【摘要】：失地農(nóng)民是我國城市化進(jìn)程中涌現(xiàn)出的新群體,為我國的城市化以及工業(yè)化做出了巨大貢獻(xiàn),失地農(nóng)民在進(jìn)入城市后能否快速融入城市,享受到和城市人同等的待遇,事關(guān)我國城市化進(jìn)程的順利推進(jìn)以及社會的穩(wěn)定、實現(xiàn)社會公平以及人們生活的長治久安。農(nóng)民失去土地保障后,由于缺乏生存技能及普遍知識水平不高,造成了就業(yè)困難,生活水平下降,雖然身處城市卻缺乏自我身份的認(rèn)同感,生活陷入困境。作為不可忽視的新群體,如何滿足他們的利益訴求,如何將實現(xiàn)他們的權(quán)利與夢想,如何在工業(yè)化和城市化的大潮下尋找到他們的未來,是當(dāng)下丞需解決的問題。本文在社會資本的視角下對失地農(nóng)民市民化過程中存在的問題進(jìn)行深入分析,研究的實質(zhì)是探尋失地農(nóng)民在由農(nóng)業(yè)人口轉(zhuǎn)化為城市人口的過程中,其生活方式、生活觀念、自我身份認(rèn)同的變化情況,在打破原有的以血緣、親緣、地緣為紐帶、以信任為基礎(chǔ)的傳統(tǒng)的行為規(guī)則,分步驟地、有序地實現(xiàn)失地農(nóng)民傳統(tǒng)的農(nóng)民身份向城市市民身份的平穩(wěn)過渡及轉(zhuǎn)化。本研究在社會資本的視角下介紹了失地農(nóng)民市民化過程中存在的問題,分析了問題形成的原因,提出了相關(guān)的解決對策。以社會資本理論為基礎(chǔ),深度分析了社會網(wǎng)絡(luò)、信任、規(guī)范與合作等因素對于失地農(nóng)民社會資本轉(zhuǎn)型的影響,進(jìn)而影響其市民化的進(jìn)程。研究發(fā)現(xiàn)社會網(wǎng)絡(luò)的偶然閉合性是阻礙失地農(nóng)民市民化的首要原因,普遍的信任欠缺性是阻礙失地農(nóng)民市民化的心理原因,規(guī)范及制度的滯后性和片面性是阻礙失地農(nóng)民市民化的制度性原因�；趯ψ璧K失地農(nóng)民市民化原因的分析提出在社會資本視角下推進(jìn)失地農(nóng)民市民化的對策和建議：政府層面要完善宏觀制度型社會資本,建立健全社會保障制度及征地補償制度；個人層面要逐漸改變傳統(tǒng)觀念,提高社會資本積累,擴大社會網(wǎng)絡(luò)完成社會資本由傳統(tǒng)向現(xiàn)代的轉(zhuǎn)型；社區(qū)層面要充分發(fā)揮社區(qū)的社會管理功能,完善社區(qū)公共服務(wù)體系,充分發(fā)動公民參與,與政府進(jìn)行協(xié)同治理提供公共物品和公共服務(wù),增強失地農(nóng)民的社會融入感以及適應(yīng)性。
[Abstract]:The land-lost farmers are a new group emerging in the process of urbanization in our country, which has made great contributions to the urbanization and industrialization of our country. After entering the city, the land-lost farmers can quickly integrate into the city and enjoy the same treatment as the urban people. It is related to the smooth progress of urbanization and the stability of society, the realization of social equity and the long-term stability of people's life. After losing the land security, because of the lack of survival skills and the low level of general knowledge, farmers have difficulty in obtaining employment and living standards have declined. Although they are in the city, they lack the identity of their own identity, and their lives fall into difficulties. As a new group, how to satisfy their interests, how to realize their rights and dreams, and how to find their future under the tide of industrialization and urbanization are the problems that need to be solved. From the perspective of social capital, this paper makes a deep analysis of the problems existing in the process of the urbanization of landless peasants. The essence of the study is to explore the way of life and the concept of life of the land-lost peasants in the process of changing from agricultural population to urban population. The changes in self-identity are taking place step by breaking the traditional rules of conduct based on blood, kinship, geography and trust. To realize the smooth transition and transformation from the traditional peasant identity of land-lost farmers to the identity of urban citizens in an orderly manner. From the perspective of social capital, this study introduces the problems existing in the process of the urbanization of landless farmers, analyzes the causes of the problems, and puts forward some relevant countermeasures. Based on the theory of social capital, this paper deeply analyzes the influence of social network, trust, norm and cooperation on the transformation of social capital of landless farmers, and then influences the process of their urbanization. It is found that the accidental closeness of social networks is the primary reason for hindering the urbanization of landless farmers, and the general lack of trust is the psychological reason that hinders the urbanization of landless farmers. The lag and one-sidedness of norms and systems are the institutional reasons that hinder the urbanization of landless farmers. Based on the analysis of the reasons for hindering the urbanization of landless farmers, the paper puts forward the countermeasures and suggestions to promote the urbanization of landless peasants from the perspective of social capital: the government should perfect the macro-institutional social capital at the level of government. Establishing and perfecting the social security system and land requisition compensation system, gradually changing the traditional concept, increasing the accumulation of social capital, expanding the social network to complete the transformation of social capital from traditional to modern; At the community level, we should give full play to the social management function of the community, perfect the community public service system, fully mobilize citizens' participation, and cooperate with the government to provide public goods and public services. To enhance the sense of social integration and adaptability of landless farmers.
