【摘要】：國(guó)家扶貧開發(fā)工作重點(diǎn)縣作為區(qū)域扶貧開發(fā)的"政策試驗(yàn)田",是中國(guó)為推動(dòng)地區(qū)平衡發(fā)展、實(shí)現(xiàn)共同富裕作出的重要戰(zhàn)略安排,但其效果究竟如何仍需要驗(yàn)證。本文首次采用中國(guó)1992個(gè)縣1999—2010年面板數(shù)據(jù),使用雙重差分傾向得分匹配法(PSM-DID)研究了扶貧開發(fā)重點(diǎn)縣政策效果。本文發(fā)現(xiàn),重點(diǎn)縣的確立未能有效推動(dòng)縣域GDP及其人均GDP的快速增長(zhǎng),對(duì)縮小區(qū)域差距作用不顯著,縣域?qū)用娣鲐氶_發(fā)政策出現(xiàn)"失靈"。進(jìn)一步研究顯示,重點(diǎn)縣政策對(duì)工業(yè)化等驅(qū)動(dòng)因素產(chǎn)生擠出效應(yīng),并因產(chǎn)業(yè)結(jié)構(gòu)差異等擴(kuò)大了區(qū)域差距。這為國(guó)家區(qū)域扶貧開發(fā)制度的完善與其他相關(guān)政策的設(shè)立提供了啟示。
[Abstract]:As a "policy experimental field" for regional poverty alleviation and development, the key counties of the state poverty alleviation and development work are the important strategic arrangements made by China to promote regional balanced development and realize common prosperity, but its effect still needs to be verified. In this paper, the panel data of 1992 counties in China from 1999 to 2010 are used for the first time to study the policy effect of poverty alleviation and development in key counties by using the method of double difference tendency score matching (PSM-DID). This paper finds that the establishment of key counties can not effectively promote the rapid growth of county GDP and its per capita GDP, and it does not play a significant role in narrowing the regional gap, and the policy of poverty alleviation and development at the county level is "out of order". The further research shows that the key county policy has extruding effect on the driving factors such as industrialization, and the regional gap has been enlarged because of the difference of industrial structure. This provides enlightenment for the improvement of national regional poverty alleviation and development system and the establishment of other relevant policies.
