【摘要】：建設(shè)與完善農(nóng)村最低生活保障制度是我國重要的民生工程之一。自從2007年,農(nóng)村最低生活保障制度“正式誕生”,從這一政策開始進行試點工作到正式“法制化”、“制度化”的過程中,農(nóng)村救濟幫扶工作得到了快速的發(fā)展,廣大農(nóng)民真真正正的享受到了社會主義建設(shè)文化成果,為解決農(nóng)民基本生活需求問題發(fā)揮了重大作用。然而在這項制度實際運行過程中,也不可避免地出現(xiàn)一系列問題:低保對象確定方式不公、低保救助層次較低、資金不足以及低保標(biāo)準(zhǔn)穩(wěn)定性較差等。這些問題的出現(xiàn)正是筆者追根溯源的動力和啟發(fā)。在十二屆全國人大三次會議上,李克強總理在作政府工作報告中就指出,全面建立臨時救助制度,不斷提高城鄉(xiāng)低保標(biāo)準(zhǔn),殘疾軍人、烈屬和老復(fù)員軍人等優(yōu)撫對象撫恤和生活補助標(biāo)準(zhǔn)提高20%以上,充分顯示了國家政府對進一步完善最低生活保障制度的重視。本文回顧了改革開放以來城鄉(xiāng)低保制度的建設(shè)歷程,在綜合前人研究成果上闡述當(dāng)前農(nóng)村低保存在的問題以及農(nóng)村低保相關(guān)理論,力圖在整體系統(tǒng)、科學(xué)合理、客觀實用的原則下,并采用理論分析與實證研究等方法,選取建立指標(biāo)體系,分別從制度的投入、產(chǎn)出兩個層面出發(fā),同時結(jié)合已掌握的調(diào)查數(shù)據(jù),嘗試對調(diào)查地武陵山區(qū)湖北省宣恩縣、湖南省桑植縣兩地的農(nóng)村低保制度運行效果進行分析與評價。在綜合考慮了當(dāng)?shù)亟?jīng)濟、社會、生活發(fā)展特征和農(nóng)村低保運行情況基礎(chǔ)上,從農(nóng)村低保制度的設(shè)計、運行、監(jiān)督管理等方面提出一些可能的有建設(shè)性的建議,為我國完善和改進整個農(nóng)村地區(qū)的低保工作提供有價值的參考材料。
[Abstract]:Construction and improvement of rural minimum living security system is one of the important livelihood projects in China. Since 2007, the rural minimum living security system has been "officially born". From the beginning of the pilot work of this policy to the formal "legalization" and "institutionalization", the rural relief and support work has developed rapidly. The majority of farmers really enjoy the achievements of socialist construction culture and play an important role in solving the problem of farmers' basic living needs. However, in the actual operation of this system, there are inevitably a series of problems: the method of determining the minimum living standard is unfair, the level of the minimum living allowance is low, the funds are insufficient and the standard stability of the minimum living allowance is poor, and so on. The emergence of these problems is the author's motivation and inspiration to trace back to the source. At the third session of the 12th National people's Congress, Prime Minister Li Keqiang pointed out in his report on the work of the government that a comprehensive temporary relief system should be set up to continuously raise the minimum living standards in urban and rural areas, and disabled servicemen. The standard of pension and living allowance for former soldiers and martyrs has been raised by more than 20 percent, which fully shows that the state government attaches great importance to the further improvement of the minimum living security system. This paper reviews the course of construction of urban and rural minimum security system since the reform and opening up, expounds the problems existing in the current rural minimum security system and the relevant theories of the rural minimum security system on the basis of the previous research results, and tries hard to be scientific and reasonable in the whole system. Under the principle of objective and practical, and with the methods of theoretical analysis and empirical research, this paper selects and establishes the index system, starting from the input and output of the system, at the same time combining with the survey data that has been grasped. This paper attempts to analyze and evaluate the operation effect of rural minimum security system in Xuanen County, Hubei Province, and Sangzhi County, Hunan Province, in Wulingshan District. On the basis of the comprehensive consideration of the local economy, society, life development characteristics and the operation of the rural minimum security system, some possible constructive suggestions are put forward from the aspects of the design, operation, supervision and management of the rural minimum security system. It provides valuable reference materials for improving and improving the minimum living standard in rural areas of our country.
