【摘要】：精準(zhǔn)扶貧概念的勃興,肇始于我國(guó)理論界在落實(shí)共享發(fā)展理念的背景下對(duì)反貧困范式的重新審視,以及由此而產(chǎn)生的對(duì)扶貧機(jī)制改造、完善和重構(gòu)。已有研究通過(guò)對(duì)精準(zhǔn)扶貧的主體拓展、精準(zhǔn)識(shí)貧的方法演進(jìn)和精準(zhǔn)治貧的路徑選擇等三大焦點(diǎn)問(wèn)題的回應(yīng),初步詮釋了精準(zhǔn)扶貧的基本方略。但從總體上看,精準(zhǔn)扶貧的研究還處于起步階段,在如何實(shí)現(xiàn)共享發(fā)展與精準(zhǔn)扶貧的耦合推進(jìn)、如何達(dá)成多元扶貧主體的合作共治、如何合理設(shè)定多維貧困測(cè)度指標(biāo)及其權(quán)重,以及如何將返貧防控機(jī)制納入精準(zhǔn)扶貧機(jī)制等問(wèn)題上,還需要后續(xù)研究的繼續(xù)跟進(jìn)。
[Abstract]:The rise of the concept of precision poverty alleviation begins with the re-examination of anti-poverty paradigm under the background of implementing the concept of shared development and the reform, perfection and reconstruction of poverty alleviation mechanism. Through the response to the three focal issues, namely, the expansion of the subject of precision poverty alleviation, the evolution of the method of accurate poverty recognition and the choice of the path of precision poverty control, the basic strategy of precision poverty alleviation has been preliminarily explained. But on the whole, the research of precision poverty alleviation is still in its infancy. How to realize the coupling of shared development and precision poverty alleviation, how to achieve the cooperation and co-management of multiple poverty alleviation subjects, how to reasonably set the multi-dimensional poverty measure index and its weight, And how to bring the mechanism of poverty prevention and control into the mechanism of precision poverty reduction needs to be followed up.
