本文選題：永久基本農(nóng)田 + 耕地保護(hù)��； 參考：《中國(guó)農(nóng)業(yè)資源與區(qū)劃》2017年07期

【摘要】：[目的]通過(guò)對(duì)本輪永久基本農(nóng)田"優(yōu)先劃"新要求下,地方永久基本農(nóng)田劃定出現(xiàn)的一些新問(wèn)題進(jìn)行分析與總結(jié),深入剖析當(dāng)前永久基本農(nóng)田劃定存在問(wèn)題的深層次原因,以期針對(duì)相應(yīng)問(wèn)題及原因提出對(duì)策建議,科學(xué)地引導(dǎo)永久基本農(nóng)田的劃定。[方法]運(yùn)用實(shí)地調(diào)查法,在吉林省選取調(diào)研區(qū)縣,深入永久基本農(nóng)田劃定的"第一線",直面永久基本農(nóng)田劃定中出現(xiàn)的問(wèn)題,進(jìn)行分析與探討;運(yùn)用層次分析法,分析永久基本農(nóng)田劃定問(wèn)題產(chǎn)生的深層次原因。[結(jié)果]第一,地方阻力大、城市周邊優(yōu)質(zhì)耕地"優(yōu)先劃"推進(jìn)困難;第二,"三線同劃"困難大,基本農(nóng)田邊界仍存在"落圖不落地"的虛置現(xiàn)象;第三,一些待審批項(xiàng)目擬占用的耕地和與其他部門有爭(zhēng)議的耕地舉證困難;第四,城市周邊出現(xiàn)細(xì)碎的基本農(nóng)田地塊,影響基本農(nóng)田的"連片性",加大了保護(hù)難度;第五,基本農(nóng)田調(diào)出數(shù)量大,"補(bǔ)充劃"耕地質(zhì)量堪憂。并針對(duì)相應(yīng)問(wèn)題提出建議。[結(jié)論]第一,明確"優(yōu)先劃"范圍,創(chuàng)新地方經(jīng)濟(jì)發(fā)展;第二,明確"三線"位置,促進(jìn)"多規(guī)融合";第三,解決爭(zhēng)議耕地,規(guī)范舉證過(guò)程;第四,引入地塊評(píng)價(jià)機(jī)制,優(yōu)選基本農(nóng)田劃定;第五,嚴(yán)控基本農(nóng)田調(diào)出,把好補(bǔ)充耕地質(zhì)量關(guān)。
[Abstract]:[objective] to analyze and summarize some new problems in the delineation of local permanent basic farmland under the new requirement of "priority zoning" for this round of permanent basic farmland, and to deeply analyze the deep-seated reasons for the problems existing in the current delineation of permanent basic farmland. Aiming at the corresponding problems and reasons, this paper puts forward countermeasures and suggestions to scientifically guide the delineation of permanent basic farmland. [methods] using the method of field investigation, selecting the investigation districts and counties in Jilin Province, going deep into the "first line" of the delineation of the permanent basic farmland, facing directly the problems existing in the demarcation of the permanent basic farmland, making analysis and discussion, using the Analytic hierarchy process (AHP), This paper analyzes the deep reasons for the problem of the delineation of permanent basic farmland. [results] first, the local resistance is great, and it is difficult to "prioritize" the high quality cultivated land around the city; second, the difficulty of "three lines with one row" is great, and the virtual phenomenon of "falling maps without landing" still exists in the basic farmland boundary; third, It is difficult to prove the amount of cultivated land to be occupied by some projects to be approved and disputed with other departments; fourth, the appearance of small pieces of basic farmland around the city, which affects the "continuity" of basic farmland, increases the difficulty of protection; fifth, The quantity of basic farmland is large, and the quality of cultivated land is worrying. Suggestions are made for the corresponding problems. [conclusion] first, define the scope of "prioritizing" and innovate local economic development; second, define the position of "three lines" to promote "multi-regulation integration"; third, resolve the dispute over cultivated land and standardize the process of proof; fourth, introduce the land evaluation mechanism. Fifth, strict control of basic farmland transfer, good quality of supplementary farmland.
