【摘要】：自習(xí)近平總書記2013年11月在湖南湘西考察時首次提出了"精準(zhǔn)扶貧"的概念以來,精準(zhǔn)扶貧工作已經(jīng)實(shí)施三年,取得了矚目的成就。精準(zhǔn)扶貧是新時期黨和國家扶貧工作的精髓和亮點(diǎn),也是當(dāng)下農(nóng)村問題的一個熱點(diǎn)之一,是全面建成小康社會、實(shí)現(xiàn)中華民族偉大"中國夢"的重要保障,具有較強(qiáng)的理論意義及實(shí)踐價值。本文對國內(nèi)外的貧困和反貧困理論進(jìn)行了大量研究,歸納了貧困、扶貧及精準(zhǔn)扶貧概念,從制度、文化、權(quán)利等方面總結(jié)出貧困的影響因素,探究了多種反貧困增長理論。切入到浙江省瑞安市芳莊鄉(xiāng)精準(zhǔn)扶貧現(xiàn)狀研究,全面分析了該鄉(xiāng)72戶貧困戶的現(xiàn)狀、致貧原因和脫貧困境以及33個村居基本情況及扶貧開發(fā)工作現(xiàn)狀,并提出了相應(yīng)的政策建議:從大數(shù)據(jù)識別、扶貧項(xiàng)目建設(shè)資金聚集、村級規(guī)模調(diào)整等方面提出了芳莊鄉(xiāng)精準(zhǔn)扶貧的政策建議,得出采用"大整合、大推進(jìn)、大產(chǎn)業(yè)"的扶貧模式能有效促進(jìn)瑞安市西部山區(qū)的脫貧致富。對類似瑞安市這種經(jīng)濟(jì)發(fā)達(dá)區(qū)域,在政府財政有效保障,政府兜底手段充分有效實(shí)施的前提下,研究瑞安市西部貧困山區(qū)芳莊鄉(xiāng)如何完善精準(zhǔn)扶貧工作具有理論意義和現(xiàn)實(shí)意義。
[Abstract]:The concept of "precision poverty alleviation" has been implemented for three years since Xi Jinping first put forward the concept of "precision poverty alleviation" during his visit to western Hunan province in November 2013, and has made remarkable achievements. Precision poverty alleviation is the essence and bright spot of the party and state's poverty alleviation work in the new period. It is also one of the hot spots of the current rural issues. It is an important guarantee for building a well-off society in an all-round way and realizing the great "Chinese Dream" of the Chinese nation. It has strong theoretical significance and practical value. This paper makes a lot of research on the theories of poverty and anti-poverty at home and abroad, sums up the concepts of poverty, poverty alleviation and precise poverty alleviation, sums up the influence factors of poverty from system, culture, right and so on, and probes into various anti-poverty growth theories. Cutting into the current situation of precision poverty alleviation in Fangzhuang Township, Ruian City, Zhejiang Province, the paper comprehensively analyzes the present situation of 72 poor households in this township, the causes of poverty, the plight of poverty eradication, the basic situation of 33 villages and the present situation of poverty alleviation and development. And put forward the corresponding policy suggestions: from big data identification, poverty alleviation project construction fund gathering, village scale adjustment and so on, put forward the Fangzhuang township precision poverty alleviation policy recommendations, draw the conclusion that "big integration, big advance," The poverty alleviation model of big industry can effectively promote the poverty alleviation of west mountainous area of Ruian city. For economically developed areas such as Ruian City, under the premise of effective government financial protection and full and effective implementation of the government's bottom line means, It is of theoretical and practical significance to study how to perfect the precision poverty alleviation work in Fangzhuang Township, the western impoverished mountainous area of Ruian City.
