【摘要】：黨的十八屆五中全會(huì)提出了"創(chuàng)新、開放、綠色、協(xié)調(diào)、共享"五大發(fā)展理念,"綠色扶貧"是綠色發(fā)展理念融入當(dāng)代扶貧開發(fā)戰(zhàn)略中深度凝合的產(chǎn)物。當(dāng)前,這一融入了環(huán)境機(jī)制要素的現(xiàn)代性扶貧方略,面臨生態(tài)"脫鉤"式建構(gòu)困境。消解綠色扶貧困境,應(yīng)注重把握頂層生態(tài)扶貧設(shè)計(jì)與底層綠色脫貧落實(shí)有效貫通、傳統(tǒng)扶貧方略合理揚(yáng)棄與現(xiàn)代綠色扶貧科學(xué)倡導(dǎo)有機(jī)結(jié)合、生態(tài)扶貧參與意識培育與綠色扶貧環(huán)境構(gòu)建深度融合、區(qū)域內(nèi)綠色扶貧安置與區(qū)域外生態(tài)扶貧移民相互補(bǔ)充。
[Abstract]:The Fifth Plenary session of the 18th CPC Central Committee put forward the five development concepts of "innovation, openness, green, coordination and sharing". "Green poverty alleviation" is the product of the integration of green development concept into the contemporary poverty alleviation and development strategy. At present, this modern poverty alleviation strategy, which integrates the environmental mechanism elements, faces the dilemma of ecological "decoupling" construction. In order to solve the plight of green poverty alleviation, we should pay attention to the combination of ecological poverty alleviation design at the top level and green poverty alleviation at the bottom, and combine the traditional poverty alleviation strategy with the scientific advocacy of modern green poverty alleviation. The ecological poverty alleviation participation consciousness cultivation and the green poverty alleviation environment construction deep fusion, the region green poverty alleviation resettlement and the outside ecology poverty alleviation migration mutually complements each other.
