【摘要】：文章基于國務院"實施精準扶貧、精準脫貧"政策措施落實情況第三方評估項目調(diào)查,歸納出目前精準扶貧、精準脫貧政策實施過程中的問題及難題,深入探討未來五年我國全面脫貧的政策創(chuàng)新與對策建議,為"十三五"期間更好地推進精準扶貧工作提供指導,為實現(xiàn)精準脫貧和全面建設小康社會目標提供理論參考。典型調(diào)查發(fā)現(xiàn):目前以收入作為貧困戶唯一識別標準具有一定的局限性,13.1%的受訪農(nóng)戶認為建檔立卡工作中漏掉了部分真正需要幫助的貧困戶;貧困村脫貧與返貧現(xiàn)象同時存在,缺乏對脫貧人口的動態(tài)跟蹤與精準管理;扶貧資金滿足不了地方需求,用途分散,約束多;基層扶貧機構(gòu)不健全;貧困地區(qū)基礎設施和公共服務建設不夠完善。針對目前存在的問題提出了政策建議:(1)加快建立健全貧困識別和動態(tài)監(jiān)測體系,因地制宜地推進精準扶貧;(2)加大資金整合力度,將審批權限下放,責權到縣;(3)加強基層扶貧隊伍建設,引入扶貧專職公務員;(4)關注貧困個體、貧困區(qū)域的協(xié)同發(fā)展,未來扶貧時序應突出"一前一后";(5)發(fā)揮地方優(yōu)勢,突出產(chǎn)業(yè)扶貧和解決勞務輸出;(6)試點先行,探索我國可持續(xù)精準扶貧之路。
[Abstract]:Based on the investigation of the third-party evaluation project on the implementation of the policies and measures of "implementing precision poverty alleviation and precision poverty alleviation" under the State Council, the paper summarizes the problems and problems in the implementation of precision poverty alleviation and precision poverty alleviation policies at present. This paper probes into the policy innovation and countermeasures of overall poverty alleviation in China in the next five years, provides guidance for better promotion of precision poverty alleviation work during the 13th five-year Plan, and provides theoretical reference for achieving the goal of precision poverty alleviation and building a well-off society in an all-round way. Typical survey found that income as the only identification criteria for poor households has some limitations, 13.1% of the households surveyed believe that some poor households who really need help are missing from the work of establishing a document card; The phenomenon of poverty alleviation and poverty return in poor villages exists at the same time, lack of dynamic tracking and precise management of poverty alleviation population, poor funds can not meet local needs, scattered uses, many constraints, poor institutions at the grass-roots level are not sound; The construction of infrastructure and public services in poor areas is not perfect enough. In view of the existing problems, this paper puts forward some policy suggestions: (1) to speed up the establishment and improvement of poverty identification and dynamic monitoring system, and to promote accurate poverty alleviation according to local conditions; (2) to strengthen the integration of funds, decentralize the authority of examination and approval, and to assign responsibility to counties; (3) strengthen the construction of the poverty alleviation team at the grass-roots level and introduce the full-time civil servants to help the poor; (4) pay attention to the poverty-stricken individuals and the coordinated development of the poverty-stricken regions; (5) give full play to the local advantages, highlight the industrial poverty alleviation and solve labor export; (6) pilot, explore the way of sustainable and accurate poverty alleviation in China.
