 0.5081. In the middle stage of construction, in 2020, the value of comprehensive carrying capacity of land is 0.5495, which belongs to the middle level; In the later stage, in 2030, the comprehensive carrying capacity of land reached 0.6913, and the comprehensive carrying capacity of land increased from low level to high level. Then through the analysis of obstacle factors, it is concluded that in the initial stage of urban construction, the main factor restricting the development of the city is the economic factor, and in the middle and late stages it is the ecological and environmental protection factor. Finally, based on the evaluation of the comprehensive carrying capacity of land in Lanzhou New area, the factors restricting the development of the city are found out, and the suggestions and countermeasures to improve the comprehensive carrying capacity of land are put forward. And to promote the construction of urban ecological environment, to control the number of population and improve the quality of population, to protect cultivated land and promote the development of surrounding rural areas, to establish a reserve granary for the development of the new area, to establish a water-saving city, and so on. It has a certain guiding role for the future development of Lanzhou New area.
