【摘要】："精準扶貧"工作機制的識別、幫扶、管理和考核"四步法"改變了過去的"扶貧幫困"思路,對健全扶貧工作機制和創(chuàng)新扶貧開發(fā)思路具有重要作用。自踐行"精準扶貧"的政策以來,農(nóng)村"扶貧工作"雖然取得了較好成效,但同時也面臨著多元而疊加的多維困境。以湖北H區(qū)兩個村莊為例,結(jié)合調(diào)查數(shù)據(jù)和文獻,文章以農(nóng)村"精準扶貧"現(xiàn)狀為基礎(chǔ),認為目前"精準扶貧"的草根實踐存在著"扶貧認識不清、扶貧政策局限、扶貧資金匱乏、扶貧項目不足與結(jié)構(gòu)性貧困僵局"等現(xiàn)實困境,并由此提出了相應的化解對策。
[Abstract]:The identification, support, management and assessment of the working mechanism of "precision poverty alleviation" have changed the past thinking of "helping the poor", and play an important role in improving the working mechanism of poverty alleviation and innovating the ideas of poverty alleviation and development. Since the implementation of the policy of "precision poverty alleviation", although the rural "poverty alleviation" has achieved good results, it is also facing multiple and superimposed multi-dimensional predicament. Taking two villages in H District of Hubei Province as an example, combined with the investigation data and literature, the article based on the current situation of "precision poverty alleviation" in rural areas, believes that there is a "unclear understanding of poverty alleviation and limitations of poverty alleviation policies" in the current practice of "precision poverty alleviation". In this paper, the author puts forward some practical difficulties, such as the shortage of poverty alleviation funds, the shortage of poverty alleviation projects and the structural poverty deadlock.
