【摘要】：苗木業(yè)既是實現(xiàn)環(huán)境發(fā)展與社會經(jīng)濟進步相統(tǒng)一的關鍵紐帶,又是一項基礎產(chǎn)業(yè),在進行社會主義新農(nóng)村建設,促進農(nóng)民增收、農(nóng)業(yè)增效方面發(fā)揮著重要的作用。近年來,綠化美化、改善生態(tài)環(huán)境工作受到了各級政府和全國人民的高度重視,給苗木業(yè)發(fā)展帶來無限商機。研究一條適合苗木產(chǎn)業(yè)健康可持續(xù)發(fā)展的有效途徑,對于苗木產(chǎn)業(yè)具有十分重要的意義。昌邑市抓住了國家加強生態(tài)建設、實施小城鎮(zhèn)建設、舉辦上海世博會等契機,大力發(fā)展苗木業(yè),把苗木業(yè)作為農(nóng)業(yè)結構調(diào)整的切入點和農(nóng)民增收的新渠道,從2003年到2014年,連續(xù)舉辦11屆“中國(昌邑)北方綠化苗木博覽會”,將昌邑苗木推向了全國各地。在昌邑市苗木業(yè)發(fā)展初期,全市僅有種苗苗圃7個,苗木面積1000余畝,苗木產(chǎn)業(yè)工作人員100多人,到2014年,全市已有10hm2以上苗木企業(yè)76家,苗木面積發(fā)展到了12萬多畝,從業(yè)人員2.6萬人,昌邑市苗木業(yè)得到迅速發(fā)展。但是昌邑市苗木業(yè)在快速發(fā)展的同時,也存在著企業(yè)規(guī)模相對較小、政府技術支持不到位、北部沿海地區(qū)基礎設施配套不完善、市場流通體系不暢、散戶多龍頭少、苗木協(xié)會作用未充分發(fā)揮、產(chǎn)業(yè)化水平不夠、技術含量不足、缺乏高端苗木科研人員等諸多限制因素。本文通過查閱分析國內(nèi)外及昌邑市苗木業(yè)發(fā)展的統(tǒng)計資料、文件、報告及規(guī)劃,對昌邑市苗木協(xié)會、各大苗木種植戶及苗木工程公司進行實地調(diào)查,從政策、市場及生產(chǎn)管理三個方面提出相關對策及建議,這對昌邑市苗木產(chǎn)業(yè)的健康可持續(xù)發(fā)展具有重要指導意義。同時,本文對其他地區(qū)苗木產(chǎn)業(yè)的發(fā)展具有一定的參考價值。
[Abstract]:Miao wood industry is not only the key link to realize the unity of environmental development and social economic progress, but also a basic industry, which plays an important role in the construction of new socialist countryside, the promotion of farmers' income and the increase of agricultural efficiency. In recent years, greening and beautifying and improving the ecological environment have been highly valued by governments at all levels and the people of the whole country, which has brought unlimited business opportunities to the development of seedling wood industry. It is of great significance for seedling industry to study an effective way suitable for the healthy and sustainable development of seedling industry. Changyi has seized the opportunity of the state to strengthen ecological construction, implement the construction of small towns, hold the Shanghai World Expo, and vigorously develop the seedling timber industry as a starting point for the adjustment of agricultural structure and a new channel for farmers to increase their income, from 2003 to 2014. Held 11 consecutive "China (Changyi) North Greening Seedling Expo", Changyi Miao to all parts of the country. In the early stage of the development of the seedling and timber industry in Changyi, there were only 7 nursery beds in the city, with an area of more than 1000 mu of seedlings and more than 100 employees in the seedling industry. By 2014, there were 76 seedling enterprises above 10hm2 in the whole city, and the area of seedlings had grown to more than 120000 mu. 26000 employees, Changyi City Miao wood industry has been rapid development. However, with the rapid development of the Miao wood industry in Changyi City, there are also relatively small enterprises, inadequate technical support from the government, imperfect infrastructure facilities in the northern coastal areas, poor market circulation system, and a small number of individual investors. The role of seedling association is not fully developed, industrialization level is not enough, technical content is insufficient, lack of high-end seedling scientific research personnel and many other restrictive factors. Through consulting and analyzing the statistical data, documents, reports and plans of the development of Miao Wood Industry at home and abroad and Changyi City, this paper makes a field investigation on Changyi Miao Association, major seedling growers and seedling engineering companies, and from the policy, The related countermeasures and suggestions on market and production management are put forward, which is of great significance to the healthy and sustainable development of seedling industry in Changyi city. At the same time, this article has certain reference value to the development of other region seedling industry.
