【摘要】：自從確立精準扶貧精準脫貧基本方略以來,中國扶貧體制機制經歷了快速創(chuàng)新和轉型,2016年以來大范圍地進入實踐操作。目前,精準扶貧體制的主要特點是堅持黨的領導和政府主導、黨政"一把手"負總責的領導體制和各級政府合力攻堅、分級負責的管理體制,以及廣泛社會參與的大扶貧格局;精準扶貧機制被概括為六個方面,分別致力于解決精準性問題和(或)攻堅克難問題。對照脫貧攻堅需要,精準扶貧體制機制與現(xiàn)實需要還有諸多脫節(jié)、不適和不完善之處,本文從五個方面對其進行分析,并進而從修補現(xiàn)行貧困識別機制、落實和強化縣為主體的脫貧責任制、理順和完善脫貧機制、保障直接扶貧開發(fā)人力投入、補償相對貧困群體等方面提出了完善精準扶貧體制機制的對策建議。
[Abstract]:Since the establishment of the basic strategy of precision poverty alleviation, China's poverty alleviation system and mechanism has undergone rapid innovation and transformation, and has entered into practice on a large scale since 2016. At present, the main characteristics of the precision poverty relief system are to adhere to the leadership of the party and the government, the leading system of the party and government, the leading system with overall responsibility for the party and government, the management system of the government at all levels and the management system of responsibility at different levels, as well as the pattern of broad social participation in helping the poor; Precision poverty reduction mechanisms are summarized in six areas, focusing on precision and / or difficult problems respectively. In contrast to the need to combat poverty, there are still many disjointions between the system mechanism of precision poverty alleviation and the actual needs, which are not suitable and imperfect. This paper analyzes the poverty reduction mechanism from five aspects, and then repairs the existing poverty identification mechanism. This paper puts forward some countermeasures and suggestions on how to perfect the system mechanism of poverty alleviation by carrying out and strengthening the responsibility system of poverty eradication for county as the main body, straightening out and perfecting the mechanism of poverty alleviation, ensuring the direct investment in poverty alleviation and developing human resources, compensating the relative poor groups, and so on.
