永州市農村人力資源開發(fā)問題研究

【摘要】:黨的十八大明確提出要在2020年全面實現(xiàn)小康社會,而實現(xiàn)全面小康的重點和難點在農村。永州市作為湖南省的農業(yè)大市,當前必須搶抓發(fā)展的有利機遇,千方百計開發(fā)農村的人力資源,進一步優(yōu)化農村人力資源結構,切實培養(yǎng)出有文化、有品位、懂技術、而且會經營的新型復合型農民。有效加快當前農村的人力資源開發(fā),一方面能促進農村的剩余勞動力合理向城鎮(zhèn)轉移,從而加快城市化的進程,另一方面對推動永州市富民強市,有利于湘南省承接沿海地區(qū)產業(yè)轉移示范區(qū)建設。本文在寫作的過程中,通過查閱有關資料,首先對農村勞動力、勞動力、農村人力資源開發(fā)、人力資源開發(fā)、人力資源以及農村人力資源開發(fā)的有關理論等進行了深入研究和充分闡述,對文章的撰寫切實提供了較好的理論基礎。此外,我們通過對全市當前農村人力資源開發(fā)的現(xiàn)狀和問題進行分析,深刻的剖析了人力資源的質量及數(shù)量現(xiàn)狀。經過分析當前農村人力資源的現(xiàn)狀,客觀提出了當前農村人力資源開發(fā)中,特別是永州市當前存在的問題,如:農村人才資源開發(fā)的水平不夠高、農村人才資源開發(fā)的辦法不夠多,農村人才資源開發(fā)的環(huán)境不夠優(yōu)等。再次,對當前國內外的農村人力資源合理開發(fā)的經驗和模式進行了有效比較,如:日本、英國、美國、德國和韓國,得出了幾點重要啟示:首先、地方政府對本地農村教育的培訓事業(yè)投入相當大;其次、當?shù)卣浅V匾晫Ρ镜剞r村人力資源的相關職業(yè)教育;再次、當?shù)卣浅W⒅貙r村教育相關體系的建設;最后,實行農村人力從業(yè)準入制。因此對合理提出永州市當前農村人力資源的有效開發(fā)起到了較好的借鑒作用。最后,我們針對永州市當前農村人力的資源現(xiàn)狀,從永州市實際出發(fā),充分借鑒國內外當前在本地農村人力資源開發(fā)的經驗和成效,進而提出了永州市當前農村人力資源開發(fā)的基本路徑和策略——五個有效途徑,即提高思想認識、制定開發(fā)規(guī)劃、建立培訓模式、加大引智力度和完善開發(fā)機制。
[Abstract]:The 18th National Congress of the Communist Party of China clearly put forward that the well-off society should be fully realized in 2020, and the key and difficulty of realizing the overall well-off society lies in the countryside. As a big agricultural city in Hunan Province, Yongzhou City must seize the favorable opportunities for development, do everything possible to develop human resources in rural areas, further optimize the structure of human resources in rural areas, and effectively cultivate a culture, taste and understanding of technology. And will manage the new compound type farmer. Effectively speeding up the development of human resources in the current rural areas can, on the one hand, promote the rational transfer of rural surplus labor to cities and towns, thereby speeding up the process of urbanization, and on the other hand, promote the prosperity of Yongzhou City. Hunan Province is conducive to the coastal areas to undertake industrial transfer demonstration zone construction. In the process of writing, by consulting relevant materials, this paper first discusses the development of rural labor force and rural human resources. Human resources and the related theories of rural human resources development are deeply studied and fully elaborated, which provides a good theoretical basis for the writing of the article. In addition, through the analysis of the current situation and problems of the development of rural human resources in the whole city, we deeply analyze the quality and quantity of human resources. After analyzing the current situation of rural human resources, this paper objectively points out the problems existing in the development of rural human resources, especially in Yongzhou City, such as: the level of development of rural human resources is not high enough, Rural human resources development methods are not enough, rural talent resources development environment is not good enough. Thirdly, the experiences and models of rational development of rural human resources at home and abroad are compared effectively, such as Japan, Britain, the United States, Germany and South Korea. The local government has invested a lot in the training of local rural education; Secondly, the local government attaches great importance to the local rural human resources related vocational education; third, the local government attaches great importance to the construction of rural education related system; finally, the implementation of rural human employment access system. Therefore, it plays a good role in the effective development of rural human resources in Yongzhou City. Finally, in view of the current situation of rural human resources in Yongzhou City, from the point of view of the reality of Yongzhou City, we can fully learn from the current experience and results of the development of human resources in local rural areas at home and abroad. Furthermore, the paper puts forward five effective ways to develop rural human resources in Yongzhou City, that is, to improve the understanding of ideas, to formulate development plans, to establish training models, to increase the intensity of introducing intelligence and to perfect the development mechanism.
