衡陽市角山米業(yè)人力資源管理現(xiàn)狀與對策研究

【摘要】:隨著我國社會經濟的不斷發(fā)展,我國的企業(yè)數(shù)量在不斷增加。為了更好的對于企業(yè)進行管理,從二十世紀八十年代開始,我國企業(yè)開始從國外引入人力資源管理的相關理念。在我國各個企業(yè)的不斷探索和實踐中,人力資源管理的相關理念和實踐經驗更加豐富了。同時,現(xiàn)代化的人力資源管理方式在我國企業(yè)內部普遍開展。通過運用這些相關理念,企業(yè)能夠很好地完善企業(yè)內部的管理模式,實現(xiàn)其長足發(fā)展。衡陽市角山米業(yè)有限公司是一家集糧食收購、生產于一體的農業(yè)產業(yè)化龍頭企業(yè)。近年來,盡管公司的誠信、實力和產品質量獲得業(yè)界的認可,但公司在人力資源管理方面仍然存在著問題。本文選取湖南省衡陽市農業(yè)產業(yè)化龍頭企業(yè)——衡陽市角山米業(yè)為研究對象,對公司人力資源管理狀況進行了全面的調研,在調研分析的基礎上,找出現(xiàn)有人力資源開發(fā)與管理方面存在的問題,根據現(xiàn)代人力資源管理理論提出了相應改進的對策與建議。研究分析發(fā)現(xiàn),現(xiàn)階段衡陽市角山米業(yè)人力資源管理還處在傳統(tǒng)的人事階段,存在的主要問題有:公司高層管理著整體索質較低,沒有形成系統(tǒng)的人力資源管理體系,沒有建立完善的人力資源管理制度,缺乏對人力資源系統(tǒng)的頂層設計,缺乏專業(yè)的人力資源管理人才,人力資源管理業(yè)務沒有系統(tǒng)有效的組織和開展。針對上述存在的問題,從人力資源管理理論的高度,提出了提高衡陽市角山米業(yè)有限公司人力資源管理水平的對策。一是公司的管理者應該學習和吸取先進的人力資源管理理論,轉變人力資源管理觀念,提高人力資源管理意識;一是開展頂層設計,盡快制定公司人力資源戰(zhàn)略規(guī)劃;三是完善公司治理組織架構,盡快建立適應企業(yè)發(fā)展戰(zhàn)略的現(xiàn)代人力資源管理部門,提升人力資源管理水平和效率;四是建立系統(tǒng)的人力資源管理制度,規(guī)范開展人力資源管理各項業(yè)務工作和基礎工作;五是積極開展產學研合作,彌補近期公司在科技研發(fā)與技術管理等方而人才不足;最后,扎實推進人力資源管理的各項業(yè)務工作,從公司的人員招聘、薪酬管理、績效管理、人員的培訓開發(fā)及企業(yè)文化建設方面來徹底改善企業(yè)的人力資源管理現(xiàn)狀。通過以上分析研究,以期本文能為衡陽市角山米業(yè)人力資源管理水平的提高提供一定的指導意見,從而促進該公司能夠更好、更持續(xù)的發(fā)展下去。同時,也希望對同類農業(yè)企業(yè)的人力資源管理實踐具有一定的現(xiàn)實指導意義。
[Abstract]:With the development of our social economy, the number of enterprises in our country is increasing. In order to better manage the enterprises, from the eighties of the 20th century, Chinese enterprises began to introduce the related concepts of human resources management from abroad. In the continuous exploration and practice of various enterprises in our country, the related concepts and practical experience of human resource management have been enriched. At the same time, the modern human resource management way in our country enterprise interior general development. By using these related concepts, the enterprise can perfect its internal management model and realize its rapid development. Hengyang Jiaoshan Rice Industry Co., Ltd. is a grain acquisition, production in one of the leading agricultural enterprises. In recent years, although the company's integrity, strength and product quality has been recognized by the industry, but there are still problems in human resource management. This paper selects Hengyang Jiaoshan Rice Industry, a leading enterprise of agricultural industrialization in Hengyang City, Hunan Province, as the research object, carries on the comprehensive investigation to the company's human resources management condition, on the basis of the investigation and analysis, To find out the problems existing in the development and management of human resources, the corresponding countermeasures and suggestions are put forward according to the theory of modern human resource management. The research and analysis shows that the human resource management of Hengyang Jiao Shan rice industry is still in the traditional personnel stage, and the main problems are: the overall quality of the company's senior management is low, and no systematic human resources management system has been formed. There is no perfect human resource management system, no top-level design of human resource system, no professional human resource management personnel, and no systematic and effective organization and development of human resources management business. In view of the above problems, this paper puts forward the countermeasures to improve the level of human resource management of Hengyang Jiaoshan Rice Industry Co., Ltd. From the perspective of human resource management theory. First, the managers of the company should learn and absorb the advanced theory of human resource management, change the concept of human resource management, improve the consciousness of human resource management, first, carry out the top-level design and formulate the strategic plan of the company's human resources as soon as possible. Third, to improve the organizational structure of corporate governance, to establish a modern human resources management department adapted to the enterprise development strategy as soon as possible, to enhance the level and efficiency of human resources management; and fourth, to establish a systematic human resources management system. Standardizing the various business work and basic work of human resources management; fifthly, actively carrying out industry-university-research cooperation to make up for the shortage of talents in recent companies in such aspects as scientific and technological research and development and technical management; finally, In order to improve the present situation of human resource management, we can improve the current situation of human resource management in the following aspects: recruitment, salary management, performance management, training and development of personnel and construction of corporate culture. Through the above analysis and research, I hope this paper can provide some guidance for the improvement of human resource management level of Hengyang Jiao Shan rice industry, thus promoting the company to better and more sustainable development. At the same time, it also hopes that the practice of human resource management of similar agricultural enterprises has certain practical significance.
