沈陽(yáng)市農(nóng)業(yè)補(bǔ)貼改革現(xiàn)狀評(píng)價(jià)與對(duì)策研究

【摘要】:農(nóng)業(yè)作為國(guó)民經(jīng)濟(jì)的基礎(chǔ),改善農(nóng)業(yè)健康可持續(xù)發(fā)展程度、提高農(nóng)民收入水平、保障人民糧食安全,是我國(guó)政府一直以來(lái)的工作重點(diǎn)。但是由于農(nóng)業(yè)本身低效益、高風(fēng)險(xiǎn)的特質(zhì),國(guó)家必須通過(guò)行政措施進(jìn)行干預(yù)以提高農(nóng)業(yè)發(fā)展水平,農(nóng)業(yè)補(bǔ)貼政策也就應(yīng)運(yùn)而生。農(nóng)業(yè)補(bǔ)貼政策的制定,本著解決農(nóng)產(chǎn)品有效供給、提高農(nóng)業(yè)生產(chǎn)者收益、拉動(dòng)農(nóng)業(yè)的總體產(chǎn)出水平、促進(jìn)農(nóng)民持續(xù)增收的原則,農(nóng)業(yè)補(bǔ)貼不僅可以推動(dòng)農(nóng)民增收,還能促進(jìn)農(nóng)業(yè)經(jīng)濟(jì)又好又快發(fā)展。隨著市場(chǎng)經(jīng)濟(jì)的快速發(fā)展,農(nóng)業(yè)補(bǔ)貼也在經(jīng)歷著改革。然而改革的目的、改革的方向、改革的方式,都是農(nóng)業(yè)補(bǔ)貼改革中應(yīng)當(dāng)注意的首要問(wèn)題,如何評(píng)價(jià)農(nóng)業(yè)補(bǔ)貼改革的績(jī)效又成為了制約我國(guó)農(nóng)業(yè)補(bǔ)貼政策發(fā)展的關(guān)鍵。目前,關(guān)于農(nóng)業(yè)補(bǔ)貼改革績(jī)效的評(píng)價(jià)有一定的局限性,一方面,對(duì)于農(nóng)業(yè)補(bǔ)貼政策效果的研究評(píng)價(jià)主要是針對(duì)其所帶來(lái)的經(jīng)濟(jì)效益,而忽略掉了社會(huì)效益和政策本身對(duì)生態(tài)環(huán)境是否有利或是有害,然而自十八大以來(lái),生態(tài)一直是政府重點(diǎn)強(qiáng)調(diào)的內(nèi)容,導(dǎo)致評(píng)價(jià)結(jié)果不夠客觀公正;另一方面,各地政府雖然在國(guó)家政策統(tǒng)一號(hào)召下制定相關(guān)政策,但由于地域文化、發(fā)展水平等方面存在差異,因此各地農(nóng)業(yè)補(bǔ)貼也不盡相同,但是現(xiàn)存的研究缺乏對(duì)某一地區(qū)具體分析并提出針對(duì)性的建議對(duì)策。為了對(duì)沈陽(yáng)市農(nóng)業(yè)補(bǔ)貼改革效果得出更加綜合和客觀的評(píng)價(jià),本文以沈陽(yáng)市農(nóng)業(yè)補(bǔ)貼改革為切入點(diǎn),在閱讀了大量文獻(xiàn)的基礎(chǔ)上,進(jìn)行有目的性的實(shí)地調(diào)研,并結(jié)合相關(guān)專家的意見(jiàn)看法,設(shè)定評(píng)價(jià)指標(biāo),使用德爾菲法賦予上權(quán)重,通過(guò)模糊分析法將一些指標(biāo)定量分析。旨在建立一套適合沈陽(yáng)市的農(nóng)業(yè)補(bǔ)貼改革效果的評(píng)價(jià)體系,從而使得到的評(píng)價(jià)結(jié)果更加準(zhǔn)確和客觀。通過(guò)研究發(fā)現(xiàn)沈陽(yáng)市現(xiàn)行農(nóng)業(yè)補(bǔ)貼政策所存在的問(wèn)題,并針對(duì)這些問(wèn)題提出相關(guān)的解決對(duì)策及建議,明確沈陽(yáng)市今后的農(nóng)業(yè)補(bǔ)貼政策的改革方向,以使農(nóng)業(yè)補(bǔ)貼政策更好地服務(wù)于沈陽(yáng)市農(nóng)業(yè)的發(fā)展,不僅在經(jīng)濟(jì)上取得更高效益,而且能夠平衡其對(duì)社會(huì)以及生態(tài)環(huán)境的效益影響。
[Abstract]:As the foundation of the national economy, improving the level of healthy and sustainable development of agriculture, raising the income level of farmers and ensuring the food security of the people has been the focus of our government all along. However, because of the low benefit and high risk of agriculture itself, the government must intervene through administrative measures to improve the level of agricultural development, and the agricultural subsidy policy emerges as the times require. The formulation of agricultural subsidy policy, in line with the principle of solving the effective supply of agricultural products, improving the income of agricultural producers, stimulating the overall output level of agriculture and promoting farmers' sustained income increase, agricultural subsidies can not only promote the increase of farmers' income, Also can promote the agricultural economy good and fast development. With the rapid development of market economy, agricultural subsidies are also undergoing reform. However, the aim, direction and way of reform are the most important problems in the reform of agricultural subsidy. How to evaluate the performance of the reform of agricultural subsidy has become the key to restrict the development of agricultural subsidy policy in China. At present, the evaluation of the performance of agricultural subsidy reform has some limitations. On the one hand, the research and evaluation of the effect of agricultural subsidy policy is mainly aimed at the economic benefits it brings. But neglected the social benefits and the policy itself to the ecological environment is advantageous or harmful, but since the 18th National Congress, the ecology has been emphasized by the government, resulting in the evaluation results are not objective and fair; On the other hand, although local governments formulate relevant policies under the unified call of national policies, due to differences in regional culture, development level, and so on, local agricultural subsidies are also different. However, the existing research is lack of specific analysis of a region and put forward targeted countermeasures. In order to get a more comprehensive and objective evaluation on the effect of the reform of agricultural subsidy in Shenyang, this paper takes the reform of agricultural subsidy in Shenyang as the breakthrough point, on the basis of reading a large number of documents, carries out a purposeful field investigation. Combined with the opinions of relevant experts, the evaluation index is set up, and the weight is given by Delphi method, and some indexes are quantitatively analyzed by fuzzy analysis method. The purpose of this paper is to establish an evaluation system for the effect of agricultural subsidy reform in Shenyang, so as to make the evaluation results more accurate and objective. This paper finds out the problems existing in the current agricultural subsidy policy in Shenyang, and puts forward some relevant countermeasures and suggestions to solve these problems, so as to clarify the direction of the reform of the agricultural subsidy policy in Shenyang in the future. In order to make the agricultural subsidy policy better serve the development of agriculture in Shenyang, we can not only obtain higher economic benefit, but also balance its effect on society and ecological environment.
