【摘要】："家庭農(nóng)場"作為農(nóng)牧業(yè)發(fā)展的一種模式由來已久,對從事農(nóng)業(yè)生產(chǎn)或研究農(nóng)業(yè)經(jīng)濟(jì)的人士來說已不算陌生,但從馬克思民族理論與政策專業(yè)研究領(lǐng)域來看,涉及家庭農(nóng)場方面的內(nèi)容為數(shù)還不算多,但對致力于民族經(jīng)濟(jì)發(fā)展的鄂倫春自治旗而言,發(fā)展家庭農(nóng)場無疑是一個順應(yīng)大勢的載體選擇。鄂倫春自治旗是全國"三少民族"之一的鄂倫春族所在地,也是一個民族自治地區(qū)。在鄂倫春自治旗境內(nèi)發(fā)展家庭農(nóng)場,必須要考慮本地的自然地理環(huán)境條件、從事家庭農(nóng)場農(nóng)耕者的經(jīng)營管理水平、農(nóng)耕經(jīng)營者自身的環(huán)保意識以及鄂倫春自治旗政府針對本地家庭農(nóng)場發(fā)展出臺的相關(guān)扶持政策等等。這些主客觀的因素,都決定了鄂倫春自治旗家庭農(nóng)場的發(fā)展不可能是一蹴而就、輕而易舉就可以完成的,而是必須要適時順勢逐步開展,在發(fā)展中不斷完善。就目前鄂倫春自治旗的家庭農(nóng)場發(fā)展現(xiàn)狀而言,家庭農(nóng)場的經(jīng)營形式雖初具雛形,但經(jīng)營管理水平有限,耕種土地流轉(zhuǎn)速度慢、自然地理環(huán)境惡劣、基礎(chǔ)設(shè)施完善程度低等問題,都揭示了鄂倫春自治旗家庭農(nóng)場的發(fā)展還有待歷經(jīng)時間和實踐的進(jìn)一步有效醞釀。在調(diào)查訪談中,筆者了解了與鄂倫春自治旗家庭農(nóng)場經(jīng)營相關(guān)的管理模式、產(chǎn)權(quán)收益及地方政府的支持政策等,通過定量分析和定性分析,試圖研究找出鄂倫春自治旗的家庭農(nóng)場經(jīng)營的現(xiàn)狀以及在發(fā)展過程中存在的問題,從而結(jié)合鄂倫春自治旗的民族政策、鄂倫春自治旗的耕地流轉(zhuǎn)方式以及發(fā)展家庭農(nóng)場需要的其他相關(guān)因素方面提出科學(xué)有效的應(yīng)對措施。
[Abstract]:As a model of agricultural and animal husbandry development, "family farm" is no stranger to those who are engaged in agricultural production or studying agricultural economy, but from the perspective of Marxist national theory and policy research field, The content of family farm is not much, but for the Oroqun Autonomous Banner, which is devoted to the development of national economy, the development of family farm is undoubtedly a carrier choice to conform to the trend. The Oroqun Autonomous Banner is one of the "three minority nationalities" in the country, and is also a national autonomous region. In order to develop family farms in Oroqun Autonomous Banner, it is necessary to take into account the local natural geographical conditions and the level of management of family farm farmers. Agricultural operators' own awareness of environmental protection and Oroqun Autonomous Banner government for the development of local family farm issued related support policies and so on. These subjective and objective factors have determined that the development of the family farm in Oroqun Autonomous Banner cannot be accomplished overnight and can be accomplished easily, but it must be carried out in good time and step by step and be perfected in the course of development. As far as the present situation of family farm development in Oroqun Autonomous Banner is concerned, although the management form of family farm is in its embryonic form, the management level is limited, the speed of land circulation is slow, and the natural geographical environment is abominable. The low degree of infrastructure has revealed that the development of family farms in Oroqun Autonomous Banner has yet to go through time and practice. In the investigation and interview, the author understands the management mode related to the family farm management in Oroqun Autonomous Banner, the property right income and the local government support policy, etc., through quantitative analysis and qualitative analysis. This paper tries to find out the present situation of family farm management in Oroqun Autonomous Banner and the existing problems in the process of development, so as to combine the national policy of Oroqun Autonomous Banner. This paper puts forward some scientific and effective measures on the way of cultivated land circulation in Oroqun Autonomous Banner and other relevant factors for the development of family farms.
