吉林省糧食主產(chǎn)區(qū)耕地質(zhì)量問(wèn)題研究

【摘要】:耕地是人類(lèi)生存和發(fā)展的重要物質(zhì)基礎(chǔ),是農(nóng)業(yè)生產(chǎn)的核心資源,是糧食安全和農(nóng)業(yè)可持續(xù)發(fā)展的重要保障。我國(guó)面臨人均耕地少,耕地質(zhì)量差,耕地退化嚴(yán)重,后備耕地資源嚴(yán)重不足,耕地減少態(tài)勢(shì)加劇等嚴(yán)重問(wèn)題。隨著我國(guó)經(jīng)濟(jì)、社會(huì)以及城市化的迅速發(fā)展,我國(guó)農(nóng)業(yè)走過(guò)了一條高投入、高產(chǎn)出、高速度和高資源環(huán)境代價(jià)的道路。城市化與基礎(chǔ)設(shè)施建設(shè)對(duì)優(yōu)質(zhì)耕地的侵占越來(lái)越多,水土流失不斷擴(kuò)大,耕地地力逐漸下降,土壤污染面積大范圍擴(kuò)大,農(nóng)戶(hù)耕地質(zhì)量保護(hù)不足等問(wèn)題日益凸顯,因此,保障耕地資源對(duì)于滿(mǎn)足人類(lèi)的生存和發(fā)展尤為關(guān)鍵。耕地資源問(wèn)題研究不能再僅僅是停留在數(shù)量問(wèn)題研究層面上,更應(yīng)該向質(zhì)量問(wèn)題研究上升級(jí)。為了實(shí)現(xiàn)這一轉(zhuǎn)變并提出合理的耕地質(zhì)量問(wèn)題研究建議,本研究選擇吉林省糧食主產(chǎn)區(qū)作為研究區(qū)。吉林省糧食主產(chǎn)區(qū)是我國(guó)重要的商品糧基地。本研究在總結(jié)國(guó)內(nèi)外耕地質(zhì)量問(wèn)題研究的基礎(chǔ)上,分析了吉林省糧食主產(chǎn)區(qū)耕地質(zhì)量的現(xiàn)狀及耕地質(zhì)量下降的原因。通過(guò)調(diào)查吉林省糧食主產(chǎn)區(qū)的具體情況,設(shè)計(jì)調(diào)查問(wèn)卷的統(tǒng)計(jì)變量,利用二項(xiàng)式Logistic回歸模型對(duì)調(diào)查問(wèn)卷數(shù)據(jù)進(jìn)行分析,從而進(jìn)一步揭示農(nóng)戶(hù)耕地質(zhì)量保護(hù)行為的影響因素,為耕地質(zhì)量保護(hù)機(jī)制建設(shè)提供決策參考。分析結(jié)果表明:吉林省糧食主產(chǎn)區(qū)耕地質(zhì)量存在水土流失擴(kuò)大,耕地地力下降,土壤污染嚴(yán)重,地下水位下降,減優(yōu)增劣現(xiàn)象突出的現(xiàn)狀。耕地質(zhì)量下降的制約因素為技術(shù)因素、制度因素、管理因素、投入因素。農(nóng)戶(hù)耕地質(zhì)量保護(hù)行為的影響因素為被調(diào)查的年齡、受教育程度、對(duì)耕地質(zhì)量重要性的認(rèn)知、對(duì)耕地質(zhì)量的關(guān)注程度、家庭總?cè)藬?shù)、務(wù)農(nóng)收入占家庭總收入比重、耕地細(xì)碎化程度、耕地質(zhì)量保護(hù)的宣傳狀況、政府對(duì)耕地質(zhì)量的投入。針對(duì)上述分析結(jié)果,本研究提出吉林省糧食主產(chǎn)區(qū)耕地質(zhì)量保護(hù)機(jī)制建設(shè),包括建設(shè)農(nóng)戶(hù)耕地質(zhì)量保護(hù)激勵(lì)機(jī)制、政府耕地質(zhì)量保護(hù)投入機(jī)制、耕地質(zhì)量保護(hù)管理機(jī)制、耕地質(zhì)量保護(hù)監(jiān)督機(jī)制等方面。
[Abstract]:Cultivated land is an important material basis for human survival and development, a core resource for agricultural production, and an important guarantee for food security and agricultural sustainable development. China is faced with serious problems such as less cultivated land per capita, poor quality of cultivated land, serious degradation of cultivated land, serious shortage of reserve cultivated land resources, worsening situation of cultivated land reduction and so on. With the rapid development of our economy, society and urbanization, our agriculture has gone through a path of high input, high output, high speed and high cost of resources and environment. Urbanization and infrastructure construction occupy more and more high-quality cultivated land, soil erosion is expanding, cultivated land fertility is decreasing gradually, the area of soil pollution is expanding, and the quality protection of farmers' cultivated land is becoming more and more prominent. The protection of cultivated land resources is particularly critical for the survival and development of human beings. The study of cultivated land resource problem should not only stay on the level of quantity problem, but also upgrade to the research of quality problem. In order to realize this change and put forward some reasonable suggestions for the study of cultivated land quality, the main grain production area of Jilin Province was chosen as the research area in this study. Jilin Province grain main production area is our country important commodity grain base. On the basis of summing up the research of cultivated land quality at home and abroad, the present situation of cultivated land quality in main grain producing areas of Jilin Province and the reasons for the decline of cultivated land quality were analyzed. By investigating the specific situation of grain production areas in Jilin Province, designing the statistical variables of the questionnaire and analyzing the questionnaire data by using the binomial logistic regression model, this paper further reveals the influencing factors of farmland quality protection behavior of farmers. To provide decision-making reference for the construction of cultivated land quality protection mechanism. The results show that the quality of cultivated land in the main grain-producing areas of Jilin Province is characterized by the expansion of soil and water loss, the decrease of cultivated land fertility, the serious soil pollution, the decrease of groundwater level, and the prominent phenomenon of decreasing optimization and increasing deterioration. The factors restricting the decline of cultivated land quality are technical factor, system factor, management factor and input factor. The influencing factors of farmers' cultivated land quality protection behavior were age, education level, the importance of cultivated land quality, the degree of attention to cultivated land quality, the total number of households, the proportion of farm income to total household income. Degree of fineness of cultivated land, propaganda of cultivated land quality protection, government investment in cultivated land quality. In view of the above analysis results, this study puts forward the construction of cultivated land quality protection mechanism in the main grain producing areas of Jilin Province, including the construction of incentive mechanism of farmland quality protection for farmers, the input mechanism of government cultivated land quality protection, and the management mechanism of cultivated land quality protection.
