【摘要】：微型金融作為一種為窮人提供金融服務(wù)、幫助其擺脫貧困的創(chuàng)新工具與制度,自誕生起,在全球范圍內(nèi)獲得了快速發(fā)展,其所取得的成就與發(fā)展為業(yè)界與學(xué)術(shù)界廣泛關(guān)注。微型金融以貧困和低收入人群為目標(biāo)客戶,為他們提供持續(xù)可得的金融服務(wù)。微型金融機(jī)構(gòu)主要是通過不同于正規(guī)金融組織的形式、工具和制度創(chuàng)新,為貧困人口和小微企業(yè),提供一系列旨在幫助窮人提高收入、平滑消費(fèi)、管理風(fēng)險(xiǎn)、支持生產(chǎn)的金融服務(wù)。我國的微型金融機(jī)構(gòu)的現(xiàn)狀怎樣?微型金融機(jī)構(gòu)減緩貧困的影響作用如何?微型金融減緩貧困的作用途徑和機(jī)制是什么?本文將主要對這些問題進(jìn)行探討研究。本文首先對微型金融的基本理論及貧困的相關(guān)概念進(jìn)行了闡述,主要界定了微型金融的內(nèi)涵,功能及微型金融機(jī)構(gòu)的類型,并從理論層面探討了微型金融的減貧作用。其次,本文介紹了我國微型金融發(fā)展的現(xiàn)狀及我國農(nóng)村的貧困現(xiàn)狀,并疏導(dǎo)了微型金融機(jī)構(gòu)減貧的具體途徑。在此基礎(chǔ)上,本文采用了時(shí)間序列分析方法,以農(nóng)村信用社1978-2012年的數(shù)據(jù)為例,對我國微型金融機(jī)構(gòu)對農(nóng)村貧困的減緩作用進(jìn)行了計(jì)量檢驗(yàn),實(shí)證分析結(jié)果表明,在長期,微型金融的發(fā)展對農(nóng)村貧困的減緩有著顯著的促進(jìn)作用,而在短期,這種作用并不明顯。再次,本文對國外微型金融機(jī)構(gòu)減貧的成功經(jīng)驗(yàn)進(jìn)行了梳理,總結(jié)了這些成功經(jīng)驗(yàn)對我國微型金融減貧的啟示。最后,結(jié)合我國實(shí)際情況,對我國微型金融的發(fā)展提出了政策建議。本文研究的創(chuàng)新點(diǎn)及現(xiàn)實(shí)意義主要在于構(gòu)建了微型金融對農(nóng)村減貧影響的分析框架以及對我國微型金融對農(nóng)村減貧的影響效果進(jìn)行了實(shí)證檢驗(yàn),并基于此提出了我國微型金融減貧的相關(guān)政策建議。
[Abstract]:As an innovative tool and system to provide financial services to the poor and help them out of poverty, micro-finance has developed rapidly in the world since its birth, and its achievements and development have been widely concerned by the industry and academia. Microfinance targets poor and low-income people and provides them with sustainable financial services. Microfinance institutions provide a range of initiatives aimed at helping poor people and small and micro enterprises to raise incomes, smooth consumption and manage risks, mainly through innovations in the form of instruments and institutions that differ from formal financial organizations. Support production of financial services. What is the status quo of microfinancial institutions in China? What is the impact of MFIs on poverty alleviation? What are the ways and mechanisms of microfinance to alleviate poverty? This paper will mainly discuss these problems. In this paper, the basic theory of micro-finance and the related concepts of poverty are expounded, the connotation, function and types of micro-financial institutions are defined, and the role of micro-finance in poverty reduction is discussed theoretically. Secondly, this paper introduces the present situation of the development of micro-finance in China and the present situation of poverty in rural areas in China, and unlocks the specific ways of poverty reduction in micro-financial institutions. On this basis, this paper uses the time series analysis method, taking the data of rural credit cooperatives from 1978 to 2012 as an example, carries on the econometric test to the alleviation effect of the micro-financial institutions to the rural poverty in our country. The empirical analysis results show that, in the long run, The development of microfinance has a significant contribution to the alleviation of rural poverty, but in the short term, this role is not obvious. Thirdly, this paper reviews the successful experiences of foreign microfinance institutions in reducing poverty, and summarizes the enlightenment of these successful experiences to the poverty reduction of micro-finance in China. Finally, according to the actual situation of our country, some policy suggestions on the development of microfinance in China are put forward. The innovation and practical significance of this paper mainly lie in the construction of the analysis framework of the impact of micro-finance on rural poverty reduction and the empirical test of the effect of micro-finance on rural poverty reduction in China. Based on this, this paper puts forward the relevant policy recommendations on poverty reduction in micro finance in China.
