【摘要】：阿尼瑪卿山的蟲草經(jīng)濟(jì)經(jīng)歷了三個(gè)不同形態(tài)和階段。在"散挖-行商"階段,高海拔草原成為季節(jié)性人口爭相涌入和采挖蟲草的公共資源。蟲草商人處于行商階段,市場體系尚未成型;在限采·禁采階段,草原承包制在公有制語境下有名無實(shí),各級(jí)政府介入分肥,限制和禁止的高壓行政管理未能減緩?fù)鈦砣丝诘膲毫�。隨著政府角色從利益相關(guān)者轉(zhuǎn)變?yōu)樯鐣?huì)服務(wù)者,蟲草經(jīng)濟(jì)開始對(duì)生態(tài)移民政策發(fā)揮積極作用,蟲草商人也從行商中分離出來;在契約-電商的新階段,草原承包制全面推行,牧民獲得草原收益和管護(hù)的權(quán)利。市場體系建立后,契約交易發(fā)展迅速。蟲草電商的崛起加劇了蟲草資源的競爭和壟斷。蟲草給牧民帶來生計(jì)機(jī)會(huì)和草原經(jīng)濟(jì)的繁榮,同時(shí)也給草原生態(tài)帶來巨大壓力和可持續(xù)性問題,以及藏族傳統(tǒng)文化的變遷。政策設(shè)計(jì)應(yīng)著重維系人類、文化和自然的連續(xù)體以促進(jìn)草原社會(huì)的可持續(xù)發(fā)展。
[Abstract]:The economy of Cordyceps sinensis in Animaqingshan has experienced three different forms and stages. In the period of "scattered digging-traveling quotient", high-altitude grassland became a common resource for seasonal population to flood and dig Cordyceps sinensis (Cordyceps sinensis). The merchants of Cordyceps sinensis are in the stage of business, and the market system has not yet taken shape. In the stage of restricted harvesting and prohibition, the grassland contract system is nominal in the context of public ownership, and governments at all levels intervene in the process of dividing fertilizer. Restrictive and prohibited high-pressure administration has failed to ease the pressure on foreign populations. As the role of government changed from stakeholder to social service, Cordyceps economy began to play a positive role in ecological migration policy, and Cordyceps merchants were also separated from merchants. In the new stage of contract-e-commerce, grassland contract system was fully implemented. Herdsmen have the right to gain income from the grasslands and to take care of them. After the establishment of market system, contract trade develops rapidly. The rise of Cordyceps e-commerce intensified the competition and monopoly of cordyceps resources. Cordyceps has brought livelihood opportunities and economic prosperity to herdsmen, at the same time, it has brought great pressure and sustainability to grassland ecology, as well as the change of Tibetan traditional culture. Policy design should focus on maintaining the continuum of human, culture and nature in order to promote the sustainable development of grassland society.
