山東半島藍(lán)色經(jīng)濟(jì)區(qū)海洋漁業(yè)布局優(yōu)化研究

【摘要】:隨著世界各國對海洋空間和資源的爭相開發(fā),我國海洋產(chǎn)業(yè)的發(fā)展也進(jìn)入了一個(gè)新時(shí)期,沿海各地區(qū)海洋產(chǎn)業(yè)磅礴發(fā)展,形成了自己的產(chǎn)業(yè)布局。但我國的海洋產(chǎn)業(yè)布局仍存在著布局過于集中、搶占海洋資源、布局超過生態(tài)環(huán)境承載力等問題。隨著山東半島藍(lán)色經(jīng)濟(jì)區(qū)上升為國家戰(zhàn)略,及時(shí)調(diào)整優(yōu)化藍(lán)色經(jīng)濟(jì)區(qū)的海洋產(chǎn)業(yè)布局,促進(jìn)藍(lán)色經(jīng)濟(jì)區(qū)海洋產(chǎn)業(yè)良性發(fā)展已經(jīng)迫在眉睫。海洋漁業(yè)一直是山東半島藍(lán)色經(jīng)濟(jì)區(qū)的優(yōu)勢海洋產(chǎn)業(yè),在全國海洋漁業(yè)產(chǎn)值中占很大比重,海洋漁業(yè)的布局是否合理直接影響到藍(lán)色經(jīng)濟(jì)區(qū)海洋產(chǎn)業(yè)的整體發(fā)展。本文以海洋區(qū)域經(jīng)濟(jì)理論、產(chǎn)業(yè)布局的一般理論以及優(yōu)化理論為基礎(chǔ),結(jié)合山東半島藍(lán)色經(jīng)濟(jì)區(qū)海洋漁業(yè)的具體布局,為藍(lán)區(qū)海洋漁業(yè)布局的優(yōu)化設(shè)計(jì)了較為完整的模型體系。通過分析藍(lán)區(qū)內(nèi)海洋漁業(yè)布局現(xiàn)狀,發(fā)現(xiàn)在漁業(yè)布局上存在著布局過于分散、布局缺乏系統(tǒng)規(guī)劃、休閑漁業(yè)布局問題突出等矛盾,并借鑒國外海洋產(chǎn)業(yè)布局較為成功的案例經(jīng)驗(yàn),得到藍(lán)區(qū)內(nèi)海洋漁業(yè)布局的啟示。在模型構(gòu)建階段,首先運(yùn)用優(yōu)化的W-T模型對藍(lán)色經(jīng)濟(jì)區(qū)海洋漁業(yè)布局的次序進(jìn)行確定,以便有限的資源得到更加優(yōu)化的配置;其次制定藍(lán)色經(jīng)濟(jì)區(qū)海洋漁業(yè)布局優(yōu)化的目標(biāo)體系,通過目標(biāo)體系合理評價(jià)現(xiàn)有海洋產(chǎn)業(yè)布局以及布局的理想模式;利用最優(yōu)決策模型模擬海洋漁業(yè)布局優(yōu)化路徑,較為系統(tǒng)完整的設(shè)計(jì)藍(lán)色經(jīng)濟(jì)區(qū)海洋產(chǎn)業(yè)布局優(yōu)化模型;最后代入數(shù)據(jù)對藍(lán)色經(jīng)濟(jì)區(qū)海洋漁業(yè)布局優(yōu)化模型進(jìn)行計(jì)算,并針對七大目標(biāo)提出具體優(yōu)化藍(lán)區(qū)海洋漁業(yè)的策略。
[Abstract]:With the development of marine space and resources all over the world, the development of marine industry in China has entered a new period. The marine industry in various coastal areas has developed majestically and has formed its own industrial layout. However, the distribution of marine industry in China is still too centralized, seizing marine resources and exceeding the carrying capacity of ecological environment. With the blue economic zone of Shandong Peninsula rising to the national strategy, it is urgent to adjust and optimize the marine industrial layout of the blue economic zone in time to promote the benign development of the marine industry of the blue economic zone. The marine fishery has always been the dominant marine industry in the blue economic zone of Shandong Peninsula, which accounts for a large proportion of the output value of the national marine fishery. Whether the layout of the marine fishery is reasonable or not directly affects the overall development of the marine industry in the blue economic zone. Based on the theory of marine regional economy, general theory of industrial layout and optimization theory, combined with the specific layout of marine fisheries in the blue economic zone of Shandong Peninsula, this paper designs a relatively complete model system for optimizing the layout of marine fisheries in the blue area of Shandong Peninsula. Through the analysis of the current situation of marine fishery layout in the blue area, it is found that there are some contradictions in the fishery layout, such as excessive dispersion of the layout, lack of systematic planning of the layout, and prominent problems in the layout of leisure fisheries. And draw lessons from the overseas marine industry layout successful case experience, get the inspiration of the blue area marine fishery layout. In the construction stage of the model, firstly, the order of the marine fishery layout in the blue economic zone is determined by using the optimized Wxt model so as to optimize the allocation of the limited resources. Secondly, the target system of optimization of marine fishery distribution in blue economic zone is formulated, and the ideal pattern of existing marine industry distribution and layout is evaluated by the target system. The optimal decision model is used to simulate the optimization path of marine fishery layout, and the optimization model of marine industry layout in blue economic zone is designed systematically and integrally. Finally, the optimization model of marine fishery distribution in blue economic zone is calculated, and the strategy of optimizing the marine fishery in blue area is put forward according to the seven goals.
