【摘要】：鑒于我國(guó)國(guó)有林改革已成為生態(tài)文明建設(shè)重要的組成部分,文章以河北省P縣國(guó)有林改革作為案例,從行政體制、森林培育與經(jīng)營(yíng)、森林管護(hù)、產(chǎn)業(yè)升級(jí)4個(gè)角度闡釋P縣國(guó)有林場(chǎng)歷史變遷過(guò)程,并從基層改革實(shí)踐中剖析國(guó)有林場(chǎng)的深層次問(wèn)題及成因。文章認(rèn)為:現(xiàn)有國(guó)有林場(chǎng)改革方案仍停留在"頭痛醫(yī)頭、腳痛醫(yī)腳"層面,不能從根本上解決或緩解深層次問(wèn)題。國(guó)有林場(chǎng)改革需要大膽創(chuàng)新的頂層設(shè)計(jì),戰(zhàn)略和遠(yuǎn)期目標(biāo)應(yīng)當(dāng)定位于:事業(yè)單位性質(zhì)的國(guó)有林場(chǎng)應(yīng)明確賦予森林管理規(guī)劃和森林管護(hù)職責(zé),徹底切斷國(guó)有林和國(guó)有林場(chǎng)組織成員間的利益鏈條,建立林務(wù)官制度。只有真正實(shí)現(xiàn)國(guó)有林國(guó)家所有,才能從根本上化解國(guó)有林場(chǎng)面臨的困境。
[Abstract]:In view of the fact that state-owned forest reform has become an important part of ecological civilization construction in China, this paper takes the reform of state-owned forest in P County of Hebei Province as an example, from the aspects of administrative system, forest cultivation and management, forest management and conservation. This paper expounds the historical vicissitude process of state-owned forest farm in P County from four angles of industrial upgrading, and analyzes the deep-seated problems and causes of the state-owned forest farm from the practice of grass-roots reform. The paper holds that the existing reform scheme of state-owned forest farm is still on the level of "treating head and foot", and can not fundamentally solve or alleviate the deep-level problem. The reform of state-owned forest farms requires bold and innovative top-level design, and the strategy and long-term objectives should be oriented towards: the state-owned forest farms of the nature of public institutions should be explicitly entrusted with forest management planning and forest management and conservation responsibilities. Completely cut off the chain of interests between the state-owned forest and the members of the state-owned forest farm organizations, and establish the system of forest officials. Only by realizing the state ownership of state-owned forest, can the predicament of state-owned forest farm be resolved fundamentally.
