【摘要】：煙葉生產(chǎn)作為整個(gè)煙草行業(yè)的基礎(chǔ)性條件,其平穩(wěn)發(fā)展在煙草行業(yè)發(fā)展中具有十分重要的戰(zhàn)略地位。近年來,湖北煙葉生產(chǎn)在眾多因素的影響下表現(xiàn)出的規(guī)模不穩(wěn)、特色不明、活力不足、信譽(yù)不高等等問題,已經(jīng)成為了既困擾煙葉生產(chǎn)本身的健康發(fā)展,又在一定程度上影響著整個(gè)湖北煙草工業(yè)、商業(yè)發(fā)展的瓶頸因素。本文結(jié)合湖北煙葉生產(chǎn)發(fā)展的實(shí)際,探討了當(dāng)前湖北煙葉發(fā)展面臨的主要問題、難題及其原因所在,同時(shí)針對(duì)問題和難題,本文從加大湖北煙葉生產(chǎn)基礎(chǔ)設(shè)施建設(shè)和煙葉生產(chǎn)的機(jī)械化力度、推進(jìn)煙葉生產(chǎn)精益管理、提高煙葉生產(chǎn)的規(guī)范化水平、加強(qiáng)煙葉生產(chǎn)組織形式創(chuàng)新、以科技創(chuàng)新促進(jìn)湖北煙葉生產(chǎn)質(zhì)量水平等多個(gè)視角,提出了發(fā)展湖北煙葉產(chǎn)業(yè)的若干對(duì)策和建議,并論述了如何營(yíng)造煙葉發(fā)展環(huán)境、培育職業(yè)煙農(nóng)、推進(jìn)煙葉產(chǎn)業(yè)化進(jìn)程的若干思路和方法,這些探討和論述,對(duì)加快湖北現(xiàn)代煙草農(nóng)業(yè)發(fā)展有一定的理論意義和實(shí)際參考價(jià)值。
[Abstract]:Tobacco production, as the basic condition of the whole tobacco industry, has a very important strategic position in the development of the tobacco industry. In recent years, the production of tobacco in Hubei has been an unstable scale, unidentified characteristics, insufficient vitality, low reputation and so on, which has become a problem that has plagued tobacco production in recent years. The healthy development of the body affects the whole Hubei tobacco industry and the bottleneck of the commercial development to a certain extent. This paper, based on the actual development of the tobacco production in Hubei, discusses the main problems, problems and reasons of the development of the tobacco leaves in Hubei, at the same time, in view of the problems and problems, this paper will increase the base of the production of the tobacco leaves in Hubei. The mechanization of construction and tobacco production, propelling lean management of tobacco production, improving the standardization level of tobacco production, strengthening the innovation of tobacco production organization form, and promoting the quality level of Hubei tobacco production by scientific and technological innovation, put forward some countermeasures and suggestions for developing tobacco leaf production in Hubei, and discussed how to create the tobacco leaf production. The developing environment of tobacco leaves, the cultivation of professional tobacco farmers, and some ideas and methods to promote the process of tobacco industrialization have some theoretical significance and practical reference value for speeding up the development of modern tobacco agriculture in Hubei.
