洛浦縣農(nóng)業(yè)科技特派員制度的實(shí)施研究
[Abstract]:The science and technology commissioner system is a new development model established according to the national conditions of our country and combining with the rural science and technology work system. It is a new idea of the new socialist countryside and the development of urbanization. It is an innovative exploration and practice. It provides a new way of thinking for the development of rural economy and will make the rural economy develop by leaps and bounds. The implementation of the special officer system of agricultural science and technology has created conditions for solving the "three rural" problems, grasped the key points to solve the "three rural" problems, continuously increased farmers' income, changed the face of the countryside, and developed the rural economy. It has injected vitality into the development of the national economy. The further study of the system of special agent of agricultural science and technology is also a practical system guarantee for the overall development of rural economy, and at the same time, it lays a solid foundation for agriculture in the whole national economic system. This paper makes a systematic study on the implementation of the special officer system of agricultural science and technology in Luopu County, and concludes the problems existing in the implementation process of the system in Luopu County, and combines with the successful experience in the work of the Commissioner of Agricultural Science and Technology in Kurla City. The purpose of this paper is to provide operable measures for improving the construction of the special officer system of agricultural science and technology in Luopu County, and to find out the causes of the existing problems and finally solve the problems. There are some problems in the implementation of Luopu County's agricultural science and technology commissioner system, such as unreasonable team structure, low salary, poor information channels, indistinct function, lack of cooperation and innovation platform between industry, university and research, etc. The reasons are insufficient attention of leaders at all levels, lack of supporting funds, imperfect system, suggestions to strengthen leaders' attention, raise salary treatment, strengthen communication and exchange of information, establish mechanism of community of interests, and perfect selection and employment. Reward and punish performance appraisal and other rules and regulations.
