人力資本視角下家庭農(nóng)場(chǎng)發(fā)展研究

【摘要】:改革開放以來,中國(guó)城鎮(zhèn)化、工業(yè)化迅速發(fā)展,致使農(nóng)村勞動(dòng)人口大量移出。在傳統(tǒng)的小規(guī)模土地分散經(jīng)營(yíng)方式下,農(nóng)業(yè)土地資源配置效率低下。為解決上述問題,應(yīng)對(duì)"怎樣種地,誰(shuí)來種地"的困境,培育新型經(jīng)營(yíng)主體,包括以家庭承包為主體的家庭農(nóng)場(chǎng),構(gòu)建規(guī);、集約化、專業(yè)化、社會(huì)化相結(jié)合的新型農(nóng)業(yè)經(jīng)營(yíng)方式,顯得尤為重要。然而家庭農(nóng)場(chǎng)的發(fā)展呼喚著一批區(qū)別于傳統(tǒng)農(nóng)戶、綜合素質(zhì)較高、懂經(jīng)營(yíng)、會(huì)管理具有高人力資本的而且能夠有效規(guī)避風(fēng)險(xiǎn)的家庭農(nóng)場(chǎng)主隊(duì)伍的生成。因此,希望通過本研究,明晰家庭農(nóng)場(chǎng)中的人力資本因素對(duì)家庭農(nóng)場(chǎng)影響的機(jī)理和效應(yīng),從而為政府制定促進(jìn)家庭農(nóng)場(chǎng)發(fā)展的相關(guān)政策提供決策依據(jù),給出家庭農(nóng)場(chǎng)主的培育策略,回應(yīng)當(dāng)下家庭農(nóng)場(chǎng)發(fā)展的實(shí)踐需求。近年來的實(shí)踐也表明家庭農(nóng)場(chǎng)面臨著難以持續(xù)經(jīng)營(yíng)的問題。本文從人力資本的角度出發(fā),首先梳理家庭農(nóng)場(chǎng)與人力資本的相關(guān)研究,界定家庭農(nóng)場(chǎng)與農(nóng)業(yè)人力資本的范疇;其次,基于人力資本視角對(duì)家庭農(nóng)場(chǎng)發(fā)展現(xiàn)狀進(jìn)行描述評(píng)析;然后,分別從宏觀方面明晰家庭農(nóng)場(chǎng)中的人力資本因素對(duì)家庭農(nóng)場(chǎng)演化及發(fā)展影響的機(jī)理和效應(yīng),從微觀的人力資本具體特質(zhì)實(shí)證分析家庭農(nóng)場(chǎng)經(jīng)營(yíng)者對(duì)家庭農(nóng)場(chǎng)經(jīng)營(yíng)收入影響。最后,根據(jù)上述研究得出相應(yīng)結(jié)論并針對(duì)性的提出政策建議。本文研究發(fā)現(xiàn)人力資本對(duì)家庭農(nóng)場(chǎng)的生成及發(fā)展有重要影響,人力資本通過與制度、農(nóng)業(yè)生產(chǎn)技術(shù)及其他物質(zhì)生產(chǎn)要素的相互影響共同推動(dòng)家庭農(nóng)場(chǎng)的演化發(fā)展。通過實(shí)證發(fā)現(xiàn)家庭農(nóng)場(chǎng)主的人力資本對(duì)家庭農(nóng)場(chǎng)的經(jīng)營(yíng)收入有重要影響但并不全部都表現(xiàn)為直接作用關(guān)系的。具體表現(xiàn)為:家庭農(nóng)場(chǎng)主的管理能力對(duì)家庭農(nóng)場(chǎng)經(jīng)營(yíng)有重要影響,一般來說家庭農(nóng)場(chǎng)主管理能力越高家庭農(nóng)場(chǎng)經(jīng)營(yíng)越好;其中家庭農(nóng)場(chǎng)主的年齡與家庭農(nóng)場(chǎng)主的農(nóng)業(yè)技能對(duì)家庭農(nóng)場(chǎng)經(jīng)營(yíng)的影響是通過調(diào)節(jié)家庭農(nóng)場(chǎng)主的管理能力影響家庭農(nóng)場(chǎng)經(jīng)營(yíng)來實(shí)現(xiàn)的。本研究具體內(nèi)容分為六個(gè)部分,主要內(nèi)容如下:第一章為研究的緒論部分。先是介紹了本文的研究背景及選題來源,并從理論和實(shí)踐兩方面解釋了基于人力資本視角下研究家庭農(nóng)場(chǎng)發(fā)展的意義,并在這一節(jié)中介紹文章的研究?jī)?nèi)容及框架,并對(duì)本研究的創(chuàng)新與不足之處做出說明。第二章是研究的文獻(xiàn)綜述及理論基礎(chǔ)。本章梳理了國(guó)內(nèi)外關(guān)于家庭農(nóng)場(chǎng)相關(guān)研究及理論,為下一章節(jié)的研究奠定基礎(chǔ)。第三章是是我國(guó)農(nóng)村人力資本現(xiàn)狀及家庭農(nóng)場(chǎng)人力資本類型劃分。本章節(jié)首先通過數(shù)據(jù)分析我國(guó)人力資本現(xiàn)狀,然后解釋了家庭農(nóng)場(chǎng)中的人力資本形成機(jī)理并在此基礎(chǔ)上對(duì)家庭農(nóng)場(chǎng)中人力資本劃分不同類型。此外,本章還基于人力資本視角以案例分析的方式介紹了家庭農(nóng)場(chǎng)發(fā)展現(xiàn)狀。第四章是人力資本與家庭農(nóng)場(chǎng)演化及發(fā)展的互動(dòng)機(jī)理分析。本章從宏觀角度出發(fā),探討農(nóng)業(yè)人力資本與家庭農(nóng)場(chǎng)對(duì)于我國(guó)經(jīng)濟(jì)發(fā)展的重要意義,再考察家庭農(nóng)場(chǎng)其他投入要素和人力資本要素的之間相互作用機(jī)制,最后歸納農(nóng)業(yè)人力資本的一些特質(zhì)對(duì)于家庭農(nóng)場(chǎng)作用的機(jī)理。第五章是對(duì)家庭農(nóng)場(chǎng)主的人力資本特質(zhì)對(duì)家庭農(nóng)場(chǎng)影響因素的實(shí)證分析。本章根據(jù)具體數(shù)據(jù)選取出相關(guān)計(jì)量指標(biāo)和分析方法,構(gòu)建相應(yīng)的模型,在此基礎(chǔ)上分析家庭農(nóng)場(chǎng)主的個(gè)人的教育、生產(chǎn)技能及管理能力等人力資本如何影響家庭農(nóng)場(chǎng)的經(jīng)營(yíng)發(fā)展,然后進(jìn)行實(shí)證分析并得出結(jié)論。第六章為對(duì)策和建議。在第四章理論分析與第五章實(shí)證分析的基礎(chǔ)上,結(jié)合本研究得出的相關(guān)結(jié)論,有針對(duì)性地提出有效開發(fā)家庭中的人力資本、促進(jìn)家庭農(nóng)場(chǎng)發(fā)展的政策性建議。
[Abstract]:Since the reform and opening up, China's urbanization and industrialization have developed rapidly, resulting in a large number of migrant workers in rural areas. Under the traditional small-scale decentralized management of land, the efficiency of the allocation of agricultural land resources is low. In order to solve the above problems, we should cultivate a new management subject, including the family contract. The family farm of the body is particularly important for the construction of a new type of agricultural management, which is large-scale, intensive, specialized and socialized. However, the development of family farms calls for a group of family farms, which are distinguished from traditional farmers, have high comprehensive quality, understand management, manage high human capital and can effectively avoid risk. Therefore, we hope to clarify the mechanism and effect of human capital factors in family farms on family farms through this study, so as to provide a decision basis for the government to formulate relevant policies to promote the development of family farms, give the cultivation strategy of family farmers, and return to the practical needs of the development of family farms. The practice also shows that family farms are faced with problems that are difficult to continue to operate. From the perspective of human capital, this paper first combs the related research on family farm and human capital, defines the category of family farm and agricultural human capital; secondly, describes the status of family farm development based on the Perspective of human capital; then, respectively, On the macroscopic aspect, the mechanism and effect of human capital factors on family farm evolution and development are clarifying, and the impact of family farm operators on family farm operating income is empirically analyzed from the specific characteristics of the micro human capital. Finally, the relevant conclusions and pertinent policy suggestions are made according to the above research. It is found that human capital has an important impact on the generation and development of family farms. Human capital contributes to the evolution and development of family farms through the interaction with the system, the agricultural production technology and other material production factors. Through the empirical study, it is found that the human capital of the family farmer has an important influence on the income of the family farm but is also an important factor. In general, the higher the management ability of the family farmers, the better the family farm management; the age of the family farmer and the influence of the farm owner's agricultural skills on the family farm management are through the passage. The main content of this study is divided into six parts. The main contents are as follows: the first chapter is the introduction of the study. First, it introduces the background of the study and the source of the topic, and explains the study of family farmers from the perspective of human capital from two aspects of theory and practice. The meaning of the development of the field, and the introduction of the content and framework of the article in this section, and to explain the innovation and shortcomings of this study. The second chapter is the literature review and theoretical basis of the study. This chapter combs the domestic and foreign related research and theory about family farms, and lays the foundation for the next chapter. The third chapter is our country The current situation of human capital in rural areas and the classification of human capital types in family farms. This chapter first analyzes the current situation of human capital in China through data, then explains the formation mechanism of human capital in family farms and on this basis, divides human capital into different types in family farms. In addition, this chapter is also based on the human capital perspective. The fourth chapter is the analysis of the interaction mechanism of the evolution and development of human capital and family farm. This chapter discusses the significance of agricultural human capital and family farm to the economic development of our country from the macro point of view, and then examines the other input elements of family farms and the factors of human capital. The fifth chapter is an empirical analysis of the influence factors of family farm owner's human capital on family farm. Analysis of how the personal education, production skills and management ability of family farmers affect the management and development of family farms, and then make an empirical analysis and draw conclusions. The sixth chapter is the countermeasures and suggestions. On the basis of the theoretical analysis of the fourth chapter and the empirical analysis of the fifth chapter, it is pertinent to the relevant conclusions obtained in this study. It puts forward policy recommendations for effectively developing human capital in families and promoting the development of family farms.
