【摘要】：食品是人類生存和發(fā)展的物質(zhì)保障,食品安全水平不但影響著人民的身體健康和生命安全,更影響著一個(gè)國(guó)家穩(wěn)定和團(tuán)結(jié),同時(shí)也是政府行政監(jiān)管水平的重要體現(xiàn)。近些年來,食品安全事件頻發(fā)并帶來了嚴(yán)重的后果,使人們更加重視食品安全問題,水產(chǎn)品作為人們主要的食品之一,其質(zhì)量安全問題也引起了人們的重視。在這種大環(huán)境下,各級(jí)政府必須不斷加強(qiáng)對(duì)水產(chǎn)品質(zhì)量安全監(jiān)管力度,不斷改進(jìn)方式方法,使得水產(chǎn)品質(zhì)量安全監(jiān)管工作適應(yīng)新的形勢(shì)。廣東省是水產(chǎn)品生產(chǎn)和出口大省,廣東的水產(chǎn)品質(zhì)量安全關(guān)乎國(guó)際聲譽(yù),影響力大,監(jiān)管工作責(zé)任重大。因此,研究廣東省的水產(chǎn)品質(zhì)量安全監(jiān)管體系,具有重要的現(xiàn)實(shí)意義。本論文通過對(duì)廣東省水產(chǎn)品質(zhì)量安全“兩段式”監(jiān)管體系進(jìn)行研究,分析廣東省水產(chǎn)品質(zhì)量安全“兩段式”監(jiān)管體系的現(xiàn)狀、取得的成績(jī),并對(duì)存在問題的原因進(jìn)行分析,最后得出優(yōu)化該監(jiān)管體系的建議。全文共分為六個(gè)部分。第一部分描述了研究廣東省水產(chǎn)品質(zhì)量安全“兩段式”監(jiān)管體系建設(shè)內(nèi)容的重要意義,整合國(guó)內(nèi)外相關(guān)研究綜述,并對(duì)文章的研究方法、研究?jī)?nèi)容和技術(shù)路線進(jìn)行簡(jiǎn)要說明。第二部分對(duì)相關(guān)概念和理論基礎(chǔ)進(jìn)行了界定。第三部分介紹了廣東省水產(chǎn)品質(zhì)量安全監(jiān)管體系中“多部門分段式”和“兩段式”監(jiān)管階段的發(fā)展歷程,重點(diǎn)分析了水產(chǎn)品質(zhì)量安全“多部門分段式”監(jiān)管體系的弊端,及“兩段式”監(jiān)管體系的發(fā)展及取得的成績(jī)。第四部分論述了廣東省水產(chǎn)品質(zhì)量安全“兩段式”監(jiān)管存在的問題,并深入分析其原因。第五部分主要介紹了國(guó)內(nèi)外部分國(guó)家或地區(qū)在水產(chǎn)品質(zhì)量安全監(jiān)管方面的先進(jìn)經(jīng)驗(yàn)并進(jìn)行借鑒。第六部分提出了優(yōu)化廣東省水產(chǎn)品質(zhì)量安全“兩段式”監(jiān)管體系的對(duì)策建議。通過對(duì)廣東省水產(chǎn)品質(zhì)量安全“兩段式”監(jiān)管體系中尚存的問題及其原因進(jìn)行分析,吸取發(fā)達(dá)國(guó)家或地區(qū)的先進(jìn)經(jīng)驗(yàn),研究提出優(yōu)化廣東省水產(chǎn)品質(zhì)量安全“兩段式”監(jiān)管體系的建議,為提高廣東省水產(chǎn)品的質(zhì)量安全水平盡一份綿薄之力。
[Abstract]:Food is the material guarantee for human survival and development. Food safety level not only affects the health and safety of the people, but also affects the stability and unity of a country, and it is also an important embodiment of the level of government administration and supervision. In recent years, food safety incidents occur frequently and bring serious consequences, which make people pay more attention to food safety issues. Aquatic products as one of the main food, its quality and safety issues have also attracted people's attention. In this environment, governments at all levels must constantly strengthen the quality and safety supervision of aquatic products, and constantly improve the ways and methods to make the quality and safety supervision of aquatic products adapt to the new situation. Guangdong Province is a big province of aquatic products production and export. The quality and safety of aquatic products in Guangdong province is related to the international reputation. Therefore, it is of great practical significance to study the quality and safety supervision system of aquatic products in Guangdong Province. Through the study of the "two-stage" supervision system of aquatic product quality and safety in Guangdong Province, this paper analyzes the present situation and achievements of the "two-stage" supervision system of aquatic product quality and safety in Guangdong Province, and analyzes the causes of the problems. Finally, the suggestion of optimizing the supervision system is given. The full text is divided into six parts. The first part describes the significance of studying the construction content of "two-stage" supervision system of aquatic product quality and safety in Guangdong Province, integrates the domestic and foreign related research review, and briefly explains the research method, research content and technical route of the article. The second part defines the related concepts and theoretical basis. The third part introduces the development process of "multi-sector divided" and "two-stage" supervision in the supervision system of aquatic product quality and safety in Guangdong Province, and analyzes the disadvantages of the "multi-sector segmented" supervision system of aquatic product quality and safety. And the development and achievements of the two-paragraph regulatory system. The fourth part discusses the problems existing in the "two-stage" supervision of aquatic product quality and safety in Guangdong Province, and analyzes its causes. The fifth part mainly introduces the advanced experience of aquatic product quality and safety supervision in some countries and regions at home and abroad. The sixth part puts forward countermeasures and suggestions to optimize the "two-stage" supervision system of aquatic product quality and safety in Guangdong Province. By analyzing the remaining problems and their causes in the "two-stage" supervision system of aquatic product quality and safety in Guangdong Province, we can draw on the advanced experience of developed countries or regions. The paper puts forward the suggestion of optimizing the "two-stage" supervision system of aquatic product quality and safety in Guangdong Province so as to improve the quality and safety level of aquatic products in Guangdong Province.
